Cultivation Up to now, the province has cultivated spring rice and planted spring vegetables. As in the preliminary summary, the survey results of the area of some crops as follows: The total area of the spring crop: 41,165 ha, down 2,753 ha as compared to the same period in 2017. Of which, 33,314 ha of rice, down 2,091 ha; 417 ha of soybean, down 124 ha; 2,038 ha of maize, down 284 ha; 550 ha of groundnut, down 29 ha; 260 ha of cucurbit, seeing an increase of 13 ha. The cultivated area decreased mainly as follows: Khoai Chau district decreased by 766 ha, Van Giang district reduced 425 ha, Hung Yen city declined 420 ha, Yen My district down 403 ha, Kim Dong district reduced 251 ha, My Hao district declined 179 ha, An Thi district down 130 ha. From the time of cultivation, weather condition is relatively favorable for rice growing and development. However, this is also a favorable condition for pests and diseases to develop, especially in the field of thick cultivation; fertilizer not balanced, protein excessed. At present, there appears pests and diseases such as rice blast disease (407 ha in infected area, 1,337 ha in protected area), Rhizoctonia solani Kuhn (150 ha in infected area, 315 ha in protected area), by mouse (68 ha). Farmers should regularly check the field, timely detect and prevent pests, diseases for spring crops in 2018. At this time, the fruit trees such as longan, litchi, tangerine and orange are in the flowering and young fruit period. Currently, the early longan is in the flowering period, young fruit, the main ones prepare to bloom. The percentage of flowering plants as well as the flowers on the longan branch is high so the yield of longan is estimated to be higher than that of 2017. b. Raising cattle and poultry It is currently the changing time of season, the weather is complicated to generate many dangerous diseases in cattle and poultry, including foot and mouth disease. Due to the active participation of authorities at all levels and households in the prevention and control of animal and poultry diseases, livestock situation is stable; the price of pig meat is recovering, encouraging households to produce and breed. 2. Industrial production The industrial production index in April increased by 11.25% over the same period in 2017. Of which: mining industry decreased by 25.71%; processing and manufacturing increased by 11.51%; electricity production and distribution rose by 9.43%; water supply, waste and waste water management and treatment up 5.25%. Some industrial products increased over the same period in 2017 as follows: noodles, vermicelli, instant porridge increased by 5.86%; clothing rose by 21.51%; paper boxes of all kinds up 12.25%; paint and varnish soluble in water increased by 16.55%; plastic packaging rose by 20.30%; the remaining plastic products not classified up 26.90%; sanitary ware fixed with ceramic increased by 74.19%; iron and steel of all kinds rose by 27.27%; fiber optic, fiber optic bundles and fiber optic cables up 29.75% ... In addition, some products decreased as compared to the same period in 2017 as follows: black sand decreased by 25.71%; synthetic filament reduced by 21.85%; brick made of clay down 6.21%; pre-mixed concrete (fresh concrete) decreased by 5.69%. In the first four months of 2018, the industrial production index increased by 9.48% over the same period in 2017. Of which: mining industry (sand) decreased by 23.15%; processing and manufacturing rose by 9.43%; electricity production and distribution increased by 11.36%; water supply, waste and waste water management and treatment up 9.06%. Some industrial products increased over the same period in 2017 as follows: noodles, vermicelli, instant porridge rose by 7.27%; clothing increased by 20.79%; paper boxes of all kinds up 18.37%; paint and varnish soluble in water increased by 11.97%; plastic packaging rose by 20.26%; the remaining plastic products not classified up 13.94%; sanitary ware fixed with ceramic increased by 59.38%; iron and steel rose by 28.92%; fiber optic, fiber optic bundles and fiber optic cables up 21.19%; mono wire in rolls up 15.53% ... 