In the morning, Prime Minister Pham Minh Chinh conveyed the thematic content: "Continuing to innovate and perfect institutions and policies, improve the effectiveness and efficiency of land management and use, create motivation to bring the country to become a developed country with high income", including the following main contents: The fundamental factors as the basis for building and perfecting the land institution; the urgency to continue renewing and perfecting institutions and policies, improving the effectiveness and efficiency of land management and use; the perspectives and goals on continuing to innovate and perfecting institutions and policies on land; the tasks, solutions and implementation organization.

Derived from the urgent requirement to liberate and promote land resources to create a driving force for development; based on political and legal considerations, the Resolution clearly states the urgency to continue to renovate and perfect institutions and policies, and improve the effectiveness and efficiency of land management and use. Prime Minister Pham Minh Chinh emphasized: The Resolution of the 13th National Party Congress clearly states that land is an important, very complex, sensitive issue, especially important to the stability and sustainable development of the country. Therefore, it sets new goals and requirements for the country's development in the coming period, requiring drastic and fundamental renovation of land management and use, especially land policies and laws. Therefore, completing the construction of a digital database and national information system on land in a centralized, unified, synchronous, multi-purpose and inter-connected manner; completing the organizational structure of the state management of land in order to be streamlined, effective, efficient, synchronous and unified; eliminating intermediaries, promoting appropriate decentralization, accompanied by a mechanism for checking, monitoring and controlling power; basically solving problems related to the management and use of land originating from state-owned agricultural and forestry farms; land for national defense and security in combination with production and economic construction; land of production facilities and non-business units that have been relocated from the centers of large urban areas; encroaching land; religious land; cemetery land; land combined with multiple uses; residential land, production land for ethnic minorities... are the tasks that need focusing on implementation.

By 2030, the legal system on land will be basically completed in a synchronous and unified manner, in line with the institutional development of a socialist-oriented market economy. To overcome the state of wasteful land use, fallow land, pollution, degradation, and problems in land management and use left by history.

Stemming from current requirements and practices, the Resolution No. 18-NQ/TW on "Continuing to renovate and perfect institutions and policies, improve the effectiveness and efficiency of land management and use, create incentives efforts to turn the country into a high-income developed country" offered 6 groups of solutions. One of them is to perfect institutions and policies on land management and use in sync with the institution of developing a socialist-oriented market economy. The focus is on amending, supplementing and perfecting the 2013 Land Law and other relevant legal documents, ensuring synchronization, consistency, and meeting new development requirements, specifically: innovating and improving the quality of master plans and plans on land use; perfecting regulations on land allocation, land lease and land use purpose change; perfecting regulations on compensation, support, resettlement and land recovery for defense and security purposes; the socio-economic development for national and public interests; completing the land price mechanism; perfecting financial mechanisms and policies on land...

Another important solution stated in the resolution is that the Party committees, Party organizations, authorities, the Vietnam Fatherland Front, and socio-political organizations must step up propaganda and education so that officials, Party members and the people understand correctly and fully about the land under the ownership of the entire people, which is represented by the State and uniformly managed by the State; the rights and obligations of organizations, households and individuals, who are assigned land use rights by the State. The Prime Minister affirmed: Land is a great resource that needs promoting, managing and using effectively, sustainably, ensuring social justice, and not allowed to be degraded, wasted, or corrupt, negative. The Prime Minister emphasized that if this issue is done well, it can overcome the limitations in awareness and action in land management and use.

After the thorough content of Prime Minister Pham Minh Chinh, cadres and Party members attended the conference to listen to Politburo member, Head of the Central Economic Commission Tran Tuan Anh deploy and master the Resolution on "Agriculture, farmers and rural areas by 2030, with a vision to 2045".

In the afternoon, Secretary of the Party Central Committee, Deputy Prime Minister Le Minh Khai will convey the topic "On continuing to innovate, develop and improve the efficiency of the collective economy in the new period".
