Crop Annual crops: The summer-autumn crop: The total cultivated area of annual crops was 39,643 ha, down 4.05% over the same period in 2017 (down 1,671 ha). The cultivated areas of some main crops are as follows: summer-autumn rice: 33,001 ha, down 5.62% (down 1,964 ha); maize: 1,619 ha, up 2.32% (up 36.79 ha); soybean: 359 ha, down 9.07%. The rice area has reduced mainly due to the fact that some households have transferred to plant perennial trees (longan, banana, orange ...) and other annual crops of productivity and high economic efficiency; ceded land for business construction and doing farm economy… In recent years, the conversion from annual trees to perennial fruit trees has been implemented strongly in all districts and city in the province. On average, the cultivated area decreased more than a thousand ha due to the change from annual crops to fruit trees. This season, the weather is favorable, although in July and August there are several long rains occurring on a large scale, they do not affect the productivity and yields of some major crops. The productivity of some crops is estimated as follows: Summer-autumn rice: 57.60 quintals / ha, increased 4.57 quintals / ha; maize: 60.51 quintals / ha, increased 0.65 quintals / ha; soybeans: 24.20 quintals / ha, increased 0.45 quintals / ha over the same period in 2017. Preliminary yields of some crops: summer-autumn rice: 190,077 tons, up 2.51% (up 4,660 tons); maize: 9,800 tons, up 3.44% (up 326 tons); soybeans: 870 tons, down 7.35% (down 69 tons) over the same period in 2017. It is estimated that in the first 9 months of 2018, the total cultivated area of crops reaches 92,523 ha, down 5.44% (down 5,321 ha) over the same period of 2017. Of which: The rice area: 66,399 ha, down 5, 65% (down 3,973 ha); maize: 6,926 ha, down 900 ha (down 11.50%); annual industrial crops: 1,942 ha, down 17.89% (down 423 ha), including peanut: 842 ha, down 4.51% (down 40 ha); soybeans: 1,087 ha, down 25.83% (down 379 ha); vegetables, beans, flowers, ornamental plants: 15,585 ha, up 0.75% (up 116 ha), of which vegetables: 12.939 ha, up 1.68% (up 214 ha); beans: 790 ha, down 22.11% (down 224 ha); flowers and ornamental trees: 1.856 ha, up 7.31% (up 126 ha); spices, medicinal plants: 755 ha, down 233 ha (down 23.60%); other annual crops: 391 ha, up 156 ha (up 66.58%). The productivity of some crops is as follows: Rice: 62.56 quintals / ha, up 3.08 quintals / ha; maize: 59.74 quintals / ha, up 1.09 quintals / ha; sweet potato: 153.78 quintals / ha, up 1.92 quintals / ha; peanut: 34.93 quintals / ha, up 1.14 quintals / ha; soybeans: 21.41 quintals / ha, up 1.01 quintal / ha; vegetables of all kinds: 234.06 quintals / ha, up 5.89 quintals / ha; beans: 18.79 quintals / ha, up 0.05 quintals / ha over the same period in 2017. The yields of some crops are as follows: Rice: 415,420 tons, down 0.76% (down 3,165 tons); maize: 41,372 tons, down 9.86% (down 4,528 tons); sweet potato: 6,859 tons, down 12.06% (down 941 tons); peanut: 2,942 tons, down 1.28% (down 38 tons); soybeans: 2,382 tons, down 22.14% (down 662 tons); vegetables: 302,850 tons, up 12,493 tons (up 4.30%); beans:1,484 tons, down 21.89% year-on-year (down 416 tons) over the same period last year. According to the production progress report by 19/9, in the field there are a number of pests such as Brown planhopper (infected area: 4,450 ha); silver leaf disease (infected area: 1,975 ha). Specialized agencies have instructed localities in the province to actively prevent pests and diseases from now until the end of the crop. Furthermore, farmers need to drain water on the rice in the stage of ripe tail and harvest summer-autumn rice. Perennial trees: Perennial trees in the province are mainly fruit trees (no industrial trees). In the first nine months of 2018, the area of perennial crops is estimated to reach at 12,310 ha, up 14.11% (up 1,522 ha) over the same period of 2017. Of which, the area of fruit trees is estimated to reach at 11,911 ha, up 1,515 ha (up 14.58%). Some fruit trees increased in comparison with the same period of 2017, including: longan: 4,469 ha, up 14.48% (up 565 ha); orange: 1,662 ha, up 10.58% (up 159 ha); banana: 2,290 ha, up 8.55% (up 180 ha); guava: 585 ha, up 93 ha, up 18.79%; pomelo: 1,288 ha, up 283 ha, up 28.17%. This year, the weather is favorable for the flowering and fruit bearing of some fruit trees such as litchi, longan, orange ... So, the productivity and yields of fruit trees are higher than those in the year before. The estimated yields of some major crops in the first 9 months are as follows: longan: 41,500 tons, up 10,773 tons (up 35.06%); banana: 39,700 tons, up 3,047 tons (up 8.31%); guava: 7,750 tons, up 979 tons (up 14.46%); papaya: 2,830 tons, up 363 tons (up 14.71); orange: 19,150 tons, up 1,800 tons, respectively up 10.37%; ...as compared with the same period in 2017. b. Breed Since the beginning of the year, the vaccination for disease prevention and control for herds of cattle and poultry in the province has been implemented regularly, synchronously and timely so no disease occurs as dangerous as: avian influenza, foot and mouth disease, blue ear disease. The disease prevention and control has been implemented effectively, especially the propaganda and advocacy for raising the awareness of the epidemic prevention, sustainable and safer livestock. The meat output sale in the first nine months of 2018 and over the same period in 2017 is as follows: buffalo meat: 202 tons, up 1.51%; beef: 2,402 tons, up 2.30%; pork: (excluding piggy) 81,257 tons, up 1.46%; poultry meat: 21,179 tons, up 3.42% (of which: chicken: 16,579 tons, up 3.69%). Currently, the price of pork has increased again (from 50,000-52,000 VND / kg), but the farmers are still cautious in reinvesting. c. Aquaculture Aquaculture area in the first 9 months of 2018 in the province reached 5,430 ha, mainly intensive and semi-intensive cultivation, up 1.88% over the same period in 2017. Seafood yield is estimated to reach at 31,075 tons, up 5.79% over the same period in 2017. Of which: aquaculture yield: 30,530 tons, up 5.97%. 2. Industrial production Industrial production index in September increased by 11.88% over the same period in 2017. Of which: mining industry decreased 23.75%; processing and manufacturing increased by 11.86%; electricity production and distribution increased by 18.57%; water supply, wastewater and waste management and treatment rose by 12.38%. Some industrial products in the month increased over the same period in 2017 such as noodles, vermicelli, instant porridge up 11.60%; feed for cattle increased by 2.71%; feed for poultry increased by 9.57%; paper boxes increased by 14.01%; paint and varnish soluble in water increased by 17.56%; the remaining plastic products not classified up 13.90%; pipes and pipes of non-welded iron, steel increased by 10.06%; fiber optic, fiber optic bundles and fiber optic cables increased by 6.35%; mono wire in rolls increased by 12.56%; motor vehicles for goods transportation increased by 20.49%; commercial electricity up 18.11% ... In the first nine months of 2018, industrial production index increased by 10.88% over the same period of 2017, of which: mining industry (sand) decreased by 24.26%; processing and manufacturing increased by 10.87%; electricity production and distribution increased by 17.68%; water supply, wastewater and waste management and treatment:11,13%. Some industrial products increased over the same period in 2017 as follows: noodles, vermicelli, instant porridge increased by 8.38%; feed for cattle increased by 9.35%; feed for poultry increased by 9.37%; paper boxes up 13.13%; paint and varnish soluble in water increased by 14.35%; the remaining plastic products not classified up 14.0%; pipes and pipes of non-welded iron, steel increased by 16.47%; fiber optic, fiber optic bundles and fiber optic cables increased by 6.87%; mono wire in rolls increased by 10.34%; motor vehicles for goods transportation increased by 5.42%; commercial electricity increased by 14.67% ... 3. Investment activities The investment capital for development in the area: In the first nine months of 2018, the investment capital for development in the province is estimated to reach at VND 22,341,841 million, up 9.80% over the same period of 2017. Of which: state budget investment capital: VND1,639,441 million, up 12.53%; Government bonds: VND 754,399 million, down 0.56%; credit capital under state plan: VND 550,088 million, up 1.58%; loans from other sources (state sector): 129,341 million VND, down 6.17%; investment capital of state-owned enterprises (own capital): VND 32,302 million, down 30,10%; investment capital of individuals: VND 11.784.125 million, up 8.66%; foreign direct investment capital: VND 7,169,448 million, up 15.18%; other mobilized capital: VND 282,697 million, down 16.03%. The investment capital of the local budget in September is estimated to reach at VND 195,030 million, up 14.86% against the same period last year, of which the provincial budget: VND 80,970 million, up 2.31%; the district budget: 55,830 million VND, up 33.12%; the commune budget: VND 58,230 million, up 19.55%. In the first nine months of 2018, the investment capital of the local budget is estimated to reach at VND1,493,141 million, up 13.55% over the same period last year, of