The Notice inviting interest in an investment project using land

On 18/7/2021, the Department of Planning and Investment of Hung Yen province issued the Notice No. 1934/TB-SKHĐT on inviting interest in an investment project using land.

Accordingly, the Department of Planning and Investment of Hung Yen province invites interested investors to apply for an investment project to build the housing area 319 in Yen My town, Yen My district, Hung Yen province with the following information:

- Investment objectives, project scale:

+ Investment objectives: To build a spacious and modern new urban housing area, meet the needs of housing and utility services of the people in the area, as the nucleus of contributing to the socio-economic development of Yen My district in particular and Hung Yen province in general; the implementation of a new residential area project aims to concretize the development orientation of the construction planning in Hung Yen province, the general construction planning of Yen My district and the urban development program of Yen My district to 2030, with a vision 2050. At the same time, concretizing the detailed planning project of 1/500 scale approved by the People's Committee of Hung Yen province in the Decision No. 852/QD-UBND dated March 29, 2019.

  + Investment scale: The project's land area is about: 92,788.6 m2, population: 1,296 people; scale of products and services: Adjacent houses: 272 flats; Villa houses: 56 flats.

  + Structure of land use: Total 92,788.6 m2, of which: Residential land 41,725 ​​m2; land for green trees and sports 11,944.8 m2; canal, irrigational land 6,881.9 m2; traffic land 29,073.3 m2; cultural house land 1,200 m2; parking lot land 1,936.6 m2.

+ Scale of construction (according to the content of the Decision No. 852/QD-UBND dated March 29, 2019 of the Provincial People's Committee approving the detailed planning with a scale of 1/500 of the investment project of the commercial housing area 319): To build housing works (adjacent houses, duplex villas, detached villas); cultural houses; parking lots; green trees; irrigational canals; traffic road.

- Preliminary total cost of project implementation; investment capital: Total investment capital (temporary): 942,288,810,000 VND (nine hundred and forty two billion, two hundred and eighty eight million, eight hundred and ten thousand dong).

In which:

+ Total implementation cost (excluding the costs of compensation, resettlement support, land use levy, land rent) (m1) is provisionally calculated: 903,565,020,000 VND (nine hundred and three billion, five hundred sixty-five million, and twenty thousand dong).

+ The cost of compensation for site clearance (m2) is provisionally calculated: 38,723,790,000 VND (thirty eight billion, seven hundred twenty three million, seven hundred and ninety thousand dong).

+ The cost of construction and project equipment: 707,150,440,000 VND (seven hundred and seven billion, one hundred and fifty million, four hundred and forty thousand dong), including: Construction cost: 705,135,810,000 VND; equipment cost: 2,014,630,000 VND.

Investment capital: Own capital of the enterprise and other lawfully mobilized capital sources.

- Investment duration and schedule: The project's operation term is 50 years from the date the investor is granted the investor's written approval.

Investment progress: Complete the project within 60 months (05 years) from the date of approval of the investor to implement the project.

- Location of project: In Tan Lap commune and Yen My town, Yen My district, Hung Yen province. Location of the land: the Northeast is adjacent to the educational planning land of Yen My town; the Southeast borders the planning road No. 05; the Northwest borders the planning land of Yen My Residential Area project; the Southwest is adjacent to the planning road No. 1, Yen My district (the land area has been approved by the People's Committee of Hung Yen province for detailed planning at the scale of 1/500 of the investment project of the commercial housing area 319 in the Decision No. 852/QD-UBND dated March 29, 2019).

- Land use purpose: The land use purpose of the project is determined as urban residential land.

- Current status of the land: No compensation has been made for site clearance.

- Approved planning criteria: According to the detailed construction planning of 1/500 scale approved by the Provincial People's Committee in the Decision No. 852/QD-UBND dated March 29, 2019.

- Preliminary requirements on investor's capacity and experience: In the Appendix attached to the Decision No. 1519/QD-UBND dated July 12, 2022 of Hung Yen Provincial People's Committee (posted on the national bidding network system)

- Deadline for submission of application for project implementation: 09:00 on August 22, 2022.

An investor's application for registration of project implementation must include 06 sets (including: 01 original and 05 copies) with the following components: A written registration of project implementation; profile of the investor's legal status, capacity and experience; other relevant documents (if any).

Investors taking interest and wishing to register for project implementation must carry out procedures to be granted a digital certificate and submit a project registration dossier on the national bidding network system and submit it directly to the Department of Planning and Investment of Hung Yen province before 09:00 on August 22, 2022.
