On the afternoon of November 23, Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Hanoi Party Committee, inspected the implementation of the Ring Road No. 4 Construction and Investment Project - Hanoi Capital Region. He was accompanied by comrades: Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of the Hanoi People's Committee, the Provincial People's Committee; leaders of a number of departments and branches of the province.

At the inspection, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc listened to a report on the progress, difficulties and obstacles in the implementation of the project in general and the work of Hanoi city and Hung Yen province in particular.
According to the report of the Department of Construction, up to now, the whole province has recovered land and handed it over to the investor at about 97%. The remaining area is mainly residential land. Up to now, localities have completed the work of counting and determining the origin of the land; basically completed the compensation and support plan for residential land; currently, the compensation and support plan for residential land and the resettlement plan are being publicized and completed. Some localities have approved the plan and issued decisions to recover residential land.
Speaking at the inspection, Secretary of the Provincial Party Committee Nguyen Huu Nghia reported on the overall leadership and direction of the implementation of the Ring Road No. 4 project in the province. At the same time, he requested Hanoi City to report to the Government on a mechanism to flexibly regulate capital sources for project implementation among localities, creating favorable conditions to ensure the overall progress of the entire project. He emphasized the need to maintain regular activities of the Steering Committee for the implementation of the Ring Road No. 4 project so that localities can update and grasp the situation, promptly direct and handle problems during the implementation process.

At the inspection session, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc acknowledged and highly appreciated the proactive and responsible spirit of localities and construction units in implementing the Ring Road No. 4 project. At the same time, he requested localities to study and comprehensively evaluate the work of site clearance, construction and operation of Ring Road No. 3 to draw experience and effectively apply it to the implementation of the Ring Road No. 4 project. The Secretary of the Hanoi Party Committee requested Hanoi city, Hung Yen province and Bac Ninh province to coordinate closely and regularly share experiences to promptly remove difficulties and obstacles, especially regarding site clearance and material supply for project construction. Localities need to ensure site clearance progress; construction contractors proactively study and find solutions to shorten construction time, improve implementation efficiency and ensure project progress and quality.