3. Investment activities a. The investment capital of the local state budget The investment capital of the local state budget in April is estimated to reach at VND 150,765 million, up 13.34% over the same period in 2017. Of which: the provincial budget capital: VND 75,603 million, up 4.41%; the district one: VND 41.349 million, up 24.30%; the commune one: VND 33.813 million, up 23.65%. In the first four months of 2018, the investment capital of the local state budget is estimated to attain at VND 568,723 million, seeing an increase of 13.63% over the same period of 2017. Of which: the provincial state budget capital: VND 282,734 million, up 4.60%; the district one: VND 156,950 million, up 23.46%; the commune one: 129,039 million VND, up 25,18%. b. Foreign investment Up to April 20, 2018, 404 foreign-invested projects registered to operate in the province, with a total capital of 4,001,757 thousand USD, of which from the beginning of the year to now there are 11 newly registered projects with a capital of 31,086 thousand USD. The countries owning the most number of projects and the biggest investment capital are as follows: Japan with 150 projects with the registered capital of USD 2,679,029 thousand, accounting for 66.95% of total registered capital; South Korea with 120 projects with the registered capital of US $ 619,704 thousand, accounting for 15.49% of the total one; China with 80 projects with the registered capital of US $ 344,138 thousand, accounting for 8.60% of the total one. 4. Financial and monetary activities a. State budget revenues Domestic revenue in April 2018 is estimated to reach at VND829,745 million, up 53.73% over the same period in 2017. Some domestic revenues in the month are estimated as follows: Revenue from state-owned enterprises: VND 13,170 million, up 7.19%; revenue from foreign - invested enterprises: VND 214,542 million, up 60,63%; revenue from non-state sector: VND 295,369 million, up 51.21%; collection of registration fee: VND 22,624 million, up 14,74%; personal income tax: VND 68,747 million, up 8.90%; environmental protection tax: VND29,593 million, up 73.95%; fees and charges: VND 2.376 million, down 60.90%; revenue from housing and land: VND 168.123 million, up 100.06%. In the first four months of 2018, domestic revenue is estimated to attain at VND 2.670 trillion, up 8.0% over the same period last year and reached 31.17% of the year plan. Some domestic revenues are estimated as follows: Revenue from state-owned enterprises: VND 63,000 million, down 27.49%; revenue from foreign - invested sector: VND 580,000 million, up 25.80%; revenue from non-state sector: VND 890,000 million, down 22.30%; collection of registration fee: VND 90,000 million, up 5.50%; personal income tax: VND 265,000 million, down 0.40%; revenue from housing and land: VND 580,200 million, seeing an increase of 115.81%. Export and import tax in April 2018 is estimated to reach at VND 300,881 million, down 17.28% over the same period in 2017. In the first four months of 2018, revenue from import and export activities: VND 964,046 million, decreasing 13.57% and reaching 28.02% of the year plan. b. State budget expenditures From January 1, 2018 to April 18, 2018, local state budget expenditures reached VND 2,542,466 million, accounting for 29.15% of the year plan. Of which: expenditure on development and investment: VND 999,382 million, reaching 37.67%; regular expenditures: VND1,543,084 million, reaching 25.43%. A number of regular expenditures are as follows: expenditure on economic activities: VND 123,046 million; expenditure on education and training: VND 600,302 million; expenditure on medical care: VND 134,067 million; expenditure on cultural, physical training and sport activities: VND 129,210 million; expenditure on administrative management: VND 388,370 million, other expenses: VND 135,552 million. c. Banking operations As of March 31, 2018, the total capital of credit institutions reached VND 68,762,251 million, seeing an increase of 6.59% as compared to December 31, 2017. Of which: mobilized capital in people and economic organizations: VND 58,976,774 million, up 5.28% and accounted for 85.77% of the total capital. Total loans to the economy reached VND 51,285,449 million, up 2.29% as compared to those on 31/12/2017. Of which: short-term loans: VND 34,824,419 million, up 1.45%; medium and long term loans: VND 16.461.030 million, up 4.12%. The loans in local currency: VND 48,345,434 million, up 1.36%; the loans in foreign currency: VND 2.940.015 million, up 20.38%. Credit quality: the bad debts (in group 3,4,5): VND 780,563 million (accounting for 1.52% of total loans), increasing by 7.61% as compared to December 31, 2017 6. Trade and service Total retail sales of goods and services in April are estimated to reach at VND 2,496,804 million, up 10.92% over the same period in 2017. Of which, retail sales: VND 2,015,227 million, up 11.21%; revenue on accommodation and catering services: VND 136,608 million, up 8.30%; tourism revenue: VND 528 million, up 22.42%; revenue on other services: VND 344,441 million, up 10.25%. In the first four months of 2018, total retail sales of goods and services are estimated to attain at VND 9,963,420 million, up 11.22% over the same period last year. By industry, the retail sales of goods in the first four months of the year is estimated to reach at VND 8,081,674 million, accounting for 81.11% of the total one and up 11.81% over the same period of 2017. Of which: the retail sales of food increased by 12.83%; garments