Mr. Tran Quoc Van, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, delivers the closing remarks.

He urged the Provincial People's Committee to promptly issue decisions and plans to implement the resolutions immediately after the session. He emphasized the need to clearly define the lead and coordinating agencies, the timelines, resources, and expected outcomes, ensuring that resolutions are not delayed in their materialization or implemented in a disjointed manner. Regarding the repeal, amendment, or replacement of existing regulations, timely guidance on transitional arrangements is required to ensure the uninterrupted operation of agencies and units and prevent gaps in state management.

The Provincial People's Committee shall direct departments, sectors, and localities to urgently finalize procedures, allocate funds, and carry out key infrastructure projects, specifically the Ring Road No. 5 (Hanoi Capital Region) passing through Hung Yen province, Ngoc Hoi Bridge and its approach roads, and the route connecting cultural heritage, tourism, and economic development zones along the Red River. The implementation must ensure synchronization across investment procedures, planning, land use, site clearance, and fund allocation; obstacles must be promptly resolved to prevent situations that allocated resources remain unused for extended periods.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested that the Provincial People's Committee continue directing relevant departments and sectors to review the 2026 public investment plan, prioritizing funds for projects capable of timely completion, effective disbursement, and high operational efficiency. The funds must be resolutely reallocated away from the projects or tasks that are behind schedule or fail to meet implementation criteria. Simultaneously, the budget must be strictly managed with a focus on thrift and the prevention of wastefulness, corruption, and negativeness, ensuring absolutely no accumulation of capital construction debt.

Regarding the scheme to recognize 25 communes as Class III urban areas, the Provincial People's Committee shall direct the review and finalization of dossiers and the execution of subsequent steps in accordance with regulations. Clear roadmaps and responsibilities must be established for each agency and locality regarding planning management, infrastructure completion, and the enhancement of urban service quality, ensuring alignment with the actual development conditions of each commune.

The policies concerning education, healthcare, socialization, citizen reception, grassroots security and order forces, and personnel affected by the reorganization of villages and residential groups must be guided in a specific and consistent manner across the province. The implementation must be timely, reaching the correct recipients and adhering to established standards, with procedures that are simple and transparent; delays, duplication, or the omission of eligible beneficiaries must be avoided.

Mr. Tran Quoc Van, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, has directed the heads of departments, agencies, and local authorities to personally oversee tasks within their respective areas of responsibility. They are required to periodically review progress and proactively resolve issues or report matters exceeding their authority to the appropriate level. The results of the resolution's implementation must be measured by work progress, service quality, and the efficient use of resources, rather than merely by the issuance of guiding documents.

The Standing members of the Provincial People's Council, along with its Boards, deputy groups, and individual deputies, must intensify the monitoring and supervision of the resolutions' implementation. Focus should be placed on disbursement progress, site clearance, the execution of support policies, and the handling of transitional issues following reorganization. Oversight activities must clearly identify responsibilities, propose remedial measures, and ensure the follow-through of such recommendations until fully implemented.
