The Prime Minister's Official Telegram on focusing on resolving backlog projects, projects that have been suspended, urgently implemented, completed, and put into use to combat waste and loss

On 6/11/2024, the Prime Minister issued Official Telegram No. 112/CD-TTg on focusing on resolving backlog projects, projects that have been suspended, urgently implemented, completed, and put into use to combat waste and loss.

Accordingly, to focus on resolving the problems, promptly completing and putting into use backlog projects, projects that have been suspended for a long time, headquarters, offices, etc., the Prime Minister requests as follows:

- Ministers, Heads of ministerial-level agencies, agencies under the Government, Chairmen of the People's Committees of provinces and centrally-run cities to thoroughly grasp and seriously and effectively implement the direction of General Secretary To Lam on combating waste; effectively implement the Government's Resolutions and the Prime Minister's instructions on the effective use of resources, quickly deploy projects and works, avoid loss and waste, especially backlog projects, projects that have stopped construction, headquarters of ministries, agencies, state-owned commercial banks, investment projects in production and business at corporations, state-owned corporations, hospitals, student dormitories, etc.

- Ministers, heads of ministerial-level agencies, agencies under the Government, Chairmen of People's Committees of provinces and centrally-run cities direct the immediate implementation of:

+ To review and compile statistics on all backlog projects, projects that have stopped construction, headquarters, offices that are not in use or are not used effectively within the scope and area of ​​management.

+ To urgently develop a plan to handle backlog projects, projects that have stopped construction, and projects that are behind schedule; effectively use headquarters and office buildings, report to the Prime Minister before November 30, 2024:

i) To clearly define the responsibilities of work content, progress, completion time, and implementation agencies and units to serve as a basis for urging, inspecting, monitoring and evaluating.

ii) For work contents under authority, proactively find solutions to immediately and thoroughly handle problems and shortcomings, at the same time arrange and mobilize resources to quickly carry out projects and works that are backlogged, have prolonged construction stops, are behind schedule, and put into operation and use to promote the effectiveness of project objectives. To arrange for effective use of office buildings and headquarters in the area, especially for office buildings and headquarters after implementing administrative unit arrangement.

iii) For matters beyond authority, promptly review, clearly report the content, problematic regulations, propose solutions, the responsible agency to resolve and the competent authority to decide, report to the Prime Minister for consideration and direction for timely handling before November 30, 2024.

+ To handle the responsibility of individuals and organizations for projects and works to be delayed for a long time; resolutely replace or transfer to other jobs for officials and civil servants with weak capacity, who do not dare to do, avoid, push, work half-heartedly, are afraid of responsibility, are late and do not meet the requirements of assigned work in resolving related issues that cause projects and works to be delayed, prolonged, waste resources, etc.

- In addition, the Prime Minister assigned the Government Office to monitor and urge ministries, agencies and localities to urgently implement.
