According to the report of the Department of Agriculture and Environment, by 3:00 p.m. on July 22, the whole province has planted 94,640/97,500 hectares, reaching 97.1% of the plan; planted 8,457 hectares of various summer-autumn vegetables. The companies of water resources construction exploitation in the province have proactively opened sluices under the dike, operated irrigation works to lower the water level in the system to prevent heavy rains from causing flooding for rice and crops, industrial zones, economic zones, and urban areas. The pumping and drainage work to prevent and combat flooding: the area south of the Luoc River operates 23 pumping stations, with 116 pumps for pumping and drainage; the area north of the Luoc River operates 77 pumping stations, with 207 units for pumping and drainage. It is expected that in the early morning of July 23, when the river water level drops (according to the tidal schedule), the sluices will be opened to the maximum to drain water, protecting agricultural production areas, especially the newly planted rice and crops that are flooded.

The pumping station has a designed capacity of 28,000m3. Due to the impact of storm No. 3, the pumping station is operating at full capacity to regulate water to prevent flooding for more than 1,500 hectares of rice and vegetables. The Chairman of the Provincial People's Committee requested the staff and employees of units and localities to carry out their tasks with high spirit, overcome difficulties, closely follow the direction of the Central and the province in the work of preventing and fighting storm No. 3; focus on drainage work, organize continuous patrols of drainage shafts and canals, ensure that the flow is cleared so as not to obstruct the drainage; the electricity sector must focus on maintaining stable power supply to pumping stations, ensuring that drainage must be operated continuously to protect agricultural production areas from the impact of storm No. 3.