rose by 16.65%; home appliances up 16.45%; cultural and educational areas decreased by 4.93%; wood and building materials increased by 20.88%; automobiles declined by 63.88%; means of transport (excluding automobiles, including spare parts) increased by 10.24%; gasoline, oil rose by 10.31%; gemstone and precious metals up 35.49% ... In the first four months of 2018, revenue on accommodation, travel and catering services is estimated to reach at VND 534,347 million, accounting for 5.36% of the total retail sales of goods and services and 7.41% over the same period in 2017. Of which: revenue from accommodation services is estimated to attain at VND 22,102 million, up 5.26%; catering service: VND 510,245 million dong, up 7.54%; travel service and tourist assistance activities: VND 2,000 million, up 16.28%. Revenue on other services in the first four months of 2018 is estimated to reach at VND 1,347,399 million, accounting for 13.53% of the total retail sales of goods and services and up 9.25% over the same period of 2017. 7. Consumer, gold and US dollars prices Consumer price index Consumer price index (CPI) in April increased by 0.13% over the previous month. Of which: 4/11 groups of goods and services increased their price index, including: catering service increased by 0.21%; beverages and tobacco up 0.11%; housing, utilities, fuel and construction materials rose by 0.02%; traffic service up 1.30%. 4/11 groups of goods and services reduced their price index as compared to the previous month, including: garments, hats, footwear down 0.60%; equipment and household appliances declined by 0.10%; cultural, sports and entertainment activities decreased by 0.07%; commodities and other services down 0.14%.The groups of medicines and medical services; post and telecommunications; educational service kept stable as compared to those in the previous month. As compared to December 2017, CPI in April this year increased by 1.13%. Of which: catering service increased by 2.03%; beverages and tobacco up 1.10%; garments, hats, footwear decreased by 0.85%; housing, utilities, fuel and construction materials down 0.41%; equipment and household appliances increased by 0.23%; traffic service rose by 3.66%; cultural, sports and entertainment activities up 2.45%; commodities and other services increased by 3.37%; post and telecommunications decreased by 0.75%; the groups of medicines and medical services, educational service kept stable. As compared to the same month in 2017, CPI in April this year increased by 3.61%. Of which, catering service increased by 2.05%; beverages and tobacco up 1.97%; garments, hats, footwear rose by 1.09%; housing, utilities, fuel and building materials rose by 2.74%; equipment and household appliances up 1.26%; medicines and medical services increased by 15.32%; traffic service up 7.84%; post and telecommunications decreased by 0.75%; educational service increased by 3.72%; cultural, sports and entertainment activities rose by 3.17%; commodities and other services up 4.34%. On average, in the first four months of 2018, CPI increased by 4.66% over the same period of 2017. Of which: catering service decreased by 0.30%; beverages and tobacco increased by 1.69%; garment, hats, footwear rose by 1.77%; housing, utilities, fuel and building materials up 3.21%; equipment and household appliances up 1.62%; medicine and medical services increased by 46.69%; traffic service rose by 6.02%; post and telecommunications decreased by 0.76%; educational service increased by 3.76%; cultural, sports and entertainment activities rose by 2.02%; commodities and other services increased by 3.79%. Gold and USD price index In April, the gold price index increased by 0.22% over the previous month and at the average price of VND 3,696,000 / tael. The US dollar price increased by 0.05% over the previous month, the average price was 22,795 VND / USD. 8. Transport, postal and telecommunications activities a. Passenger transport Passenger transport in April is estimated to reach at 1,145 thousand carriers and 68,450 thousand passengers, respectively, increasing by 11.33% in carriers and 7.63% in passengers over the same period last year in 2017; the turnover of passenger transport is estimated to attain at VND 52,464 million, up 10.07%. In the first four months of 2018, passenger transport is estimated to reach at 4.535 thousand carriers and 276.638 thousand passengers respectively, rising by 12.32% in carriers and 10.44% in passengers over the same period of 2017; the turnover of passenger transport is estimated to attain at VND 206,831 million, up 10.58%. b. Cargo transport Cargo transport in April is estimated to reach at 2.322 thousand tons for freight and 82.342 thousand tons for rotational goods, up 11.23% in freight and 10.80% in rotational goods over the same period of 