The summary of 3 years of implementation of the Directive No. 36–CT/TW of the Politburo on strengthening and improving the effectiveness of drug prevention, combat and control

On September 16, at the hall of the Provincial Public Security, the Provincial Standing Committee held a conference to review the three-year implementation of the Directive No. 36-CT/TW dated August 16, 2019 of the Politburo on strengthening and improving the efficiency of drug prevention, combat and control (the Directive No. 36).

To implement the Directive No. 36, every year, the Provincial Party Committee and the Provincial People's Committee issue documents directing the organization; at the same time, thoroughly grasping to all levels of Party committees, grassroots' authorities and people of all strata to raise their sense of responsibility, actively participate in detecting and denouncing drug-related crimes. The Provincial Standing Committee and the Provincial People's Committee regularly pay attention to leading and directing the Party committees, authorities of the Fatherland Front and mass organizations to focus on propaganda and education on drug prevention and control; integrate drug prevention and combat with crime and social evils prevention and control; mobilize people to actively participate in denouncing crimes, maintaining political security, social order and safety...

As the standing agency of the Steering Committee for the prevention and control of crimes and social evils and building the movement of the whole people to protect national security (the Steering Committee 138) of the province, the Provincial Public Security has well advised the Provincial Party Committee, the Provincial People's Committee to issue a lot of specific plans; including the Plan No. 80/KH-UBND dated June 16, 2020 on the implementation of the project “Improving the effectiveness of the prevention, detection, and fight against drug-related crimes in complex and important areas". The Provincial Public Security’s Party Committee directed polices of units and localities to concentrate forces and means, launch peak waves to attack and suppress drug-related crimes, focus on important routes, areas and fields, prevent the formation of drug crime groups operating in a complicated manner. In the past 3 years, the provincial police force has detected and arrested 948 cases and 1,385 subjects; in which 851 cases and 975 defendants have been prosecuted, 97 cases and 410 subjects have been administratively handled.

Regarding the control of legal activities related to drugs, the management and control of precursors, on October 21, 2020, the Provincial People's Committee issued the Decision No. 2428/QD-UBND on consolidating the inter-sectoral coordination group in controlling drug-related legal activities in the province. Every year, the Provincial Public Security actively advises the Provincial People's Committee to issue decisions and plans to inspect legal activities related to drugs. Through the inspection, the violations related to drugs and narcotics have not been detected, and no pre-substances, pharmaceuticals containing narcotics and psychotropic substances have been lost.

At the conference, the delegates focused on discussing the performance and achievements in the implementation of the Directive No. 36 at agencies, units and localities such as: The solutions to improve the effectiveness of the prevention, control and fight against drug-related crimes; the management, inspection and examination of the management and use of narcotic drugs, psychotropic drugs and drug precursors; the drug addiction treatment in families and communities and the construction of healthy communes and wards free of social evils; the propaganda and education on drug prevention and control in schools and educational institutions...

Speaking at the conclusion of the conference, Secretary of the Provincial Party Committee Nguyen Huu Nghia asked all levels of Party committees to improve their roles and responsibilities in leading and directing the fight, prevention and control of drug crimes; continue to effectively implement the Directive No. 36 and the Plan No. 165/KH-UBND dated November 2, 2021 of the Provincial People's Committee on the implementation of the Program on drug prevention and control in Hung Yen province in the 2021-2025 period. In which, strengthening the propaganda and dissemination of the Party's guidelines, the State's policies and laws on drug prevention and control; the methods and tricks of drug crimes and measures to prevent and combat with diverse and practical forms. To bring into play the strength of the whole political system, the active participation of all levels, sectors, mass organizations and the people in the work of preventing and fighting crime and drug evils. The police force, with the core role of proactively attacking and suppressing crimes and drug-related crimes, firmly grasps the situation and strictly manages drug-related routes, areas, fields and subjects to hit the line and group of criminals. To strengthen the management and strict control of precursors, narcotics, and private medical and pharmaceutical practice establishments, prevent criminals from taking advantage of trading and producing synthetic drugs. To regularly review the comprehensive assessment of drug addiction treatment in order to make appropriate adjustments in the direction of focusing resources on performing effective forms of detoxification, focus on the socialization of detoxification and job creation, support reintegration, fight against discrimination for people after detoxification. To continue to maintain, build and replicate advanced models and examples, promptly encourage and reward collectives and individuals who have made outstanding achievements in crime and drug prevention and control.

At the conference, the Provincial Standing Committee awarded the Certificates of Merit to 10 collectives and 11 individuals with outstanding achievements in the implementation of the Directive No. 36.
