The Thai Binh LNG Thermal Power Plant Project is built on an area of ​​269.43 hectares in Thai Do commune (Thai Thuy), with a total investment capital of about 2 billion USD, a total designed capacity of 1,500 MW by a consortium of Tokyo Gas Group, Kyuden Electric Company of Japan and Truong Thanh Vietnam Group Joint Stock Company. This is not only an energy project but also a strategic project for socio-economic development, raising the position of Hung Yen province. When the project is put into operation, it will contribute to supplementing clean and stable electricity sources for the North, reducing dependence on coal-fired thermal power, meeting electricity demand during peak hours, increasing flexibility for the national power system; at the same time, forming an energy center combining industry - services - logistics.

Speaking at the groundbreaking ceremony, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, emphasized that this is a very important event, creating an exciting atmosphere, a spirit of competition in production, marking a step forward in attracting investment in Hung Yen province. The fact that investors choose Hung Yen to implement the project is a testament to the belief in the province's favorable, transparent and dynamic investment environment. In the past time, the province has been proactive and determined in the preparation work, promptly removed difficulties and obstacles, ensured the progress of site handover and completed procedures so that the project could start on schedule. He expressed his thanks for the attention and support of the Central Government, acknowledged and praised the efforts of the consortium of investors, units, localities and people who have shown a sense of responsibility and consensus, making an important contribution to performing the project according to the set plan.

Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, requested investors to continue to promote the spirit of cooperation, mobilize maximum financial, human and technological resources to ensure the safe, efficient and timely operation of the plant; strictly comply with legal regulations on investment, land, construction and environmental protection. Construction contractors must comply with technical standards, operation procedures, ensure quality, labor safety, maintain environmental hygiene and absolutely not affect the lives and production of people in the project area.

He also requested the Provincial Economic Zone Management Board, departments, branches and local authorities to continue to accompany, support, promptly remove difficulties and obstacles, create the most favorable conditions for the project to operate stably, beef up the highest efficiency, contribute to boosting growth and improving the competitiveness of the province.

Speaking at the groundbreaking ceremony, Mr. Ito Naoki, the Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam, recalled the results of the visit to Vietnam by Japanese Prime Minister Ishiba Shigeru in April this year. During the visit, the two countries signed a memorandum of understanding on 15 pilot projects prioritized for discussion within the framework of the Asia Zero Emission Community. The LNG Thermal Power Plant project is also among them, demonstrating a project with great expectations from both Vietnam and Japan.

The coastal road construction investment project is a key project of strategic significance, contributing to the completion of the synchronous transport infrastructure system, creating momentum for socio-economic development, strengthening national defense and security, and responding to climate change. The route has a total length of 34.42km, passing through seven communes of Hung Yen province and one commune of Ninh Binh province, with the scale of a grade III plain road, the total investment after adjustment is over 4,800 billion VND, implemented in the form of public-private partnership (PPP).

During the implementation process, the project encountered many difficulties due to complex geological conditions, a large construction volume with more than 3 million m³ of excavated and filled soil and rock, construction of 12 bridges on the main route with a total length of 3,800m, along with 8 same-level intersections and auxiliary items. However, with the strong direction of the Provincial Party Committee, the Provincial People's Committee, the close coordination of departments, branches, localities and the efforts of investors, the project was completed on schedule, ensuring the quality, technical and aesthetic of the project.

Speaking at the ceremony, Comrade Nguyen Quang Hung, Member of the Provincial Party Committee’s Standing Board, Chairman of the Provincial Party Committee’s Inspection Commission, Standing Vice Chairman of the Provincial People's Committee emphasized: Putting the coastal road into operation is an important step to realize the goal of developing modern infrastructure, opening up new development space for Hung Yen, creating conditions for the formation of industrial, service and coastal tourism zones, boosting regional connectivity, and attracting strong investment. The project and strategic traffic routes being deployed such as the Ninh Binh - Hai Phong Expressway (CT.08), the heritage connection road along the Red River, the Ring Road No. 4 of the Hanoi Capital Region, the route connecting to Diem Dien Port, the route to Con Vanh, Hung Phu commune... will form a complete interconnection system, connecting Hung Yen with major development driving forces of the country such as Hanoi, Hai Phong, Quang Ninh. Thereby, contributing to realizing the aspiration to build Hung Yen province to be increasingly rich, civilized and modern.

In order for the project to maximize its investment efficiency, Comrade Nguyen Quang Hung, Chairman of the Provincial Party Committee’s Inspection Commission, Standing Vice Chairman of the Provincial People's Committee, requested the investor and related units to continue to effectively perform the warranty, maintenance, management and exploitation of the project; at the same time, departments, branches and localities need to review and adjust the urban, industrial, service and tourism planning along the route to maximize the value of the coastal road.

Relevant departments, branches, units and localities need to learn from experience in organizing and implementing projects under the PPP model, as a basis to accelerate progress and improve the quality of key traffic works in the province in the coming time; continue to care for the material and spiritual lives of the people, especially the families who gave up their land for the project, ensuring that people have better living conditions.
