Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Quang Ngoc works with the Construction Investment Project Management Board No. 2 and the wards of the former Thai Binh city.

In 2025, the Construction Investment Project Management Board No. 2 was assigned by the Provincial People's Committee to manage 61 projects, of which 53 projects are being carried out. The work of urging construction and completing procedures for projects is carried out regularly, basically meeting the progress. As of November 17, the progress of disbursing public investment capital in 2025 of the unit reached 55% of the capital plan assigned after adjustment.

Regarding the implementation progress of projects invested by the Construction Investment Management Board No. 2, the progress is basically guaranteed, in which the project to invest in building the Ninh Binh-Hai Phong expressway, the section through Nam Dinh and Thai Binh under the PPP method (CT.08) has completed the design documents, carried out the construction of large bridge packages and road packages; 280 billion VND has been disbursed for site clearance. The project of the road from Thai Binh ward to Hung Ha commune, connecting with Pho Hien ward, is constructing a bridge over Tra Ly river, handling the roadbed, and has disbursed nearly 24 billion VND. The project of the road connecting Thai Binh city to Nghin bridge under the form of public investment is focusing on implementing six construction points of the roadbed, having disbursed over 150 billion VND. The investment project to build the main roads connecting to the functional areas in the Provincial Economic Zone has reached about 70% of the volume and disbursed 1,750 billion VND. The Thai Binh General Hospital project at Tran Lam Ward Medical Center has disbursed nearly 70 billion VND, currently the items are being constructed on schedule...

In the coming time, the Construction Investment Management Board No. 2 will continue to closely coordinate with localities, contractors and related units to complete the target of disbursing 100% of the capital plan assigned by the province in 2025, contributing to promoting the progress of key infrastructure projects in the province.

Speaking at the meeting, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee acknowledged the efforts of the Construction Investment Management Board No. 2 in disbursing public investment capital, contributing to speeding up the implementation progress of assigned projects.

He requested that the Construction Investment Project Management Board No. 2 clearly define its position, role, functions, assigned tasks, and take full responsibility for the assigned tasks; assign specific and clear responsibilities to each cadre and civil servant, and attach responsibility to each task and each project. Along with that, focus on reviewing and researching reports to the Provincial People's Committee on the maximum ability to absorb capital from now until the end of 2025, in addition to the allocated capital. To focus on removing difficulties, supporting and encouraging construction contractors to work overtime, increase shifts, concentrate human resources and means to increase disbursement for each project; at the same time, coordinate with ministries, branches, localities and construction contractors to remove difficulties and obstacles in the supply of raw materials for construction.

Regarding the task of urban management and administration, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee said that urban management and development must be carried out according to the established master plan. On that basis, he assigned the Department of Construction to advise on the development of detailed and master plans for the two current urban areas of Thai Binh and Hung Yen; direct the wards to build connecting infrastructure and implement inter-ward and inter-commune urban projects and works guaranteed by the provincial budget; establish plans and regulations for environmental landscape management; at the same time, supplement the master plan for old communes merged into wards to form new wards after the merger, ensuring the master plan.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee emphasized that the urban nature of the current wards of the former Thai Binh city must be a commercial and service urban area for health care and education - training, developed in a modern direction on both sides of the Tra Ly River, which is a key urban area in the South of Hung Yen province. Therefore, for non-budget investment projects, departments, branches and wards must create conditions for investors to continue conducting the projects; at the same time, it is necessary to orient the ideology of cadres, party members and people to agree in performing the projects.
