Agricultural and aquaculture production Crop In recent years, local farmers in the province have concentrated on finishing the summer – autumn rice cultivation, pests and diseases prevention for rice, vegetables and fruit trees (oranges, tangerines, longan) which are in the process of developing fruit and about to harvest. According to the report of the districts and city, the area of summer – autumn rice cultivation is about 33,000 ha (reaching 94.38% as compared to the crop in 2017) of which, the area of direct seeding reached 4,780 ha. According to the report by July 20, localities have completed the first stage of rice care and by July 26, they have completed the second one. At this time, there are some pests and diseases in the field such as: the Hypochnus sasakii Shirai (infected area: 868 ha); the Rice leaf folder (infected area: 3,056 ha); the Brown planhopper (infected area: 361 ha) ... Besides rice and vegetables, localities have paid attention to taking care of fruit trees. Raising cattle and poultry Livestock situation in the province is favorable; there is no epidemic in the herd of cattle and poultry. Vaccination and disease prevention in cattle and poultry are well done. Currently, the pig price continues to increase over the previous year, with an average price of 52,000-56,000 VND / kg, as compared with the same time last year, it has doubled, encouraging households to produce and develop breeding in the coming time. The poultry continues to keep stable and develop; many models of chicken and duck farming are multiplied. Through the results of the survey on breeding on July 01, pig herds: 540,075, up 5.95%; poultry herds: 8,293 thousand, up 2%, of which 5,823 thousand chickens, up 1.82% over the same period last year. 2. Industrial production Industrial production index in August increased by 10.51% over the same period in 2017. For the first eight months of 2018, the industrial production index increased by 9.86% over the same period in 2017. Of which: mining industry (sand) decreased by 24.33%; processing and manufacturing increased by 9.72%; electricity production and distribution rose by 14.65%; water supply, waste and waste water management and treatment up 11.95%. Investment activities a. The investment capital of the local state budget The investment capital of the local state budget in August is estimated to reach at 186,060 million VND, up 14.23% over the same period in 2017. Of which: the provincial budget capital: 77,930 million VND, up 2.09%; the district one: 53,890 million VND, up 32.56%; the commune one: 54,240 million VND, up 18.19%. In the first eight months of 2018, the investment capital of the local state budget is estimated to attain at VND 1,300,039 million, up 13.52% over the same period of 2017. Of which: the provincial budget capital: 605,115 million VND, up 3.15%; the district one: 366,108 million VND, up 25.42%; the commune one: 328,816 million VND, up 23,34%. b. Foreign investment As of 20/8/2018, 412 FDI projects registered to operate in the province, with a total capital of USD 4,242,591 thousand, of which from the beginning of the year to now there are 20 newly registered projects with a capital of 115,271 thousand USD. The countries owning the most number of projects and the biggest investment capital are as follows: Japan with 152 projects with the registered capital of USD 2,790,465 thousand, accounting for 65.77% of the total registered capital; Korea with 121 projects, with the registered capital of 640,416 thousand USD, accounting for 15.09% of the total one; China with 82 projects with the registered capital of USD 437,488 thousand, accounting for 10.31% of the total one. 4. Financial and monetary activities a. State budget revenues In August budget revenue is estimated to reach at 1.015,003 million VND, up 5.17% over the same period in 2017. Of which: domestic revenue: VND 705,003 million, up 33.29%; revenue from import and export activities: 310,000 million VND, down 8.27%. Some domestic revenues in the month are estimated as follows: Revenue from state-owned enterprises: VND 25.664 million, up 64.18%; revenue from foreign - invested enterprises: VND 96,480 million, up 53.35%; revenue from non-state sector: VND 248,994 million, up 27.64%; collection of registration fee: VND 23,897 million, up 20.01%; personal income tax: VND 49,346 million, up 12,62%; environmental protection tax: 21,519 million VND, down 42.03%; charges and fees: VND 4,099 million, down 39.17%; revenue from housing and land: VND 217,921 million, up 58.41%. For the first eight months of 2018, state budget revenue is estimated to attain at VND 7,467,884 million, up 5.17% over the same period last year. Of which: domestic