2017; the turnover of cargo transport is estimated to attain at 187,903 million VND, up 11.77%. In the first four months of 2018, cargo transport is estimated to reach at 8,971 thousand tons for freight and 323,112 thousand tons for rotational goods, increasing by 10.16% in freight and 10.24% in rotational goods over the same period of 2017; the turnover of cargo transport is estimated to attain at VND 735,982 million, up 10.54%. c. Post and Telecommunications The number of new telephone subscribers in April is estimated to increase by 1,560 ones, of which fixed subscribers increased by 60 ones; postpaid mobile subscribers rose by 1,500 ones. The total number of telephone subscribers by the end of the period is estimated to reach 125,060 ones, of which fixed subscribers were 25,690 ones and postpaid mobile subscribers of 99,370 ones. The number of internet subscribers in the month is estimated to reduce by 1,150 ones. The total number of internet subscribers is 125,601 ones. 9. A number of cultural and social activities a. Cultural activities: To organize propaganda activities to celebrate the 43rd anniversary of the liberation southern Vietnam and national reunification (30/4/1975 - 30/4/2018) and 132nd anniversary of International Labor Day – May Day. To hold activities to celebrate Vietnam Book Day on 22 April, responding to World Book and Copyright Day on 23 April. Sports activities: On March 25, 2018, at the Provincial Stadium (Hung Yen City), the opening ceremony of the 8th Hung Yen Sports Festival 2018 was held.The athletes competed in 13 subjects, including athletics in the field, marathon, football, volleyball, table tennis, badminton, tennis, Chinese chess, chess, pencaksilat, taekwondo, traditional martial arts and karatedo. b. Health Operation Disease surveillance work is carried out regularly; there is no epidemic in the province. The guard and report of epidemic are ensured as prescribed. There are no contagious diseases such as cholera, Japanese B encephalitis, dengue... Other infectious diseases appear sporadically in districts. To distribute extension vaccination as planned for the grassroots, to carry out the vaccination for children every month. During and after vaccination, there is no adverse event. The number of pregnant women checked over 3 times before giving birth attains 98%, the rate of deliveries by medical staff is 100%. Food hygiene and safety: To implement the team in accordance with the Decision No. 42 / QD-ATTP dated 06/3/2018 on food safety inspection for canteens and collective kitchens in the province. Results: the number of inspected facilities: 17; the number of good standard: 10; the number of violations: 07; the number of fined facilities: 07; fines: VND 21.40 million. To implement the team in accordance with the Decision No. 43 / QD-ATTP dated 06/3/2018 on food safety inspection for canteens and collective kitchens in schools and facilities producing bottled water, ice in Van Lam, Van Giang districts. Results: the number of inspected facilities: 15; the number of good standard: 08; the number of violations: 07; there are no facilities to be fined (07 facilities of violation have been instructed, reminded and given time to overcome remaining). To extraordinarily check the observance of the law provisions on food hygiene and safety in alcohol production and trade facilities. c. Environmental protection and fire and explosion prevention From 16/3/2018 to15/4/2018, 05 cases of environmental violations are detected and handled, 3 cases are handled of administrative violations and the fines amounted to 101 million VND. From 16/12/ 2017 to 15/4/ 12018, 40 cases of environmental violations are detected in the province, of which 31 cases are handled and the fines amounted to VND 1,535 million. From 16/3/2018 to15/4/2018, there is one fire, no explosion, no deaths and injuries due to fire, damaged property is estimated at VND 120 million, the cause of the fire is being investigated by the authorities. From 16/12/2017 to 15/4/2018, in the province, there are 2 fires, no explosion, one person killed; damaged property is estimated at 120.50 million VND. d. Traffic order and safety According to data from Hung Yen Traffic Safety Board, from 16/03/2018 to 15/4/2018, in the whole province, there are 16 traffic accidents (including 15 road accidents, 01 railway accident), 14 people killed, 8 people injured. As compared with last month, increased 5 accidents, up 45.45%; increased 6 dead persons, rising by 75.0%; increased 4 injured persons, up 100%. From the beginning of the year to April 15, 2018, there are 53 traffic accidents, 39 people killed and 29 people injured. The number of accidents is equal to the same period in 2017, the number of deaths decreased 8 people, down 17%; the number of injured people decreased 8 persons, down 21.62%.
