A streamlined, smoothly operating, and efficient apparatus
At the conference, Comrade Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of the province, presented the draft report summarizing one year of operation of the two-tier political system and local government apparatus. Accordingly, the reorganization of the apparatus and the administrative units in the province have basically achieved the set goals and requirements. The political system apparatus has been streamlined, operating stably without interruption; a new management method has initially been formed towards interconnectedness, modernization, and improved effectiveness and efficiency. The provincial-level apparatus is gradually shifting strongly towards the role of strategic planning, institution building, strengthening inspection, supervision, and inter-regional coordination; the commune level is increasingly decentralized, empowered, and directly handles many tasks related to citizens and businesses.
Comrade Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of the province, presents the draft report summarizing one year of operation of the two-level political system and local government apparatus.
The administrative reform, digital transformation, and public service delivery have shown positive progress. In 2025, Hung Yen province ranked the 14th out of 34 provinces and centrally-run cities in the PAR Index and was in Group A (leading group) of 18 provinces and cities with a score of 90 points or higher. Regarding the SIPAS index, Hung Yen province ranked the 4th out of 34 provinces in 2025.
The initial work in building a team of officials has met the requirements of the new model. The socio-economic situation, national defense, security, foreign relations, and social order and safety continue to be maintained.
However, practical experience shows that the current organizational structure still has some aspects that need further research and improvement to suit the characteristics of each group of localities, especially for the communes with large populations, high urbanization rates, and rapidly increasing workloads after reorganization. Some specialized fields such as land, planning, construction, finance, information technology, and digital transformation still lack specialized personnel; the workload at the commune level is much greater than before. Therefore, further research is needed to improve the organizational mechanism, staffing quotas, job position structure, and methods of decentralization and delegation of power to suit the practical realities of the two-tier political system and local government.
At the conference, delegates focused on discussing and clarifying the achievements, successful models from practice, identifying the causes of limitations, difficulties, and obstacles at the grassroots level; and proposing solutions to improve operational efficiency in the future.
To continue to perfect the two-tier local government model
Comrade Hoang Trung Dung, Member of the Party Central Committee, Standing Deputy Head of the Central Organization Commission, speaks at the conference.
Speaking at the conference, Comrade Hoang Trung Dung, Member of the Party Central Committee and Standing Deputy Head of the Central Organization Commission, emphasized that Hung Yen province has seriously, systematically, and comprehensively implemented the two-tier restructuring and operation of the political system and local government, employing a lot of creative and flexible approaches. To improve the efficiency of the two-tier political system and local government, he suggested that Hung Yen province should continue to operate the organizational model and mechanism in a way that clearly defines roles, responsibilities, authority, timelines, and expected results; ensuring interconnected operation and close coordination between the Party, the People's Council, the People's Committee, the Fatherland Front Committee, and other political and social organizations. The province and its communes and wards should effectively carry out the decentralization and delegation of power mechanisms while simultaneously improving the mechanisms for inspection, supervision, and control of power. The Party committees at all levels are focused on building a team of cadres with innovative thinking, practical capabilities, the ability to adapt quickly to the digital environment, and the skills to work in an interconnected, integrated, and transparent environment. Cadre evaluation must be substantive, using working output, progress in handling tasks, and the level of satisfaction of citizens and businesses as benchmarks. The Standing Board of the Hung Yen Provincial Party Committee promotes the role of working groups and specialized inspection teams, and organizes regular meetings with localities, departments, and sectors to promptly resolve obstacles, rectify responsibilities, and replicate best practices. All levels, sectors, and localities focus on administrative reform, promoting digital transformation, and effectively handling surplus assets. The province is paying attention to the timely and effective implementation of the policy of merging villages and residential areas.
To improve the quality of cadres and promote comprehensive development
Concluding the conference, Comrade Pham Quang Ngoc, Member of the Party Central Committee, Secretary of the Provincial Party Committee, acknowledged and praised the efforts, high determination, and results achieved by the entire political system, cadres, Party members, civil servants, public employees, workers, armed forces, and the people of the province after one year of operating the two-tier political system and local government.
Comrade Pham Quang Ngoc, Member of the Party Central Committee, Secretary of the Provincial Party Committee, speaks at the conference.
To build upon the achievements and gradually resolve existing problems, the Secretary of the Provincial Party Committee requested that Party committees, Party organizations, the Fatherland Front, departments, and localities focus on implementing the following groups of tasks and solutions: Regarding Party building work, decisively and effectively implement "The year of grassroots cadres". The entire political system must focus on seriously implementing Plan No. 78-KH/TU dated May 26, 2026, of the Provincial Party Committee’s Standing Board on the deployment and implementation of "The year of grassroots cadres." The Provincial Party Committee’s Organization Commission, in coordination with the Department of Internal Affairs, comprehensively reviews and reassesses the leadership and professional capacity of the existing commune-level cadres.
"We must strongly shift the mindset of personnel management from assigning 'enough people' to assigning 'the right people, with the right capabilities and in the right positions'; resolutely transfer, replace, or streamline the workforce of cadres with weak capabilities, low prestige, who work half-heartedly, avoid responsibility, shirk responsibility, or are afraid of responsibility," said Comrade Pham Quang Ngoc, Member of the Party Central Committee, Secretary of the Provincial Party Committee.
At the same time, we must effectively carry out emulation and reward work, pay attention to awarding outstanding achievements to collectives and individuals. To innovate training and capacity building for officials, especially in implementation, organization, and handling of real-world situations; in particular, official training must be substantive and closely aligned with the practical needs of the locality. To continue to improve the mechanisms for decentralization, delegation of power, resource allocation, and personnel deployment and assignment. To strengthen public service discipline; inspect and protect officials who are dynamic, creative, and willing to think, act, and take responsibility for the common good.
Regarding administrative reform, digital transformation, science, and technology, this is a crucial task that all levels, sectors, and localities must implement decisively and concretely in the coming period. The commune-level public administrative service centers continue to review and equip themselves with modern machinery and equipment to ensure the best possible service for citizens and businesses.

The delegates attend the conference.
Regarding socio-economic development, the Provincial Party Secretary requested that all levels, sectors, and localities closely adhere to practical realities to promptly review and adjust plans and strategies to ensure a double-digit growth target; focus on creating, utilizing, and developing new drivers and opportunities for growth, and strongly innovate the growth model to ensure synchronous and harmonious economic development with culture and society, and ensure strong national defense and security. The reorganization of villages and residential areas must ensure compliance with prescribed criteria and conditions; while fully considering specific factors such as history, culture, customs, geographical conditions, national defense and security, religious factors, and the natural cohesion of the community; and be linked to the requirements of improving grassroots governance efficiency, promoting digital transformation, and enhancing the quality of service to the people. During the review and development of plans, a significant reduction in the number of villages and residential areas must be ensured. For the communes completing the procedures and documents for establishing wards, the arrangement of villages must ensure compliance with the criteria for residential groups to avoid further adjustments. The consolidation of Party organizations, the Front Committee, and other political and social organizations must be carried out synchronously with the arrangement of villages and residential groups. At the same time, maintaining national defense and security is crucial to facilitating socio-economic development.
