The summary of investment and construction work of the Circuit-3 500kV transmission line project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen)

The Circuit-3 500kV transmission line project was assigned by EVN to the National Power Transmission Corporation (EVNNPT) as the investor. The project consists of 4 component projects: Quang Trach - Quynh Luu 500kV transmission line; Quynh Luu - Thanh Hoa 500kV transmission line; Nam Dinh I Thermal Power Plant - Thanh Hoa 500kV transmission line; Nam Dinh I Thermal Power Plant - Pho Noi 500kV transmission line. The project has a total length of about 519km with 1,177 column foundation locations, with a total investment of about VND 22,300 billion. The project passes through 211 communes and wards of 43 districts and towns in 9 provinces including Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, and Hung Yen. This is a project that plays a particularly important role in improving the stable reserve of the power system, increasing power supply to the North in 2024 and the following years, contributing to ensuring national energy security.

Under the strong direction of the Prime Minister, the Government, the attention and support of ministries, departments, branches, localities and people, EVN and EVNNPT have made efforts to complete the construction and energize the project after more than 6 months according to the assigned schedule.

The investment preparation work of the project took only nearly 5 months, from the time of the decision for implementstion. This is a record short time, whilethe  projects of similar scale take 2-3 years. In the contractor selection work, the total number of component projects has 226 bidding packages, EVNNPT has focused all specialized human resources, organized centralized bidding, worked day and night, without days off. As a result, it was completed in about 60 days. Regarding site clearance compensation, the project has a large volume of site clearance compensation, with a total land acquisition area of ​​about 183 hectares. Under the direction of the Prime Minister, ministries, branches, the participation of provinces and the support of people in 9 provinces, by March 8, 2024, the handover of 1,177/1,177 column foundation locations has been completed, and on June 17, 2024, the route corridor for 513/513 anchorage spaces has been handed over to the investor. Speaking at the conference, Prime Minister Pham Minh Chinh praised the efforts of EVN and all levels, sectors, and the consensus and support of the people in implementing the Circuit-3 500kV transmission line project.
