Socio-economic situation of Hung Yen province in November and in 11 months of 2018

1. Agriculture and aquaculture

    The focus of agricultural production in the province in the past month was to concentrate on harvesting summer-autumn rice, taking advantage of favorable weather to plant winter crops and protect the livestock and poultry.

    For cultivation: As of 19/10/2018, the province has already harvested summer-autumn rice, farmers urgently plant winter crops. According to the functional sector, the weather condition is favorable for plantation as well as the growth of crops. With the support of the province and districts, many localities have accelerated the plantation of winter vegetables with rich seedling structure, creating abundant supply for the market, the productivity is supposed to be higher than that last year.

    However, the production of winter crops this year has met many difficulties, such as: the input prices such as seeds, fertilizers, pesticides, labor costs increase rapidly, while the price of winter crop products has not increased much in recent years, which makes it difficult for farmers to invest in intensive cultivation of winter crops, reduce the production efficiency; young workers are attracted to work in the businesses and commercial services, so it creates seasonal labor shortage, especially in the northern districts of the province; many localities do not constitute a concentrated commodity production area, it is difficult to irrigate and protect production. Therefore, the total cultivated area of ​​winter crop this year is unlikely to reach the target.

    According to the production progress report until 20/11/2018, the whole province has planted 10,726 ha of winter crops. Of which: maize: 2,750 ha; groundnut, soybean: 377 ha; potato: 480 ha; courgette: 1,295 ha; medicinal plants: 302 ha; flowers and ornamental plants: 927 ha; vegetables: 4,595 ha. By this time, winter crops are growing and developing well. As of November 7, the temperature in the Northern provinces has decreased, which is a favorable condition for the fast growth and high yield of winter crops.

    Fruit trees: The fruit trees such as oranges and bananas are in the fruit development stage and about to harvest. The weather in recent times is relatively favorable, the output of oranges and pomelos this year is estimated to increase over the previous year.

    Breed: In the past month, there are no serious diseases in cattle and poultry. Cattle and poultry keep stable development. According to the functional agencies, to actively protect livestock in the last months of the year, the whole province tries to vaccinate cattle and poultry at the rate of 100%. The plan for vaccination for cattle and poultry in autumn-winter crop is concentrated from September to November, 2018. Up to this time, districts and city have completed vaccination and pasteurization for pigs; completed vaccination for cows and buffaloes, and vaccination against avian influenza and rabies in dogs and cats.

    2. Industrial production

As compared to the same period last year, industrial production index in November increased by 10.81%, of which: mining industry decreased by 5.93%; processing and manufacturing increased by 10.89%; production and distribution of electricity, hot water and steam rose by 10.74%; water supply and waste disposal up 17.10%;

    Some industrial products in the month increased over the same period in 2017 as follows: noodles, vermicelli, instant porridge increased by 10.35%; feed for poultry rose by 27.57%; mineral water up 14.15%; clothing increased by 22.61%; wooden windows and doors rose by 36.76%; paint and varnish soluble in water increased by 10.36%; plastic products up 15.23%; brick made of clay (excluding ceramics, porcelain) at 220x105x60mm increased by 10.86%; integrated electronic circuit rose by 10.48%; fiber optic, fiber optic bundles and fiber optic cables up 3.10%; mono wire in rolls increased by 22.24%; spare parts of motor vehicles rose by 17.94%; commercial electricity up 10.74% ...

    For eleven months of 2018, industrial production index increased by10.52% over the same period in 2017. Of which: mining industry (sand) decreased by 17.41%; processing and manufacturing increased by 10.49%; electricity production and distribution rose by 14.11%; water supply, waste and waste water management and treatment up 14.99%. Some industrial products increased over the same period in 2017 as follows: noodles, vermicelli, instant porridge increased by 8.39%; livestock feed rose by 7.62%; poultry feed up 15.21%; non-gas mineral water increased by 5.32%; clothing rose by 20.74%; wooden windows and doors up 34.52%; paint and varnish soluble in water increased by 13.17%; plastic products rose by 12.84%; brick made of clay (except ceramics and porcelain) at 220x105x60mm increased by 6.57%; iron and steel up 8.20%; integrated electronic circuit increased by 12.03%; multi-function one-way / full-time engine with a capacity of 37.5W rose by 21.61%; fiber optic and fiber optic bundles, fiber optic cables up 6.73%; mono wire in rolls increased by 13.09%; spare parts of motor vehicles rose by 8.39%; commercial electricity up 14.11%.