revenue: VND 5,430,000 million, up 11.02%; revenue from import and export activities: VND 2,037,884 million, down 7.79%. Some domestic revenues in the month are estimated as follows: Revenue from state-owned enterprises: VND 135,000 million, down 15.12%; revenue from foreign - invested enterprises: VND 1,115,000 million, up 28.67%; revenue from non-state sector: VND 1,750,000 million, down 14.09%; collection of registration fee: VND 187,000 million, up 12.22%; personal income tax: VND 510,000 million, up 13.14%; revenue from housing and land: VND 1.322 million, up 47.87%. b. State budget expenditures From 01/01/2018 to17/8/2018, the local state budget expenditures reached VND 5,325,288, gaining 60.03% of the year plan. Of which, expenditure on development and investment: VND 1,727,940 million, reaching 65.12% of the plan; regular expenditures: VND 3,507,348 million, gaining 57.8% of the plan. A number of regular expenditures are as follows: Expenditure on economic activities: VND 331,614 million; expenditure on education and training: VND 1,284,195 million; expenditure on medical care: VND 354,019 million; expenditure on cultural, physical training and sport activities: VND 71,999 million; expenditure on social security: VND 278,159 million; expenditure on administrative management: VND 835,004 million; other expenses: VND 328,773 million. c. Banking operation As of 31/7/2018, the total capital of credit institutions reached VND 71,381,884 million, up 10.65% as compared to 31/12/2017. Of which: mobilized capital in people and economic organizations: VND 61,465,551 million, up 9.73% and accounting for 86.11% of total capital. Total loans to the economy reached VND 53,637,423 million, up 7.31% as compared with 31/12/2017. Of which: short-term loans: VND 36,734,746 million, up 7.46%; medium and long-term loans: VND 16.902.677 million, up 6.99%. The loans in local currency: VND 50.459.436 million, up 5.79%; the loans in foreign currency: VND 3.177.987 million, up 39.02%. Credit quality: the bad debts (in group 3,4,5): VND 1,231,884 million (accounting for 2.3% of total loans), up 69.83% as compared to December 31, 2017 5. Trade and service Total retail sales of goods and services in August are estimated to reach at VND 2,585,154 million, up 10.78% over the same period last year. Of which, retail sales of goods reached VND 2,084,538 million, up 10.45%; revenue on accommodation and catering services: 137,536 million VND, up 8.09%; tourism revenue: VND 580 million, up 16.98%; revenue on other services: VND 362,500 million, up 13.82%. For the first eight months of 2018, total retail sales of goods and services are estimated to reach at VND 20,182,270 million, up 10.96% over the same period last year. By industry, the retail sales of goods in eight months are estimated to reach at VND 16,296,589 million, accounting for 80.75% of the total retail sales of goods and services and up 11.01% over the same period of 2017. Of which: the retail sales of food increased by 13.79%; garments rose by 10.15%; home appliances up 15.75%; cultural and educational items increased by 33.26%; wood and building materials up 9.9%; automobiles decreased by 73.24%; means of transport (excluding automobiles, including spare parts) increased by 3.87%; gasoline, oil rose by 11.55%; gemstone and precious metals up 31.49% ... In the first eight months of 2018, revenue on accommodation, travel and catering services is estimated to reach at 1,090,961 million VND, accounting for 5.41% of total retail sales of goods and services and up 7.94% over the same period of last year; revenue on accommodation service is estimated to attain at VND 44,786 million, up 7.14%; catering service: VND 1,041,675 million, up 7.93%; travel services and tourist assistance activities: VND 4,500 million, up 18.55%. Revenue on other services in the first eight months of 2018 is estimated to reach at VND 2,794,720 million, accounting for 13.85% of total retail sales of goods and services and up 11.88% over the same period of 2017. 6. Consumer, gold and US dollars prices a. Consumer price index The consumer price index (CPI) in August increased by 0.39% over the previous month. In which: 4/11 groups of goods and services increased their price indexes, including: catering services increased by 1.05%; garment, hat, footwear up 0.01%; housing, utilities, fuel and building materials rose by 0.25%; transport service increased by 0.06%. 4/11 groups of goods and services maintained their price indexes over the previous month, including: medicine and medical services; postal and telecommunication services; education and culture, entertainment and tourism. 