At the meeting, the Department of Finance presented a Report on the implementation of the socio-economic development plan in the first 6 months of the year and the key tasks and solutions for the last 6 months of 2025; the Report on the settlement of local budget revenue and expenditure in 2024 and a draft Resolution approving the settlement of local budget in 2024; the Plan to supplement the 5-year medium-term public investment plan for the period of 2021 - 2025; the draft Decision on the level of deduction from donations and sponsorships for relics assigned to public service units and the Relic Management Board concurrently managing and using them in Hung Yen province; the draft Resolution stipulating the collection rate of 0 VND for a number of types of fees and charges under the decision-making authority of the Provincial People's Council when providing online public services throughout the province; the draft Resolution supplementing a number of articles of Resolution No. 301 dated December 8, 2022 of the Provincial People's Council promulgating the Regulations on principles, criteria and norms for allocating regular expenditure estimates of the local budget of Hung Yen province for the period 2023 - 2025 and Resolution No. 302 dated December 8, 2022 of the Provincial People's Council promulgating the Regulations on decentralization of revenue sources, expenditure tasks and percentage (%) of revenue sharing among budget levels of Hung Yen province for the period 2023 - 2025.
Accordingly, in the first 6 months of 2025, the total product in the province (GRDP) increased by 9%; total retail sales of goods and services reached VND 55,420 billion, up 5.5% over the same period in 2024; total social development investment capital is 37,782 billion VND, seeing an increase of 18.5% over the same period in 2024. In particular, the total state budget revenue in the first 6 months is estimated to reach at 37,022 billion VND, the highest ever, and is expected to reach over 70,000 billion VND for the whole year; the total newly granted and adjusted investment capital is 94,568 billion VND and 480 million USD (equivalent to 4.26 billion USD), the highest ever; the provincial competitiveness index (PCI) is in the top 10 nationwide for the first time...

Next, the delegates focused on discussing and giving comments on each report, draft resolution, and draft decision submitted by the Department of Finance. Regarding the Report on the implementation of the socio-economic development plan in the first 6 months of the year and the main tasks and solutions for the last 6 months of 2025, the delegates requested that the report should highlight the outstanding results and achievements in the socio-economic development of the province in the first 6 months of 2025, with comparisons with the same period of previous years and the entire term.
In his concluding remarks, Chairman of the Provincial People's Committee Tran Quoc Van agreed with the reports, draft resolutions, and draft decisions submitted by the Department of Finance and the opinions of the delegates at the meeting.
