The Resolution promulgating the Government's Action Plan to implement the Resolution No. 81/2023/QH15 of the National Assembly

On 16/6/2023, the Government issued the Resolution No. 90/NQ-CP promulgating the Government's Action Plan to implement the Resolution No. 81/2023/QH15 of the National Assembly on the National Master Plan for the period of 2021 - 2030, with a vision to 2050 and the implementation plan of the National Master Plan for the period of 2021 - 2030, with a vision to 2050.

According to the Resolution, striving to achieve the goals and targets and complete the key tasks of the National Master Plan to 2030 with specific objectives and targets as follows:

* Economic affairs: strive for the average GDP growth rate of the whole country to reach about 7.0%/year in the period of 2021 - 2030. By 2030, GDP per capita at current price reaches about 7,500 USD. The proportion in GDP of the service sector is over 50%, the industry - construction sector is over 40%, the agriculture, forestry and fishery sector is less than 10%. The average growth rate of social labor productivity is over 6.5%/year. The contribution of total factor productivity (TFP) to growth is over 50%.

To bring into play the advantages of each socio-economic region; focus on developing two dynamic regions, the North and the South, associated with the two growth poles, Hanoi and Ho Chi Minh City, the North-South economic corridor, the Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor, Moc Bai - Ho Chi Minh City - Bien Hoa - Vung Tau economic corridor with synchronous and modern infrastructure, have a high growth rate, make great contributions to the overall development of the country.

To develop the urban sustainably by network; urbanization rate reaches over 50%; strive for 3 - 5 cities meeting regional and international level. To build a new-style rural area comprehensively, sustainably and in association with urbanization; the percentage of communes meeting the new-style rural standard is over 90%, of which 50% of the communes meeting the advanced new-style rural standard.

To strongly develop digital infrastructure, data infrastructure to create a foundation for national digital transformation, develop digital government, digital economy and digital society; the share of the digital economy is about 30% of GDP.

* Social affairs: firmly maintaining the replacement fertility rate (on average, each woman of reproductive age has 2.1 children); population size reaches about 105 million people. The HDI remains above 0.7. The average life expectancy is 75 years, of which the healthy life expectancy is at least 68 years. The proportion of agricultural laborers in the total social labor drops to less than 20%. To improve the quality of jobs, keep the unemployment rate at a reasonable level. The average residential floor area per capita in urban areas is 32 m2. The average green tree area per urban dweller is about 8-10 m2. The ratio of traffic land to urban construction land is about 16-26%.

To develop Vietnamese education to reach an advanced level in the region among the top 10 countries with the best higher education system in Asia. The ratio of university students is 260 per ten thousand people. The rate of trained workers with degrees and certificates is 35-40%.

To improve the quality of health services on par with advanced countries in the region. To develop a national network of medical facilities to meet the requirements of caring for, protecting and improving the health of the entire population, towards the goal of equity, quality, efficiency and international integration. By 2030, to reach 35 hospital beds and 19 doctors per 10,000 people; the rate of private hospital beds reaches 15%.

To build a healthy cultural environment in the fields of social life. To develop a network of national cultural establishments to ensure good performance of the task of preserving and promoting the value of the national cultural identity, and boosting the development of the cultural industry. To strive for 100% of provincial administrative units to have 3 types of cultural institutions, including: cultural center or cultural-art center, museum and library.

* In term of environment: the forest coverage rate is stable at 42%; improve the quality of forests, increase the area of nature reserves; protect and restore important natural ecosystems, improve the quality of biodiversity; the area of marine and coastal reserves reaches 3-5% of the natural area of the national sea; the area of terrestrial nature reserves reaches 3 million ha.

The rate of urban daily-life solid waste collected and treated according to standards and regulations reaches 95%, of which the rate of treatment through circular economy models is about 50%; the rate of rural daily-life solid waste collected and treated according to standards and regulations reaches 90%; the rate of urban domestic solid waste treated by direct burial method is reduced to 10% compared to the collected waste; the recycling rate of organic waste reaches 100% in urban areas and 70% in rural areas. The rate of hazardous waste collected, transported and treated according to standards and regulations reaches 98%, of which the rate of treated medical waste reaches 100%. The rate of wastewater treatment and reuse into the river basin environment is over 70%. To reduce greenhouse gas emission in sectors and fields to quickly achieve the national goal of reducing net emissions to "zero" by 2050.

* In term of infrastructure development: basically form the national infrastructure framework, including North-South road traffic axis (North-South expressway to the East, some sections of the North-South expressway to the West, coastal road), important East - West traffic axis, striving to have about 5,000 km of expressways; gateway seaports with international transshipment functions, large international airports, railway routes connecting with major seaports, urban railways in order to reduce logistics costs; strive to build a number of high-speed railway sections on the North-South route; develop energy infrastructure, information technology, large cities, irrigational infrastructure, environmental protection, natural disaster prevention and control, adaptation to climate change.

* In term of national defense and security: firmly protect national independence, sovereignty, unity and territorial integrity; closely and harmoniously combine economic, cultural and social development with the consolidation of national defense and security; maintain a peaceful environment, political stability, and ensure social order and safety.

* Main tasks are as follows

- To basically form the national infrastructure framework, focus on transport infrastructure, urban infrastructure, rural infrastructure, energy infrastructure, digital infrastructure, cultural and social infrastructure, and irrigational infrastructure, environmental protection, natural disaster prevention and control, adaptation to climate change.

- To accelerate economic restructuring in association with innovating the growth model on the basis of productivity improvement, application of scientific, technological advances and innovation. To prioritize the development of a number of industries and fields with potentials, advantages and great space, associated with new development space.

- To develop important dynamic zones and national growth poles to form the locomotives leading the country's development. To select a number of geographical areas, urban areas, regions with special advantages to build economic, financial centers, administrative-economic units with special institutions, mechanisms, and policies with breakthroughs, with high international competitiveness. At the same time, making appropriate mechanisms, policies and resources to ensure social security and gradually develop ethnic minority and mountainous areas, border areas and islands, contributing to political stability, maintaining national defense and security.

- To form and develop economic corridors along the North-South axis, East-West economic corridor, coastal economic belt; effectively connect seaports, airports, international border gates, major trade hubs, urban centers, economic centers, growth poles; effectively connect with the economic corridors of the region and the world. To develop industrial - urban - service belts in dynamic regions and large urban areas.

In addition, the Resolution sets out nine main tasks and solutions: implementing important national projects identified in the Resolution No. 81/2023/QH15; on mechanisms and policies; attracting development investment; human resource development; ensuring social security; science, technology and environment; ensuring financial resources; international cooperation; ensuring national defense and security.

In addition, the Resolution also sets out the plan to implement the Master Plan and organize the implementation.
