The Official letter on the import and export of goods through the Northern border gates

On 05/12/2022, the Ministry of Industry and Trade issued the Official Letter No. 7782/BCT-XNK on the import and export of goods through the Northern border gates.

Accordingly, the Ministry of Industry and Trade proposes to the People's Committees of the provinces/centrally-run cities that have agricultural products exported across the border as follows:

- To direct local authorities to regularly update information and situation from the Northern border provinces to actively consider and adjust the pace of bringing goods to the border in accordance with the customs clearance capacity of the border gates.

- To strengthen the work of informing and recommending to farmers, production establishments, processing enterprises to export agricultural products and fresh fruits in the area the following contents:

+ To regularly update the progress of goods clearance at the Northern border gates to proactively plan for production, packaging, delivery, and export of goods, avoiding congestion and other adverse impacts;

+ To quickly and strongly shift the export of goods to the Chinese market in the form of official channels (buying and selling under contracts, with clear transaction and delivery conditions, delivery at international and main border gates, etc.);

+ To accelerate the implementation to meet the requirements of the Chinese side in the Order 248, Order 249 that are effective from January 1, 2022; at the same time, continuing to strictly implement the regulations on traceability, growing area codes, packing facilities, labeling, etc. as well as other relevant requirements to improve product quality, meet regulations and standards that have been agreed with foreign customers.

- To continue to closely monitor and update the import and export situation, and the transportation of goods through border gates to promptly discuss with the Ministry of Industry and Trade and relevant agencies to jointly handle the arising issues.

In addition, the Ministry of Industry and Trade also asked the People's Committees of the Northern border provinces to coordinate in importing and exporting goods through the Northern border gates.
