The report to the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and the delegation of leaders of wards and communes showed that after the reorganization of commune-level administrative units, localities in the former Hung Yen city quickly reorganized their apparatus and effectively operated the two-tier government model. The management and operation work was stable; socio-economic development tasks were maintained; many targets were achieved and exceeded the plan. Urban management, infrastructure improvement, and administrative reform continued to make progress. However, localities also reflected a number of difficulties such as large workloads, cadres holding many concurrent tasks; limited resources for infrastructure investment, etc.

At the working session, wards and communes made recommendations and proposals, focusing on perfecting the apparatus organization; increasing investment in technical infrastructure; urban improvement; accelerating key projects; preserving and promoting the value of Pho Hien heritage. In particular, Pho Hien ward proposed to increase the number of specialized departments, support capital for urban beautification and key traffic projects. Hong Chau ward proposed that the province pay attention to implementing a model dike line and soon start the project to recreate the old Pho Hien trading port. Tan Hung commune proposed to strengthen training and fostering of commune-level officials and civil servants and invest in infrastructure. Son Nam ward hoped that the province would pay attention to upgrading the dike line surrounding residential areas and research to establish more high school education facilities.

Leaders of departments and branches discussed and clarified the contents related to Pho Hien spatial planning; waste and wastewater treatment; urban management; cultural and tourism development. Delegates also suggested that the province organize the second Pho Hien scientific conference; evaluate the performance of Pho Hien University Area; upgrade and improve the lighting system and urban order.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized that the former Hung Yen city is an administrative urban center, with a structure including the urban core area and the planning area recreating the ancient Pho Hien commercial port. Along with the development of trade and services, this area needs to promote the unique cultural and historical values ​​of Pho Hien land. In addition, to develop Hung Yen urban area in a modern and synchronous direction, it is necessary to implement key projects with spillover effects, creating new development momentum for the urban space of the former Hung Yen city.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee assigned the Department of Construction to carry out the work of establishing, managing and adjusting the urban space planning of Pho Hien, including the space of the former Hung Yen city and the space expanding to neighboring areas, towards the Red River, ensuring synchronization and unity.

He requested the wards and communes to continue to thoroughly grasp the province's guidance in planning and developing urban areas in Pho Hien; maintain the spirit of solidarity, unity, determination and aspiration for development. To strengthen coordination and sharing in urban management and administration; ensure unified operation in the common urban space. To coordinate with departments and branches to promote the attraction of non-budget investment projects, prioritizing the fields of transport infrastructure, trade - services, culture - tourism. To be proactive in the work of arranging the apparatus, training and coaching to improve the capacity of cadres. In addition, well implement the management, restoration and embellishment of relics in the Pho Hien National Special Relic Complex to ensure compliance with the provisions of law, in accordance with planning, preserving and promoting heritage values. To coordinate with Hung Yen Urban Environment and Construction Joint Stock Company to strengthen sanitation, waste treatment, restore order and urban beautification.