    3. Investment and construction activities

    The investment capital of the local budget in November is estimated to reach at 221,130 million VND, up 17.22% over the same period in 2017. Of which, provincial budget capital: VND 89,040 million, down 2.25%; district budget: VND 63,540 million, up 35.35%; commune budget: VND 68,550 million, up 35.46%. For eleven months of 2018, the investment capital of the local budget is estimated to reach at VND 1,914,058 million, up 14.13% over the same period last year and reaching 85.39% of the plan. Of which: provincial budget capital: VND 847,473 million, up 1.15% over the same period in 2017; district budget: VND 534,847 million, up 26.92 %; commune budget: VND 531,738 million, up 27.24%.

    Foreign investment activity: As of 20/11/2018, 417 foreign-invested projects registered in the province with a total registered capital of 4,343,437 thousand USD, of which from the beginning of the year to now, there are 27 newly registered projects with the registered capital of 127,612 thousand USD. The countries owning the most number of projects and the biggest investment capital are as follows: Firstly, Japan has 153 projects with the registered capital of USD 2,849,313 thousand, accounting for 65.60% of total registered capital; the second is Korea with 124 projects and the registered capital of USD 642,000 thousand, accounting for 14.78% of the total one; the third is China with 83 projects and the registered capital of USD 455,103 thousand, accounting for 10.48% of the total one.

    4. Trade and services

    Total retail sales of goods and services in November are estimated to reach at VND 2,733,250 million, up 13.58% over the same period last year. Retail sales are estimated to reach at VND 2,188,986 million, up 12.23%; revenue on catering and accommodation: VND 146,306 million, up 13.35%; revenue on other services: VND 397,959 million, seeing an increase of 21.74%. For eleven months of 2018, total retail sales of goods and services are estimated to reach at VND 28,240,916 million, up 11.48% over the same period of 2017.

According to industry, the retail sales of goods in the first eleven months of 2018 are estimated to reach at 22,749,272 million VND, accounting for 80.55% of total retail sales of goods and services and up 11.17% over the same period in 2017. Of which: retail sales of food increased by 13.11%; garments rose by 7.86%; home appliances and equipment up 2.41%; cultural and educational items increased by 47,40%; wood and building materials up 13.45%; automobiles rose by 9.46%; means of transport (excluding automobiles, including spare parts) increased by 7.98%; gasoline, oil rose by 10.38%; gemstone and precious metals up 31.36%...

    Revenue on accommodation and catering services in eleven months of 2018 is estimated to reach at VND 1,517,983 million, up 8.83% over the same period of 2017.

    Revenue on other services in eleven months of 2018 is estimated to reach at VND 3,973,662 million, up 14.37% over the same period of 2017.

5. Price index

    a. Consumer price index

    The prices of some consumer goods decreased as compared to last month, such as: pork, poultry meat, fresh seafood, fresh vegetables, fruits, chicken eggs, duck eggs, electricity, water, gas, gasoline, oil ..., which has impacted CPI in the month. Consumer price index (CPI) in November in 2018 fell by 0.52% over the previous month. In which: 5/11 groups of goods and services have decreased the price index, including: catering service decreased by 0.70%; beverages and cigarettes fell by 0.33%; housing, utilities, fuel and building materials down 1.36%; traffic decreased by 1.70%; post and telecommunications fell by 0.13%. There are 4/11 groups of goods and services have increased the price index over the previous month, including: garments, hats, footwear rose by 0.28%; home appliances up 0.47%; culture, sports and entertainment increased by 0.12%; goods and other services rose by 0.01%. There are 2/11 groups of goods and services keeping stable price index as compared to the previous month: the group of drugs and medical services; education.

    As compared to December, 2017, Consumer Price Index in November rose by 2.63%. Of which: catering service increased by 6.37%; beverages and cigarettes rose by 0.43%; garments, hats, footwear up 0.09%; housing, utilities, fuel and building materials down 0.33%; equipment and home appliances up 0.81%; medicine and medical services decreased by 6.22%; traffic service increased by 7.53%; post and telecommunications decreased by 0.88%; educational service increased by 1.80%; culture, sports and entertainment rose by 2.22%; goods and other services up 3.44%.

    As compared to the same month of 2017, Consumer Price Index rose by 2.63%. Of which: catering service increased by 5.60%; beverages and cigarettes rose by 0.43%; garments, hats, footwear up 0.80%; housing, utilities, fuel and building materials rose by 0.53%; home appliances up 0.96%; medicine and medical services decreased by 6.22%; traffic service increased by 8.27%; post and telecommunication services decreased by 0.88%; education increased by 1.80%; culture, sports and entertainment rose by 2.22%; goods and other services increased by 3.93%.

