The teleconference to deploy the project to develop the application of population data, identification and electronic authentication for national digital transformation in the period of 2022 - 2025, with a vision to 2030

On January 18, the Ministry of Public Security coordinated with the Government Office to organize a teleconference to deploy the project on developing the application of population data, identification and electronic authentication for the national digital transformation in the period of 2022 -2025, with a vision to 2030.

Comrade Pham Minh Chinh, Politburo member, Prime Minister, Chairman of the National Committee on Digital Transformation chaired the conference. At the Hung Yen destination, the conference drew the attendance of comrades: Mr. Nguyen Huu Nghia, Member of the Party Central Committee, Provincial Party Secretary; Mr. Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee.

At the conference, the delegates were briefly introduced to the Prime Minister's Decision No. 06/QD-TTg (the Decision No. 06) dated January 6, 2022 approving the Project on developing the application of population data, identification and electronic authentication for national digital transformation for the period of 2022-2025, with a vision to 2030. The scheme has identified 7 major guiding points, common and specific goals together with 5 groups of tasks and solutions to carry out with the roadmap of each task in 2022 and the period of 2023-2025, with an orientation to 2030; a list of 25 essential administrative procedures on priority, the integration of population data sharing to serve administrative procedures and 52 specific tasks to be performed with the assignment of responsibilities and specific completion timelines. The overall goal of the project is to apply the national population database, electronic identification and authentication system, and citizen identification cards with electronic chips in the process of national digital transformation flexibly, creatively and suitably for the National Digital Transformation Program to 2025, with a vision to 2030 to serve 5 groups of utilities, including: Handling administrative procedures and providing online public services; serving socio-economic development; serving digital citizens; completing the ecosystem for connecting, exploiting, supplementing and enriching population data; serving the direction and administration of leaders at all levels.

To perform the scheme, the Prime Minister assigns specific responsibilities to ministries, branches and localities. Regarding the command and direction mechanism, Prime Minister Pham Minh Chinh, Chairman of the National Committee for Digital Transformation, directed and managed the entire operation of the project. Deputy Prime Minister Vu Duc Dam directly directed the project's activities, reviewed and resolved the regular work of the project. The Prime Minister also established a working group to implement the project, led by the Minister of Public Security. The working group is responsible for urging and guiding the ministries, branches and localities to perform the tasks in the project. The working group monthly reports to the Prime Minister and Deputy Prime Minister Vu Duc Dam on the situation and results of the performance to promptly remove difficulties and obstacles in the process of conducting the project. The working group effectively carries out  the project's tasks according to the monthly schedule.

Speaking at the conclusion of the conference, Prime Minister Pham Minh Chinh emphasized that this is an important event that contributes to affirming efforts in the process of accelerating national digital transformation. The achievements in the past time are of great significance, contributing to changing the method of citizen management from manual, using paper to modern method, applying information technology; managing the entire population through personal identification codes; overcoming the lack of consistency and improving the quality, efficiency and accuracy of basic information management of citizens among ministries, branches and localities; saving time, effort and facilities in the construction and operation of specialized databases; creating favorable conditions and important foundation for the performance of online public services to serve people and businesses. The successful construction of a national database on population has contributed to promoting the building of e-Government, digital government, digital economy, digital society, and digital citizens. Prime Minister Pham Minh Chinh requested that in the coming time, ministries, branches and localities must identify the implementation of the project as one of the important and breakthrough contents in order to carry out the Digital Transformation Program in 2022 and the following years.

Speaking at the Hung Yen destination, Mr. Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee requested the Provincial Police to continue to complete the national database on population in the province, at the same time chairing and coordinating with Departments, branches and localities to implement the Decision No. 06 to serve the national and provincial digital transformation.

Speaking at the provincial destination, Secretary of the Provincial Party Committee Nguyen Huu Nghia affirmed that the project is an important content of the National Digital Transformation Program to build a digital citizen. Departments, branches and localities must integrate the database into a common one, in which population data is taken as the original data. In the project, clearly define and assign tasks, people, addresses and objects. The Central Government drastically implements it, so the province also has to be drastic to achieve good results. The police is the core force and closely coordinate and connect with industry data for effective management and exploitation. In the project on digital transformation of the province, which is about to be promulgated, it is necessary to make a clear strategy and specific steps to attain the set goal. He stated that the infrastructure for digital transformation of the province is quite good, but the application of digital transformation is limited. Therefore, in the coming time, it must be more drastic in leadership, direction and implementation. Attention should be paid to all three pillars: Digital government - digital economy - digital society. The Provincial People's Committee needs to establish a steering committee for the implementation of the Decision No. 06 and each agency, unit and locality must have a specific program and action plan to perform the project...