3/11 groups of goods and services reduced their price indexes including: beverages and cigarettes decreased by 0.54%; equipment and household appliances declined by 0.04%; commodities and other services down 0.01%. As compared to December 2017, the consumer price index in August this year increased by 2.56%. Of which: catering services increased by 6.2%; beverages and cigarettes rose by 1.06%; garments, hats, footwear decreased by 0.05%; housing, utilities, fuel and building materials rose by 1.0%; equipment and household appliances up 0.45%; medicine and medical services decreased by 6.22%; traffic service increased by 6.37%; postal and telecommunication services decreased by 0.75%; culture, sports and entertainment rose by 2.28%; commodities and other services increased by 3.33%; only education service keeps stable. As compared to the same month in 2017, the consumer price index in August this year increased by 4.72%. Of which, catering services increased by 6.41%; beverages and cigarettes rose by 1.11%; garments, hats, footwear up 0.84%; housing, utilities, fuel and building materials rose by 3.15%; equipment and household appliances increased by 0.59%; medicine and medical services up 8.09%; traffic service increased by 10.47%; postal and telecommunication services decreased by 0.75%; education service increased by 3.53%; culture, sports and entertainment rose by 2.75%; commodities and other services increased by 3.92%. In the first eight months of 2018, the consumer price index increased by 5.06% over the same period of 2017. Of which: catering services increased by 3.40%; beverages and cigarettes rose by 1.65%; garments, hats, footwear up 1.41%; housing, utilities, fuel and building materials rose by 3.52%; equipment and household appliances up 1.16%; medicine and medical services increased by 27.96%; traffic service rose by 8.65%; postal and telecommunication services decreased by 0.76%; education service increased by 3.68%; culture, sports and entertainment rose by 2.37%; commodities and other services increased by 3.88%. b. Gold and USD price index In August, the gold price index fell 2.05% over the previous month and at the average price of 3.487.000 VND / tael. The US dollar price increased by 1.25% over the previous month, the average price was 23,349 VND / USD. 7. Transport, postal and telecommunication activities a. Passenger transport Passenger transport in August is estimated to reach at 1,196 thousand carriers and 67,874 thousand passengers respectively, increasing by 7.78% in carriers and 9.60% in passengers over the same period last year of 2017; the turnover of passenger transport is estimated to attain at VND 52,013 million, up 11.52%. For the first eight months of 2018, passenger transport is estimated to reach at 9,311 thousand carriers and 555,585 thousand passengers respectively, increasing by 10.87% in carriers and 9.72% in passengers over the same period of 2017; the turnover of passenger transport is estimated to attain at VND 415,935 million, up 11.52%. b. Cargo transport Cargo transport in August is estimated to reach at 2,613 thousand tons for freight and 92,166 tons for rotational goods, seeing an increase of 12.76% in tons of freight and 8.44% in tons of rotational goods over the same period of 2017; the turnover of cargo transport is estimated to attain at VND 204,260 million, up 11.13%. For the first eight months of 2018, cargo transport is estimated to attain at 19,236 thousand tons for freight and 686,116 tons for rotational goods, increasing by 11.53% in tons of freight and 10.47% in tons of rotational goods over the same period of 2017; the turnover of cargo transport is estimated to attain at VND1,534,389 million, up 11.30%. c. Post and Telecommunications The number of new telephone subscribers in August is estimated to increase by 400 ones, of which fixed subscribers dropped by 2,000 ones; postpaid mobile subscribers increased by 2,400 ones. The total number of telephone subscribers by the end of the period is estimated to reach 124,232 subscribers, of which fixed subscribers are 12,087 ones and postpaid mobile subscribers of 112,145 ones. The number of internet subscribers is expected to increase by 650 ones, bringing the total number of internet subscribers to 137,155 ones. 8. A number of cultural and social activities a. Cultural and sports activities The province well organized the propaganda activities on the occasion of the 73rd anniversary of the August Revolution (19/8 / 1945-19 / 8/2018) and the Vietnam National Day (02/9 / 1945-02 / 9/2018). On August 7, at the Cultural Center of My Hao district, the contests of the Melody for the young and the children tell history of Hung Yen province in the summer of 2018 were held. Over 300 children from 10 districts