    In eleven months of 2018, Consumer Price Index rose by 4.62% over the same period of 2017. Of which, catering service increased by 4.15%; beverages and cigarettes rose by 1.42%; garments, hats, footwear up 1.19%; housing, utilities, fuel and building materials increased by 3.01%; equipment and home appliances rose by 1.03%; medicine and medical services up 19.09%; traffic service increased by 8.89%; post and telecommunications decreased by 0.77%; educational service increased by 3.16%; services of culture, sports and entertainment rose by 2.37%; goods and other services increased by 3.87%.

    b. Gold and USD price index

    In November, price index rose by 1.36% over the previous month and at an average price of 3.503.000 VND / tael. The US dollar price decreased by 0.04% over the previous month, the average price was 23,388 VND / USD.

    6. Transport activity

    a. Passenger transport activity

    Passenger transport in November is estimated to reach at 1,444 thousand carriers and 73,900 thousand passengers respectively, increasing by 16.93% in carriers and 12.54% in passengers over the same period in 2017; passenger transport revenue is estimated to reach at VND 60,099 million, up 17.52%. In eleven months of 2018, passenger transport is estimated to reach at 13,596 thousand carriers and 777,518 thousand passengers respectively, increasing by 14.71% in carriers and 10.22% in passengers over the same period of 2017; passenger transport revenue is estimated to reach at VND 596,960 million, up 15.43%.

    b. Cargo transport activity

    In November, cargo transport is estimated to reach at 2,954 thousand tons for freight and 107,527 thousand tons for rotational goods, which increased by 14.0% in tons of freight and 14.28% in tons of rotational goods over the same period in 2017; cargo transport turnover is estimated to reach at VND 245,050 million, up 16.53%. For eleven months of 2018, cargo transport is estimated to reach at 27,848 thousand tons for freight and 999,764 thousand tons for rotational goods, which increased by 13.11% in tons of freight and 12.56% in tons of rotational goods over the same period of 2017; cargo transport turnover is estimated to reach at VND 2,245,615 million, up 13.42%.

7. Financial and banking activities

    a. State budget revenues

    In November, budget revenue is estimated to reach at VND 907,604 million, down 35.90% over the same period in 2017. Of which: domestic revenue: VND 607,604 million, down 43.83%; revenue on import tax: VND 300,000 million, down 10.26%. Some revenues are estimated as follows: Revenue from central state-owned enterprises: VND 21,039 million, up 3.83%; revenue from local SOEs: VND 2,348 million, up 66.52%; revenue from foreign-invested enterprises: VND 79,083 million, up 11.76%; revenue from non-state sector: VND 241,718 million, up 2.89%; collection of registration fees: VND 26,740 million, down 6.82%; personal income tax: VND 51,005 million, down 1.92%; revenue from housing and land: VND 139.889 million, down 78.08%.

    For eleven months of 2018, state budget revenue is estimated to reach at VND 10,747,337 million, up 3.21% over the same period of 2017. Of which: domestic revenue: VND 7,895,000 million, up 8.30%, revenue from import tax: VND 2,852,337 million, down 8.67%. Some domestic revenues are as follows: Revenue from central state-owned enterprises: VND 190,000 million, up 1.0%; revenue from local SOEs: VND 28,000 million, up 12.80%; revenue from foreign-invested sector: VND 1,630,000 million, up 36.45%; revenue from non-state sector: VND 2,340,000 million, down 14.70%; collection of registration fees: VND 270.500 million, up 13.51%; personal income tax: VND 675,000 million, up 13.61%; revenue from housing and land: VND2.205 million, up 17.55%; other revenues: VND 218,000 million, up 96.86%.

    b. State budget expenditures

    From the beginning of the year to 20/11/2018, local state budget expenditures reached VND 7,938,760 million, getting 91.03% of the year plan. Of which: expenditure on development and investment: VND 2,859,391 million, reaching 107.77% of the plan; regular expenditure: 5,079,368 million VND, gaining 83.71% of the plan. A number of regular expenditures are as follows: expenditure on economic activities: VND 495,786 million; expenditure on education and training: VND 1,856,050 million; expenditure on medical affairs: VND 577,314 million; expenditure on cultural, physical training and sports activities: VND 108,471 million; expenditure on social security: VND 383,737 million; expenditure on administrative management: VND 1,187,871 million; other expenses: VND 440.855 million.

    c. Banking operation

    As of 31/10/2018, the total capital of credit institutions reached VND 72,933,691 million, seeing an increase of 13.05% as compared to 31/12/2017. Of which: mobilized capital in population and economic organizations: VND 63,144,637 million, up 12.72% and accounting for 86.58% of total capital.

