Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Pham Quang Ngoc delivers a concluding speech at the working session.

Regarding the development orientation and planning work, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee affirmed the policy of developing coastal economic zones according to the model of free economic zones. Therefore, it is necessary to have an overall view in planning and developing infrastructure in coastal areas. He assigned specialized departments to advise on re-evaluating the planning, thereby having a deeper and more comprehensive view for the Provincial People's Committee to directly direct the implementation.

Regarding proposals and recommendations on difficulties and problems of localities in various fields, he assigned departments and branches to proactively study and consider solutions.

Regarding the current shortage of cadres and organizational apparatus in coastal communes, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee said that the Provincial Party Committee’s Standing Board has directed and agreed to recruit civil servants. However, it is necessary to have a comprehensive assessment of the entire area for implementation. The Provincial Party Committee’s Standing Board has established inspection teams for cadre work in localities and units. Therefore, the Standing members of the Commune Party Committee need to proactively work with the inspection team of the Provincial Party Committee’s Standing Board to review, arrange and report on needs, and propose additional plans. During the time when there is not enough staff, the communes must calculate methods for assigning and using cadres and civil servants appropriately to ensure work efficiency. The communes also base on the practical situation in the locality to consider and decide on the arrangement of public service units for health and general services.

Regarding state management at the grassroots level, he requested the team of commune-level civil servants to continue to closely follow the regulations and instructions of the superiors; strictly carry out state management tasks in all fields, especially those requiring high expertise such as land, construction, transportation, environment, etc. Leaders of departments and branches should strengthen their adherence to their assigned areas, regularly grasp the situation, and promptly support the grassroots to remove obstacles.

Regarding compensation and resettlement support, he requested localities to unify compensation and resettlement support plans in a way that ensures consistency, compliance with regulations, and authority, protects the legitimate rights and interests of the people, and does not affect the progress of projects in the area.

In planning work, he assigned the Department of Construction to advise on adjusting the master plan based on the previous district planning and vision. On that basis, communes adjusted and supplemented local plans to ensure consistency.

Regarding infrastructure, he requested sectors and localities to focus on reviewing the causes and proposing measures to completely handle long-standing backlog projects. For projects that the province and district previously merged as investors and transferred to the new communes that are under construction and are urgent and necessary, the province will prioritize allocating enough budget for timely implementation. The provincial budget will implement inter-commune connecting projects and key projects in the communes, but due to urgent requirements, the provincial budget will support them.

He assigned the Department of Finance to promptly complete the provision of cars for work in the communes according to the norms and standards. Localities need to proactively review, transfer, rearrange public assets, and convert functions in the direction of serving the community's needs more effectively.

Particularly in the field of land, he requested the communes to urgently adjust land fluctuations; speed up the progress of completing documents and recognizing land use rights for organizations.
