Hung Yen province strengthens cooperation with Viettel Group to promote digital transformation, science and technology development
On the afternoon of August 29, comrades: Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee received and worked with the working delegation of the Military Industry - Telecommunications Group (Viettel) led by Lieutenant General Tao Duc Thang, Chairman and General Director of Viettel Group at the Provincial Party Committee’s Headquarters. In the attendance were comrades in the Standing Board of the Provincial Party Committee, leaders of the Provincial People's Committee.

To implement the memorandum of understanding on strategic cooperation between the Provincial People's Committee and Viettel Group on the breakthroughs in science and technology development, innovation and digital transformation, the Department of Science and Technology has coordinated with Viettel Group to conduct a survey and assess the current status of information technology infrastructure, shared platforms, and specialized applications to serve the preparation for the operation of the two-tier local government and the consolidation of the province at the Provincial Party Committee’s Office, the Provincial People's Committee’s Office, departments, branches and sectors of the two provinces of Hung Yen and Thai Binh (old).

Based on the results of the survey and assessment of the current status of the two provinces before the merger, the Department of Science and Technology and Viettel Group have developed a report assessing the current status of information technology infrastructure, shared platforms, and specialized applications, contributing to ensuring the continuous and smooth operation of the two-tier local government from the beginning. Along with that, the Department of Science and Technology coordinated with Viettel Group to build the Hung Yen province digital architecture framework version 4.0, and has completed the draft to collect opinions from departments, branches, localities and the Ministry of Science and Technology; build the Program for science, technology development, innovation and digital transformation for the period of 2025 - 2030, with a vision to 2045 according to the plan of the Provincial Party Committee’s Standing Board and the Provincial People's Committee.

At the working session, delegates exchanged, and discussed solutions and cooperation tasks in the coming time on: Building institutions, digital infrastructure, digital data, digital government; developing digital economy and digital society; ensuring information security; training staff and human resources to serve digital transformation, science and technology development...
Speaking at the meeting, Lieutenant General Tao Duc Thang highly appreciated the deep concern and drastic direction of Hung Yen provincial leaders in the work of developing science, technology, and digital transformation; and shared a number of outstanding results of the Group's activities. Viettel Group is committed to mobilizing the best resources, technology and human resources to accompany Hung Yen province to successfully implement the goals of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on the breakthroughs in science, technology development, innovation and national digital transformation and the resolutions and plans of the Standing Board of the Provincial Party Committee and the People's Committee of Hung Yen province to ensure that digital transformation in Hung Yen is substantial, effective and sustainable.
On behalf of the provincial leaders, Secretary of the Provincial Party Committee Nguyen Huu Nghia sincerely thanked Viettel Group for its support and contributions in investing and developing the telecommunications network, information technology, digital transformation, and science and technology development of Hung Yen province; and hoped that in the coming time, Viettel Group would continue to coordinate and contribute effectively in the areas that Hung Yen province is in need of to promote digital transformation and science and technology development. In the immediate future, Viettel Group will support the province in accelerating the digitization of data of the Party and government sectors; focus on investing in improving the quality of telecommunications waves to better serve the people, especially in the province's industrial parks and industrial clusters; and provide documents to serve the implementation of "Digital Education for the People" in the province. Viettel Group closely coordinates with departments and branches of Hung Yen province to determine specific tasks according to Decision No. 628/QD-UBND dated August 19, 2025 of the Provincial People's Committee on approving the list of digital transformation tasks in 2025 to ensure the speed and specific products that meet both the requirements of the Central Government and the requirements and tasks of local socio-economic development.