    Total outstanding loans to the economy reached VND 55,870,304 million, up 11.78% as compared with 31/12/2017. Of which: short-term loans: VND 38,742,316 million, up 13.34%; medium and long term loans: VND 17.127.988 million, up 8.42%. Outstanding loans in local currency: VND 53,107,633 million, up 11.35%; outstanding loans in foreign currency: VND 2.762.671 million, up 20.86%. Credit quality: the bad debts (in group 3,4,5) are VND 1,204,448 million (accounting for 2.16% of total outstanding loans), increasing by 66.04% as compared to 31/12/2017.

8. Some social activities

    a. Cultural and sports activities

    Cultural activities: From October 20-25, 2018, the Hung Yen Public Arts Troupe participated in the performances "Folk songs of 3 regions", which was held at the Fair and Exhibition Hall of Quang Ninh province. The show was in the framework of activities to respond to the National Tourism Year 2018 in Ha Long-Quang Ninh. Hung Yen delegation participated in three performances as follows: Folk dance "Vong may ngan"; Flute “spring comes to Meo village" and Acappella “Trong com”, resulting in one silver medal at items and one silver medal for the delegation.

    From 25-26 / 10/2018, the provincial opera house held the preliminary and final round of the 2018 amateur singing competition in Hung Yen province. It saw the participation of 55 contestants, 20 items were chosen in the final round.

From 01-05 / 11/2018, at the Center of Culture - Cinema of Ha Tinh province, the National Ca tru Festival 2018 was held. The festival witnessed the attendance of more than 300 artisans, artists, musicians of Ca Tru Club from provinces and cities with ca tru singing heritage recorded in national records: Hanoi, Bac Ninh, Bac Giang, Vinh Phuc, Phu Tho, Hung Yen, Hai Duong, Hai Phong, Thai Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh and Ho Chi Minh City… Hung Yen delegation performed 5 items and won the B level.

    Sports activities: From 9-10 / 11/2018, the table tennis championship 2018 of leaders and managers of Hung Yen province in Vietcombank competition was held at the Provincial Sports Stadium. There were 86 athletes from 23 departments, agencies, districts and city. This is an annual event organized to improve the quality of the campaign "All people exercise their body following the example of Uncle Ho", and encourage and promote the practice of table tennis in leaders and managerial levels.

    For high achievement sports: To continue to prepare well the athletes to attend the national sports tournaments and the 8th National Sport Festival in 2018. In October, athletes have participated in four national sports tournaments (Wushu, Rowing, Canoeing, Taekwondo), winning 18 medals, including 03 gold medals, 05 silver medals and 10 bronze medals.

    b. Environmental protection and fire and explosion prevention

    From 16/10/2018 to 15/11/2018, 3 cases of environmental violations were discovered in Hung Yen province and the fine amounted to 108 million VND. The main causes of violations are the improper discharge of waste into the environment and the transfer of industrial solid wastes in contravention of regulations. Since the beginning of the year, the whole province has detected 101 cases of environmental violations, 80 of which have been handled and the fine amounted to 2.878 million VND.

    From 16/10/2018 to 15/11/2018, three fires occurred in Hung Yen province, no explosion, no damage to people. Two cases with the damaged property were in the process of damage statistics. Particularly, the fire at Ha Hung pharmaceutical company in Van Lam district burned the factory of plastic and wood production of the company, with an area of ​​about 3,000 m2, the fire is being investigated.

    e. Traffic Safety

    According to data from Hung Yen Traffic Safety Board, from 16/10/2018 to 15/11/2018, 10 accidents occurred in the whole province, all were road accidents, 12 people killed, one person injured. As compared with the previous month, the number of accidents increased by 3 cases, up 42.86%; the number of deaths increased by 3 persons, up 33.33%; the number of injured people decreased by 7 persons, down 87.50%. From the beginning of the year to 15/11/2018, there were 142 traffic accidents, 109 people killed, 102 people injured. As compared with the same period of 2017, the number of accidents decreased by 2 cases, down 1.39%; the number of deaths increased by 3 persons, up 2.83%; the number of injured people is equal to the same period of 2017.
