On the morning of November 19, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting to listen to the Department of Construction and the Construction Investment Project Management Board No. 1 report on a number of key tasks and key projects of the sector and unit in the coming time. The meeting saw the presence of comrades: Nguyen Le Huy, Member of the Provincial Party Committee’s Standing Board, Standing Vice Chairman of the Provincial People's Committee; Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of relevant departments and branches.

According to the report of the Department of Construction, there are currently five key housing projects in the area, of which three projects need direction and management, including: the Khoai Chau urban complex, eco-tourism, golf course project with a total investment of 39,787 billion VND; the investment project to build social housing area for low-income people in Yen My II industrial park with 9,000 apartments, the total investment of 4,963.98 billion VND; the social housing project in Pho Hien ward with a scale of 5,500 apartments, the total investment of 6,094.72 billion VND.
Regarding key traffic projects in the period of 2021 - 2025, there are three key national projects of the Construction sector including: the investment project to build the Ring Road No. 4 in Hanoi Capital region (the component projects implemented by the Provincial People's Committee), the investment project to build Ninh Binh - Hai Phong expressway, the section through the territory of former Nam Dinh and Thai Binh provinces, the investment project to build Lao Cai - Hanoi - Hai Phong railway line; three key projects of the province: Tan Phuc - Vong Phan road project (assigning to the provincial road No. 378), the project to build a road connecting cultural heritage, tourism and economic development along the Red River, the project to invest in building a road from Thai Binh ward to Hung Ha commune connecting with Pho Hien ward and eight projects are studying investment policies for the period 2025 - 2030.
The Construction Investment Project Management Board No. 1 has been assigned to be the investor of 64 projects by the Provincial People's Committee, including one national key project in the transport sector and two key projects of the province. To date, four projects have been completed, 54 projects are under construction, six projects are in the investment preparation stage. For the projects under construction, the Investment Project Management Board No. 1 has directed contractors to concentrate machinery, human resources and equipment to speed up construction progress. For the projects in the investment preparation stage, the Board has directed specialized departments and units to speed up the progress of investment procedures and promptly submit them to the Provincial People's Committee for approval according to regulations. However, the disbursement results by November 15, 2025 of the Board have only reached nearly 29%.
At the meeting, leaders of the Department of Construction and the Construction Investment Project Management Board No. 1 reported on the advantages and difficulties in the process of deploying the projects. Based on the suggestions of the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and the provincial leaders, the two units explained and clarified a number of contents related to difficulties in public investment capital disbursement and site clearance; at the same time, proposed and recommended a number of contents related to the functions and tasks of the sectors and fields in charge.

He requested the Department of Construction and the Construction Investment Project Management Board No. 1 to focus on innovating thinking, enhancing personal responsibility and tightening discipline and order in tasks performances. To assign clear tasks to people, work, and areas of responsibility, contributing to promoting the progress of key projects, creating momentum for socio-economic development of the province in the coming time.

Along with performing well the professional functions and tasks, the leaders, civil servants, and public employees of the Department of Construction and the Construction Investment Project Management Board need to innovate management methods, working methods, increase grassroots visits, grasp the situation, and actively provide professional guidance to commune and ward officials.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested the Department of Construction to promote its advisory role in perfecting the provincial master plan, traffic infrastructure planning, construction, urban and rural planning in the direction of expansion, forming new development spaces; at the same time, ensuring synchronization between traffic, urban areas and technical infrastructure with the viewpoint and vision of development creation, target management, avoiding local and regional thinking.
For the projects implemented by the Construction Investment Project Management Board No. 1, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested the unit to closely follow the progress, classify the projects, and then clearly identify the causes of problems for final settlement. To focus on site clearance and public investment disbursement in 2025. To proactively coordinate with departments, branches, localities and construction units to remove difficulties in the process of projects implementation, especially difficulties in site clearance, construction materials... To take responsibility of the unit’s head before the Chairman of the Provincial People's Committee if the target of public investment disbursement in 2025 is not met.