which: the provincial budget: VND 683,686 million, up 2.69%; the district budget: VND 421,272 million, up 26.18%; the commune budget: VND 388,183 million, up 23.11%. Foreign investment: Up to 18/9/2018, 413 foreign-invested projects registered to operate in the province with total registered capital of USD 4,258,226 thousand, of which from the beginning of the year to now, there are 21 new ones with the registered capital of 115,841 thousand USD. The countries owning the most number of projects and the biggest investment capital are as follows: Firstly, Japan has 152 projects with the registered capital of USD 2,791,665 thousand, accounting for 65.56% of the total registered capital; the second is Korea with 122 projects and the registered capital of 640,986 thousand USD, accounting for 15.05% of the total one; the third is China with 82 projects and the registered capital of 451,353 thousand USD, accounting for 10.60% of the total one. 4. Trade, services and prices a. Retail sale of goods and services Total retail sales of goods and services in September are estimated to reach at VND 2,633,164 million, up 11.64% against the same period of 2017. Of which, the retail sales of goods: VND 2,114,061 million, increased by 10.98%; revenue on accommodation and catering services: VND 140,364 million, up 812%; tourism revenue: VND 660 million, up 43.48%; revenue on other services: VND 378,080 million, up 17.56%. For the first nine months of 2018, the total retail sales of goods and services are estimated to reach at VND 22,818,679 million, seeing an increase of 11.05% over the same period last year. By industry, the retail sales of goods in the first nine months of 2018 are estimated to reach at 18,410,383 million VND, accounting for 80.68% of total retail sales of goods and services and up 10.98% over the same period 2017. Of which: retail sales of food increased by 13.49%; garments increased by 8.09%; home appliances and equipment increased by 3.27%; cultural and educational items increased by 27.67%; wood and building materials increased by 11.92%; automobiles increased by 8.18%; means of transport (excluding automobiles, including spare parts) increased by 7.34%; gasoline, oil increased by 12.49%; gemstone and precious metals up 31.95% ... In the first nine months of 2018, revenue on accommodation, travel and catering services is estimated to reach at VND 1,232,643 million, accounting for 5.40% of the total retail sales of goods and services and up 8.03% over the same period of 2017. Of which, the revenue on accommodation service: VND 50,707 million, up 7.92%; catering service: VND 1,176,736 million, up 7.98%; travel services and tourist assistance activities: VND 5,200 million, up 22,18%. Revenue on other services in the first nine months of 2018 is estimated to reach at VND 3,175,654 million, accounting for 13.92% of total retail sales of goods and services and up 12.60% over the same period of 2017. b. Consumer prices, gold, US dollar Consumer price index From early September to now, petrol price has risen twice on 6/9/2018 and 21/9/2018. Accordingly, the price of E5 RON 92 gasoline increased by 620 VND / liter; RON 95 gasoline increased by 593 VND / liter; diesel increased by VND440 / liter; kerosene increased by 420 VND / liter; mazut increased by 199 VND / kg. Domestic gas price increased by VND10,000 per 12-kg tanker starting on 1/9/2018. The price of fresh, dried and processed vegetables increased by 8.19% as a result of the rainy season, which led to a sharp drop in vegetable output .... These are the main changes making CPI in September, 2018 increase 0.31% over the previous month. In which: 5/11 groups of goods and services have increased their price indexes over last month, including: catering services increased by 0.45%; beverages and tobacco up 0.18%; housing, utilities, fuel and building materials rose by 0.10%; traffic service increased by 0.98%; education service increased by 1.80%. 2/11 groups of goods and services have kept their price indexes stable over the previous month, including drug and medical services; post and telecommunications. 