and city participated in the contests with 50 music and dance shows, storytelling and book introductions. On August 11 evening, at Nguyen Van Linh square (Hung Yen city), the opening ceremony of Hung Yen Longan Festival 2018 was held. The festival is one of the activities to propagandize and advertise Hung Yen longan to domestic and international provinces to promote the consumption of Hung Yen longan products. Sports activities: To prepare well for the athletes to participate in the National Sports Tournaments and the 8th National Sports Festival in 2018. In July, Hung Yen province participated in 3 National Sports Tournaments, gaining 8 medals of all kinds, including: 2 gold medals, 2 silver medals and 4 bronze medals. From July 27 to August 1, Hung Yen U11 football team participated in the National Children's Football Tournament in 2018 held in Thai Binh province, and won the second prize. This is the best achievement of Hung Yen children football team since the re-establishment of the province. From August 3 to August 4, the Organizing Board of the Provincial Sports Festival organized the Karate Championship in 2018. The event saw the participation of nearly 170 athletes from seven districts and city. Hung Yen delegation with 11 athletes participated in the 2018 Youth Table Tennis Tournament and gained 3 medals, in which: 1 gold medal, 1 silver medal, 1 bronze medal. b. Health operation Disease surveillance work is carried out regularly; there is no epidemic in the province. The total number of patients infected by influenza virus syndrome was 1,136 ones, with no cases of dead birds. There is no serious case of upper-level treatment. 19 cases of chickenpox, 7 cases of hand-foot-mouth disease, 2 cases of hemorrhage. There is no contagious disease such as: cholera, Japanese B encephalitis.... Some other infectious diseases appear sporadically in districts. To distribute extension vaccination as planned for the grassroots, to carry out the vaccination for children on 25-29 July, 2018. During and after vaccination, there are no adverse events. The number of pregnant women checked over 3 times before giving birth attains 98%, the rate of deliveries by medical staff is 100%. HIV / AIDS prevention: Up to 31/7/2018, the number of people infected with HIV / AIDS is 1,665, of which 839 people are alive; 826 deaths due to AIDS. Food hygiene and safety: Continue to organize the inspection team on food safety for production and trading facilities of bottled drinking water, instant ice and canteens in My Hao and Yen My districts. The results are as follows: the number of inspected establishments: 10 ones; the number of establishments meeting food safety standards: 9; the number of violated establishments: 01; the number of fined establishments: 01; the fines amounted to 1.50 million VND. In July, no food poisoning occurred in the province. c. Environmental protection and fire and explosion prevention From 16/7/ 2018 to 15/8/ 2018, there was one fire and one explosion in the province. Specifically: Fire: The fire occurred on July 25 evening at Bac A Plastic Company and Gao market (Hung Yen city). At Bac A Plastic Company, it has burned 550 m2 of warehouse, 70 tons of finished plastic bags, 66 tons of raw materials, 2 production machines and a fork lift. At Gao market, it has burned 116 kiosks selling clothes and footwear with the width of 2,000 m2, and 95 households selling fruits and vegetables of 1,000 m2. The damage of the fire up to now has not been clarified. The cause is being investigated by the authorities. Explosion: The tank explosion in Van Lam district killed 1 person, the damage is negligible. The cause is due to the metal cutting. From 16/7/2018 to 15/8/2018, there is no environmental violation case. From the beginning of the year to 15/8/2018, 75 cases of environmental violations have been detected in the province, of which 59 cases have been handled and the fines amounted to VND 2,533 million. e. Traffic safety According to the data from Hung Yen Traffic Safety Board, from 16/7/2018 to 15/8/2018, there are 12 traffic accidents, which are all road accidents, 10 people killed, 7 people injured. As compared with last month, the number of accidents decreased by 3 cases, down 20.0%; the number of deaths increased by 1 person, up 11.11%; the number of injured people decreased by 3 persons, down 30.0%. From the beginning of the year to the end of 15/8/ 2018, 109 accidents occurred in the province, 76 people killed, 80 people injured. As compared to the same period in 2017, the number of accidents increased by 1 case, up 0.93%; the number of deaths increased by 1 person, up 1.33%; the number of injured people decreased by 5 people, down 5.88%.
