The Official Letter on focusing on removing difficulties and obstacles to promote production and consumption of agricultural products

On 17/4/2023, the Prime Minister issued the Official Letter No. 265/CD-TTg on focusing on removing difficulties and obstacles to promote production and consumption of agricultural products; implementing three national target programs; combating illegal, unreported and unregulated (IUU) fishing.

Accordingly, the Prime Minister requested ministers, heads of ministerial-level agencies, government-attached agencies, and Chairmen of the People's Committees of the provinces and centrally-run cities to focus on leading and directing a number of following tasks:

- Regarding the promotion of agricultural production and trade in agricultural products:

+ To focus on reviewing and removing legal obstacles, drastically cut unnecessary administrative procedures in the field of agriculture, create a favorable environment to promote the development of enterprises in agriculture, attract businesses to invest in agriculture and rural development, in which emphasis is placed on enterprises applying high technology and deep processing.

+ To focus more on three growth drivers, including domestic consumption, export and investment. To ensure food security in all situations. To organize agricultural production in the direction of multi-value, large-scale, professional, modern, efficient, circular, low-emissions, environmentally friendly, meeting domestic and international standards, with strong competitivenes. To promote the development of cooperatives and cooperative models in agriculture; replicate models of chain links among Farmers, Scientists, Managers, businesses and credit institutions.

+ To boost technological innovation, digital transformation in agriculture, application of high technology, processing technology and post-harvest preservation, considering this as a breakthrough to improve added value and production and business efficiency and competitiveness of Vietnamese agricultural products.

+ To diversify agricultural products, promote deep processing and fine processing in order to overcome the situation of "bumper crop but low price", seasonal dependence and increase the added value of agricultural products. To effectively implement the One Commune One Product (OCOP) program.

+ To boost brand building, trade promotion, product promotion and e-commerce; develop and diversify the supply chain of inputs and markets for agricultural products, maintain and promote the traditional market, continue to negotiate to open new markets, reduce dependence on a few markets; proactively implement appropriate trade remedies to protect domestic production and promote exports; strongly and effectively implement the movement "Vietnamese people give priority to using Vietnamese products" and the project on renewing business methods of consuming agricultural products for the period of 2021-2025, with a vision to 2030 approved by the Prime Minister in the Decision No. 194/QD-TTg dated February 9, 2021.

In addition, the Prime Minister's Official Letter also specifically directed the fight against illegal, unreported and unregulated fishing and implementation of three national target programs.