4/11 groups of goods and services have decreased their price indexes as compared to last month, including: garments, hats, footwear decreased by 0.39%; equipment and home appliances decreased by 0.05%; culture, sports and entertainment decreased by 0.12%; goods and services decreased by 0.07%. As compared to December, 2017, CPI in September this year increased by 2.88%. Of which: catering services increased by 6.68%; beverages and tobacco up 1.24%; garments, hats, footwear decreased by 0.44%; housing, utilities, fuel and building materials up 1.09%; home appliances rose by 0.40%; medicine and medical services decreased by 6.22%; traffic service increased by 7.41%; post and telecommunications decreased by 0.75%; education service increased by 1.80%; culture, sports and entertainment rose by 2.16%; commodity and other services increased by 3.25%. As compared to the same month in 2017, CPI in September this year increased by 4.43%. Of which, catering services increased by 6.38%; beverages and tobacco up 1.24%; garments, hats, footwear increased by 0.44%; housing, utilities, fuel and building materials rose by 2.60%; home appliances up 0.60%; medicine and medical services increased by 8.08%; traffic service increased by 9.62%; post and telecommunications decreased by 0.75%; education service increased by 1.80%; culture, sports and entertainment rose by 2.63%; commodity and other services increased by 3.84%. For the first nine months of 2018, CPI increased by 4.98% over the same period of 2017. Of which: catering services increased by 3.73%; beverages and cigarettes rose by 1.61%; garments, hats, footwear rose by 1.31%; housing, utilities, fuel and building materials rose by 3.43%; home appliances up 1.10%; medicine and medical services increased by 25.59%; traffic service increased by 8.75%; post and telecommunications decreased by 0.76%; education service increased by 3.47%; cultural, sports and entertainment increased by 2.40%; commodity and other services increased by 3.88%. Gold and USD price index In September, the gold price index fell 0.95% over the previous month and at the average price of VND3,454,000 / tael. The US dollar price increased by 0.28% over the previous month, the average price was 23,415 VND / USD. 5. Transport and telecommunications a. Transport activity Passenger transport in September is estimated to reach at 1,357 thousand carriers and 75,020 thousand passengers respectively, increasing by 20.94% in carriers and 17.65% in passengers over the same period of 2017; the turnover of passenger transport is estimated to attain at VND 57,219 million, up 20.12%. For the first nine months of 2018, passenger transport is estimated to reach at 10,733 thousand carriers and 632,814 thousand passengers respectively, rising 12.86% in carriers and 11.0% in passengers over the same period of 2017; the passenger transport revenue is estimated to attain at VND 477,218 million, up 13.93%. Cargo transport in September is estimated to reach at 2,756 thousand tons for freight and 98,891 thousand tons for rotational goods, increasing by 14.09% in tons of freight and 12.68% in tons of rotational goods over the same period last year; cargo transport turnover is estimated to attain at VND 219,204 million, up 13.36%. In the first nine months of 2018, cargo transport is estimated to reach at 22,019 thousand tons for freight and 788,238 tons for rotational goods, increasing by 11.99% in tons of freight and 11.19% in tons of rotational goods over the same period of 2017; cargo transport turnover is estimated to attain at VND1,761,736 million, up 12.07%. b. Telecommunications In September, the number of new telephone subscribers is estimated to increase by 2,200 ones, bringing the total number of subscribers to 128,043 ones, of which fixed subscribers are 13,181 ones and postpaid mobile subscribers of 114,762 ones. The number of internet subscribers in the month is estimated to reach at 1,700 ones, bringing the total number of internet subscribers to 139,753 ones. 6. Financial and banking activities a. State budget revenues In September, budget revenue is estimated to reach at VND 969.454 million, up 27.91% over the same period in 2017. Of which: domestic revenue: VND 716.825 million, up 34.90%; revenue from import and export activities: VND 252,629 million, up 11.50%. Some revenues in the month are estimated as follows: Revenue from state-owned enterprises: VND 19,394 million, up 58.64%; revenue from foreign-invested enterprises: VND 87,858 million, up 51.75%; revenue from non-state sector: VND 224,813 million, up 13.24%; collection of registration fees: VND 26,282 million, up 55.87%; personal income tax: VND 53,544 million, up 53.69%; revenue from housing and land: VND 265,769 million, seeing an increase of 54.19%. In the first nine months of 2018, state budget revenue is estimated to reach at VND 8,348,668 million, up 6.76% against the same period of 2017. Of which: domestic revenue: VND 6,050,000 million, up 11.51%; revenue from import and export activities: VND 2.298.668 million, down 5.66%. Some domestic revenues are as follows: Revenue from state-owned enterprises: VND 153,000 million, down 10.54%; revenue from foreign-invested sector: VND 