On the morning of March 5th, Mr. Pham Quang Ngoc, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, inspected and evaluated the investment projects for renovation and upgrading under the Comprehensive Development Plan for the Bac Hung Hai Irrigation System, serving multiple purposes and protecting the environment in Hung Yen province (the Bac Hung Hai Project). He was accompanied by Mr. Nguyen Hung Nam, Vice Chairman of the Provincial People's Committee; and leaders of various departments, agencies, and units.

The Chairman of the Provincial People's Committee Pham Quang Ngoc and the delegation inspected the current situation and assessed the necessity of investing in the renovation, upgrading, and dredging of the following canals: Dinh Du Canal (Nhu Quynh commune), Kim Son River (Nghia Tru commune), Tran Thanh Ngo Canal (Duong Hao ward), Cau Treo Canal (Yen My commune), Nguu Giang Canal (Viet Yen commune), Tu Ho - Sai Thi Canal (Chi Minh commune), Le Nhu Ho Canal (Pho Hien ward), and Van Giang 2 Pumping Station (Hoan Long commune). Observations revealed that many of the aforementioned rivers and canals are polluted, with some areas experiencing severe pollution, restricting water flow due to waste, and affecting the ability to drain and supply water for production and daily life.

After hearing the opinions of the departments, agencies, and units, Comrade Pham Quang Ngoc, Chairman of the Provincial People's Committee, basically agreed on the necessity and proposed investment plan and scale for the renovation and upgrading of the works. He noted and suggested several points, including that the renovation and dredging projects should focus on maximizing the width of the river and canal, while also combining it with the construction of roads on both sides; and synchronizing and connecting with the project invested by the Ministry of Agriculture and Environment. In the Tran Thanh Ngo canal area, it is necessary to study the investment in building a system to collect and treat all wastewater from the former My Hao town area; regarding the Tu Ho - Sai Thi canal, it needs to be synchronized with the investment project to expand and upgrade the provincial road No. 377…
Comrade Pham Quang Ngoc, Chairman of the Provincial People's Committee, requested the Department of Agriculture and Environment to soon finalize the investment plan for the irrigation system under the Bac Hung Hai Project, and submit it to the Provincial People's Committee for consideration and comments.
