Hung Yen province’s delegation exchanges and learns experiences on administrative reform and digital transformation in Quang Ninh province

In recent years, Quang Ninh province has increased investment and completed infrastructure for science, technology, innovation and national digital transformation, including completing the Provincial Administrative Procedure Information System in accordance with the two-tier government model. Up to now, the province has provided 1,992 online administrative procedures, reaching 96.2%, of which 1,442 full-process online public services and 550 partial online public services have been provided. The rate of administrative procedures not depending on administrative boundaries is 91.4%. The rate of digitizing records from the reception step on the Provincial Administrative Procedures Information System is 98.8%. The rate of digitizing the results of the settlement and electronic results provision on the Provincial Administrative Procedure Information System is 93.1%. In addition, Quang Ninh province has announced 13 major problems and focused resources on solving major problems, building data and platforms for smart management; announcing 20 investment attraction projects in the fields of science, technology, innovation and digital transformation.

At the working session, the departments and branches of the two provinces focused on exchanging and sharing experiences in the work of propagating, disseminating and organizing the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo, in which they paid attention to learning about Quang Ninh's approach in concretizing the resolution into programs and action plans for regional development; the mechanisms for mobilizing the strength of the political system and creating social consensus. In addition, the two sides exchanged in-depth information on connecting and sharing data between national databases and large databases of the province such as: working records, budget revenue and expenditure, social security, etc., towards building a shared electronic data management warehouse and a unified and seamless digital government model; deploying synchronous digital infrastructure, applying open technical standards to ensure connectivity, integration and decentralization of access, information security, data safety and training of human resources on digital management at the grassroots level; the procedures for receiving, processing and returning results of administrative procedures, the regulations on coordination in handling administrative procedures between the Public Administration Service Center and departments, branches, and commune-level People's Committees.

Speaking at the working session, Vice Chairman of the Quang Ninh Provincial People's Committee Nguyen Thi Hanh affirmed that Quang Ninh is always ready to share models, data, technical solutions and management and operation experience in areas that the two provinces have the same development orientation, especially in digital transformation, administrative reform and e-government construction; at the same time, considering this an opportunity for Hung Yen province in particular and localities in general to strengthen links, learn from each other, contributing to the successful implementation of the goal of developing digital government, digital economy and digital society.

Speaking at the working session, Vice Chairman of the Provincial People's Committee Pham Van Nghiem highly appreciated the implementation of Resolution No. 57-NQ/TW and the operation of the one-level Public Administration Service Center model of Quang Ninh; at the same time, he affirmed that these are valuable experiences for Hung Yen province to refer to in order to effectively perform the local political tasks in the coming time. This will also be an important basis for Hung Yen to continue to research and apply in the process of carrying out the tasks on administrative reform, digital transformation, building e-government and smart cities.

During the working session in Quang Ninh province, the province’s delegation came to learn about the operation model of the one-level Public Administration Service Center and the Quang Ninh Provincial Intelligent Operations Center. Representatives of the Centers introduced the system of receiving, processing, and returning results of administrative procedure settlement regardless of administrative boundaries; digital applications help people and businesses monitor the progress of online document processing, evaluate service quality in real time; at the same time, introduce the operation model, connect and exploit data to serve the direction and administration of provincial leaders.