1,190,000 million, up 28.80%; revenue from non-state sector: VND 1,895,000 million, down 15.40%; collection of registration fees: VND 210,000 million, up 13.10%; personal income tax: VND 560,000 million, up 15.20%; revenue from housing and land: VND 1.593 million, up 49.41%; other incomes: VND 159,000 million, up 81.17%. b. State budget expenditures As of 21/9/2018, the local state budget expenditures reached at VND 6,016,797 million, reaching 68.99% of the year plan. Of which: expenditure on development and investment: VND 2,026,965 million, achieving 76.39% of the plan; regular expenditures: VND 3,989,832 million, reaching 65.75% of the plan. Some regular expenditures are as follows: Expenditure on economic activities: VND 368,169 million; expenditure on education and training: VND 1,469,171 million; expenditure on healthcare: VND 419,000 million; cultural, physical training and sports activities: VND 84,911 million; expenditure on social security: VND 315,828 million; expenditure on administrative management: VND 940,048 million; other expenses: VND 368.468 million. c. Banking operation As of 31/8/2018, the total capital of credit institutions reached VND 70,961,387 million, up 10.0% as compared to 31/12/2017. Of which: mobilized capital in population and economic organizations: VND 61,696,824 million, up 10.14% and accounting for 86.94% of total capital. Total loans to the economy: VND 54,419,278 million, up 8.88% as compared with December 31, 2017. Of which: short-term loans: VND 37,428,606 million, up 9.49%; medium and long-term loans: VND 16.990.672 million, up 7.55%. The loans in local currency: VND 51,388,843 million, up 7.74%; the loans in foreign currency: VND 3.030.435 million, up 32.57%. Credit quality: the bad debts (in group 3,4,5): VND 1,219,220 million (accounting for 2.24% of total loans), seeing an increase of 68.08% as compared to December 31, 2017. 7. Some social activities a. The people’s lives and ensuring social security From 01/7/2017, to implement the Decree No. 72/2018 / ND-CP dated 15/5/2018 of the Government stipulating basic salary level for cadres, civil servants, officials and armed forces to increase from 1.3 million VND / month to 1.390.000 VND / month (up 6.92%). From 01/7/2017, to implement the Government's Decree No. 88/2018 / ND-CP dated 15/6/2018 on the adjustment of increase at 6.92% for the pension, social insurance benefits and monthly allowances of June, 2018 for 8 groups of people as defined in the Article 1 of this Decree. The policy on salary is a prerequisite for stabilizing the lives of public servants and workers in the province. The province has visited and offered 70,566 gifts of the State President and 71,075 gifts of the Provincial Party Committee-People's Council-People's Committee - the Provincial Fatherland Front Committee to policy beneficiaries, people with merit on the occasion of the Lunar New Year in 2018 and the 71th anniversary of War Invalids - Martyrs Day (27/7/1947 - 27/7/2018). In the first nine months of 2018, the province has paid social allowances (monthly) to 51,494 people with a total amount of over 170 billion VND; receiving 38 more people into the social facilities in the province, the total number of people who is taken care of in five social facilities is 732 people. The province has provided unexpected support and given gifts, scholarships and sponsorship for over 29 thousand children in special circumstances, children from poor and near poor households with the total amount of over VND 500 million. 2. Labor and employment In the first 9 months of 2018, the whole province has organized 18 job transaction sessions with the participation of nearly 200 enterprises; issued the decision to 4,020 people getting monthly unemployment benefits; created domestic jobs for about 14.5 thousand people, reaching 76.3% of the plan (reaching 103.5% over the same period in 2017); exported 2.6 thousand workers, reaching 76% of the plan (reaching 104% over the same period in 2017). For vocational training: The whole province enrolls 38,265 students, reaching 82.3% of the plan (equaling 99.1% over the same period in 2017). Of which: College: 2,192 people, reaching 81.2% of the plan; Intermediate: 2,285 people, accounting for 81.6% of the plan; Primary and regular training: 33,788 people, reaching 82.4% of the plan (Of which, providing vocational training for 980 rural workers, reaching 89% of the plan). 