General Secretary To Lam speaks at the voter meeting.
At the conference, after hearing the report from the Provincial National Assembly Delegation on the results of the session and the suggestions and recommendations of voters, General Secretary To Lam delivered a comprehensive and specific direction, focusing on core issues in the organization and implementation of policies and guidelines at the grassroots level.
The General Secretary affirmed the Party's consistent viewpoint of always placing the people at the center of all decisions; all policies, laws, and regulations must stem from the legitimate interests of the people and serve the people. The opinions and suggestions of voters at the conference are important information, truthfully reflecting life, and serving as a basis for all levels and sectors to continue improving institutions and rectifying shortcomings in management and administration at the grassroots level.
Emphasizing the need to enhance the responsibility of local Party committees and authorities, the General Secretary requested that Hung Yen province in general, and Kien Xuong, Le Loi, and Quang Lich communes in particular, focus on resolving all legitimate requests of the people. Issues within local authority must be handled proactively and promptly in accordance with the law; issues beyond their authority must be fully compiled, reported, and submitted to the competent authorities for consideration, preventing prolonged delays that cause public dissatisfaction.
The General Secretary noted that administrative discipline and order at the grassroots level must be strengthened substantially. Each official and civil servant must enhance their sense of responsibility and service attitude towards the people, ensuring that their words match their actions and avoiding formalism. Along with this, it is necessary to accelerate administrative reform and apply digital transformation in handling administrative procedures, creating maximum convenience for citizens and businesses, especially at the commune level, which is where people directly interact with the public daily.
Referring to the development orientation of the three communes of Kien Xuong, Le Loi, and Quang Lich in the coming period, the General Secretary emphasized that these localities have great potential in terms of land, traditional agricultural production, the solidarity of the people, and increasingly favorable transportation conditions. Based on this, the communes need to focus on developing green agriculture, ecological agriculture, and high-value agriculture; and boosting the application of science and technology and digital transformation, establishing concentrated production areas of appropriate scale, linked to product branding, granting planting and farming area codes, and participating in value chains.
He stressed that rural economic development must be linked to the reform of production organization, promoting the role of cooperative economics and new-style cooperatives; encouraging businesses to invest in agriculture and rural areas; and combining agricultural production with services, ecotourism, and traditional crafts to diversify livelihoods and increase people's income.
Alongside production development, the General Secretary stressed the task of creating breakthroughs in infrastructure. "Bottlenecks" and "obstacles" in transportation, irrigation, and digital infrastructure need to be reviewed, prioritized for investment, and definitively addressed. Infrastructure planning must be one step ahead, ensuring synchronization and connectivity with major regional transportation axes to serve long-term development requirements.
Regarding Party building and the political system at the grassroots level, the General Secretary requested continued strengthening of Party organizations, improvement of the quality of cadres and Party members; increased inspection and supervision; maintaining security and order, creating a stable environment for socio-economic development. Each cadre and Party member must be truly exemplary, close to the people, listen to and be accountable to the people.
Emphasizing the important political tasks in the coming period, the General Secretary requested all levels and sectors in the province to proactively and urgently prepare the conditions for the election of deputies to the 16th National Assembly and the People's Councils at all levels for the 2021-2026 term; to implement the work systematically and meticulously, ensuring democracy, legality, safety, and effectiveness, contributing to consolidating the people's trust in the Party and the State.
