The Official letter on removing difficulties and obstacles in the process of implementing national target programs for the period of 2021 - 2025

On 23/02/2023, the Prime Minister issued Official Letter No. 71/CD-Ttg on removing difficulties and obstacles in the process of implementing national target programs for the period of 2021 - 2025.

According to the Official Letter, in order to speed up the implementation of national target programs and promptly remove difficulties and obstacles of localities, the Prime Minister requests the People's Committees of provinces and centrally-run cities to be more proactive and drastic in the implementation of national target programs; promote the achievements, overcome the shortcomings and limitations, in which, focusing on performing well the following tasks:

- To expeditiously promulgate or submit to competent authorities for promulgation of the framework regulations and documents on management and administration for the implementation of national target programs in the locality; which would be completed in the first quarter of 2023.

- To strengthen the work of sharing, exchanging information, learning from each other's experiences to complete and unify in the implementation of national target programs in the area, especially in formulating mechanisms and policies under the authority and responsibility of the locality; research and develop detailed manuals and sample files for dissemination, and train at grassroots level.

- To review and synthesize issued management and executive documents for the implementation of national target programs in the locality, send reports to the Ministry of Planning and Investment before March 5, 2023 ; which clearly states the legal basis, promulgation authority, implementation results in practice, difficulties and problems, and proposals and recommendations (if any).

- Chairmen of the People's Committees of the provinces and cities directly direct and coordinate activities among departments, branches and units in formulating, promulgating mechanisms, policies and documents to implement the national target programs in the area; review the list of investment projects, arrange in order of priority in terms of feasibility, efficiency, and disbursement ability to focus on ensuring thrift and efficiency, avoiding spreading and risks in the implementation process.

Ministries, branches and localities shall strengthen inspection and supervision to promptly guide units in performing assigned tasks to ensure compliance with current regulations and assigned schedule; closely coordinate with inspection and examination agencies of the same level so that the inspection and supervision work must be substantive and effective and propose solutions to promptly remove difficulties and obstacles for units to implement.

In addition, the Prime Minister assigns specific tasks to ministries and central agencies.