3. Cultural and sport activities Cultural activities: Since the beginning of the year, the whole province has implemented well the cultural, musical, sports and physical training activities for political tasks, especially propaganda activities to celebrate the big holidays, the events of the country and province. The provincial Museum organizes the exhibitions titled: "The Communist Party of Vietnam - Congress and achievements", "Truong Sa Vitality - Volunteer colors", " Hung Yen Antiques in 2018 "," 64 years of Dien Bien Phu victory "," Hung Yen education in the past and present "," General Secretary Nguyen Van Linh - Life and career "," 73 years of the August Revolution (19/8/1945-19/8/2018) and the National Day of the Socialist Republic of Vietnam ... In 9 months of 2018, to welcome nearly 9,000 visitors to the provincial Museum, the Memorial House of President Ho Chi Minh, the memorial site of General Secretary Nguyen Van Linh and the traditional houses to commemorate celebrities in the province. In the first nine months of the year, there are 70 professional art shows in and outside the province, including the New Year's Eve music show at Nguyen Van Linh Square; the artistic program for the Provincial Sports Festival; the artistic program to celebrate the 20th anniversary of the death of General Secretary Nguyen Van Linh and the reception of the national historical relic of the memorial site of General Secretary Nguyen Van Linh; the artistic program responding to the action month for the environment and the World Environment Day 2018. In the first nine months of this year, the Center for Film Distribution and Screening has organized 565 film screenings at theaters and halls to celebrate national and provincial holidays and anniversaries. Library system from province to grassroots is maintained regularly to serve readers. To welcome and respond to the Vietnam Book Day 21/4, World Book and Copyright Day 23/4. The provincial library organized 12 shows to propagandize, introduce and display books and a seminar on "Thought, ethics and style of Ho Chi Minh"; the Book Festival and Reading Culture in 2018 with the theme "Book in family". Sports activities Mass Sports: The sport and physical training movement has been maintained and developed throughout the province; all levels and branches have organized hundreds of games, exchanges of physical training and traditional games. To continue to improve the quality of the movement "All people do exercise to follow the example of Uncle Ho" and mass sport activities; to develop physical training and sports movements among cadres, employees, elderly people, pupils, students and the armed forces. To successfully held the opening ceremony of the 8th Hung Yen Sports Festival in 2018. In particular, Hung Yen U11 football won the silver medal at the National Children's Football. There are 33 athletes who reach the national level, including 4 athletes as good players, 46 athletes at level 1. 4. Education and training On the morning of 5/9/2017, over 293 thousand pupils at all levels in Hung Yen province are excited to attend the opening ceremony of the new school year 2018-2019. At the beginning of the 2018 - 2019 school year, Hung Yen province has: Preschool education: There are 188 preschools with 3,126 groups, classes and 77,663 children. As compared to the previous school year, increase one school; 104 groups, classes; decrease 1,382 children. The number of preschools reaching national standard: 77 schools. General education: Primary education: There are 167 schools, 3,331 classes, 110,858 students. As compared with the 2017-2018 school year, the number of primary schools dropped by three schools (Phung Hung A Primary School and Phung Hung B Primary School merged into Phung Hung Primary School, Tan Dan A Primary School and Tan Dan B Primary School merged into Tan Dan Primary School, Chi Tan Primary School merged with Chi Tan Secondary School into Elementary school (grade 1 + 2); increase 177 classes and 8,057 students. 133 schools meet national standards. + Lower secondary education: There are 170 schools and 1 newly established elementary school (grade 1 + 2), 1,915 classes with 69,150 students. Over the same period of the school year 2017-2018, decrease one school, increase one elementary school (grade 1 + 2); increase 49 classes and 4,224 students over the same period of 2017-2018. 91 schools meet national standards. + Upper secondary education: There are 36 schools (26 public ones, 10 non-public ones) and 2 general education schools (grade 1 + 2 + 3) with 858 classes and 33,206 students. As compared with the same period of 2017 - 2018, decrease 1 school, increase one general education school (grade 1 + 2 + 3); increase 10 classes and 223 students. 