The Official Letter on speeding up disbursement of public investment capital in the last months of 2023

On 18/8/2023, the Prime Minister issued the Official Letter No. 749/CD-TTg on accelerating the disbursement of public investment capital in the last months of 2023.

According to the Official Letter, the Prime Minister requested ministers, heads of ministerial-level agencies, government-attached agencies, other central agencies, Chairpersons of the People's Committees of provinces and centrally-run cities, and the Secretary of the Provincial Party Committee, the City Party Committee, the Chairman of the People's Council, the Head of the National Assembly Delegation of the provinces and centrally-run cities to uphold their responsibilities, focus on directing, leading and administering to implement more drastically, synchronously, timely and effectively the following key tasks and solutions:

- Ministers, heads of ministerial-level agencies, government-attached agencies, other central-level agencies, and Chairmen of the People's Committees of provinces and centrally-run cities shall take full responsibility before the Prime Minister for their direction of the synchronous and effective implementation of tasks and solutions set out in the Resolutions of the Government's Regular Meetings, the Resolution No. 105/NQ-CP dated July 15, 2023 of the Government on the tasks and solutions to remove difficulties for production and business, continue to promote reform of administrative procedures, tighten discipline; the Directive No. 08/CT-TTg dated March 23, 2023 of the Prime Minister on the key tasks and solutions to accelerate the allocation and disbursement of public investment capital, 03 national target programs in 2023, implement the program of socio-economic recovery and development.

- Ministries, central and local agencies:

+ To accelerate the allocation, implementation and disbursement of public investment capital, the capital from the Socio-economic recovery and development program, and 03 national target programs; speed up the implementation of key and national public investment projects, highways, key and inter-regional works, projects with spillover effects,...; identify this as one of the key political tasks, focus on priority in directing and operating, associated with the responsibilities of the heads of ministries, central and local agencies.

+ To aggressively and proactively handle and remove problems and difficulties in a timely and effective manner according to assigned functions and tasks; implement a mechanism for assigning, assigning responsibilities, and coordinating clearly and specifically in terms of authority and responsibility among agencies and units in completing project investment procedures. To continue to promote and improve the effectiveness of the special working group led by the Chairman of the Provincial People's Committee.

+ To strengthen discipline in disbursement of public investment capital; focus on speeding up the progress of site clearance, construction progress, remove difficulties and obstacles related to land and natural resources...; there are sanctions to strictly handle according to law provisions the investors, project management boards, organizations and individuals who intentionally cause difficulties, obstruct or delay the progress of allocation, implementation and disbursement of public investment capital. To timely replace cadres, civil servants and public employees who are weak in capacity, stagnate, cause harassment and trouble, resolutely handle negative and corrupt acts in public investment management. To carry out inspection, examination and strictly handle the situation of wrongly handing the mine to the wrong object, causing the buying and selling activities to increase the price of materials.

+ To make detailed disbursement plan for each project and strictly follow the disbursement plan monthly and quarterly. To strengthen the inspection and supervision of the site, urge contractors and consultants to speed up the progress. To assign specific leaders responsible for monitoring implementation progress; closely, promptly remove difficulties and take responsibility for the disbursement results of each project, considering this as an important basis when assessing and ranking the level of completion of assigned tasks in 2023 by the collectives, individuals (The Government will send statistics to all levels of Party committees and authorities at the end of the year).

+ Localities focus on solving difficulties related to mining licensing, exploitation of stone, sand and soil materials, that serves projects; publicize prices of common building materials in the area according to their competence and regulations of law; regularly inspect, review and strictly manage construction material prices; direct the attached agencies and units to regularly monitor and closely follow the developments of the construction market in order to promptly update and announce the prices of construction materials in accordance with the provisions of law; strictly handle the situation of creating fake scarcity, linking between mine owners to raise prices, exploit and supply improperly, affecting the construction of projects.

+ To make advance, recover advance, test and accept, pay investment capital in accordance with regulations and as soon as the volume is available; proactively review and transfer capital according to its competence between projects that are slow to disburse to the ones with better disbursement ability and need additional capital to comply with regulations.

In addition, the Prime Minister assigned specific tasks to the Ministries: Planning and Investment, Finance, Construction, Natural Resources and Environment, Industry and Trade, Agriculture and Rural Development, and the Government Office, together with the Government's Working Group established under the Decision No. 235/QD-TTg dated 14 March 2023.