19 schools meet national standards. + Vocational education - continuing education: There are 2 regular education centers at provincial level, 9 vocational education - continuing education centers at district level, 161 community learning centers. There are 59 supplementary upper secondary education classes with 2,406 students. Professional education: There are 6 universities in the whole province (of which 5 universities are in operation and one is waiting for the MOET to issue the license), 1 pedagogical college, 1 intermediate school of pre-school education (Dong Do Intermediate School). The planning for Pho Hien University area with the ratio of 1/2000 is completed, but the number of schools and students is limited. To date, two universities have come into operation (Chu Van An University and Thuy Loi University), two are about to invest in construction (Vietnam Traditional Medicine Institute and University of Transport and Communications). 5. Health operation Disease surveillance work is carried out regularly; there is no epidemic in the province. There is no contagious disease such as: cholera, Japanese B encephalitis.... Some other infectious diseases appear sporadically in the districts. To distribute extension vaccination as planned for the grassroots, to carry out the monthly vaccination for children. During and after vaccination, there are no adverse events. The number of pregnant women checked over 3 times before giving birth attains 98%, the rate of deliveries by medical staff is 100%. HIV / AIDS prevention: Up to 31/8/2018, the number of people infected with HIV / AIDS is 1,670, of which 841 people are alive; 829 deaths due to AIDS. Food hygiene and safety: To organize the supervision, traceability and quality of food raw materials for establishments supplying raw materials for collective kitchens in the province. To establish inter-provincial inspection team on food safety during the Mid-Autumn Festival in 2018. In the first 9 months of 2018, Hung Yen province does not suffer from food poisoning. In August, the province organized a supervision team to collect samples for testing the quality of functional foods, health food and food samples with the results of not meeting food safety in the province. The results are as follows: the number of sampled and supervised establishments: 30; 6 samples of functional foods are awaiting testing results. To work with the establishments violating food samples; to handle the violations of 9 establishments failing to ensure food safety by producing and selling products not in conformity with quality standards. The fine is 9,750,000 VND. 6. Environmental protection and fire and explosion prevention From 16/8/2018 to 16/9/2018, 2 fires occurred in Hung Yen province. In which: 1 fire of vacuum cleaner on 18/8/2018 at the factory of Linwood Co., with the damaged assets of VND 500 million; 1 fire on 16/9/2018 at the Plant of steel structure of auto parts of the 120 Mechanical Joint Stock Company, under the Vietnam Automobile Industry Corporation, 1 person injured, the damaged property is unknown. In the first 9 months of 2018 (from 16/12/2017 to 16/9/2018), there are 8 fires, 1 explosion, 2 deaths, 1 person injured, damaged property: VND 36,041 million. The fire, which occurred in the evening of July 25 at Bac A Plastic Company and Gao market (Hung Yen city), have recorded the loss of property at 34,885 million VND. From 16/8/2018 to 15/9/2018, 17 cases of environmental violations have been detected in the province. 13 cases have been fined with the amount of 135 million VND, 4 cases are being clarified. In the first 9 months of 2018, 92 cases of environmental violations are detected in the province, of which 72 cases are handled and the fine amounted to VND 2,668 million. The major reasons are violations of environmental pollution, the discharge of wastes in excess of the environmental standards of enterprises or violations of food hygiene and safety of functional agencies, unclear origin and sand exploitation indiscriminately polluting the environment. 7. Traffic safety According to data from Hung Yen Traffic Safety Board, from 16/8/2018 to 15/9/2018, there are 16 traffic accidents (15 road accidents, 1 railway accident), 12 people killed, 13 people injured. As compared with the previous month, the number of accidents increased 4 cases, up 33.33%; the death toll increased by 2 persons, up 20.0%; the number of injured people increased 6 people, up 85.71%. From the beginning of the year to the end of 15/9/2018, there are 125 traffic accidents, 88 people killed and 93 people injured. As compared to the same period in 2017, the number of accidents increased by 7 cases, up 5.93%; the number of deaths increased by 3 persons, increasing by 3.53%; the number of injured people is equal to the same period of 2017.
