On December 23, the Provincial People's Committee held the groundbreaking ceremony of the project to upgrade and expand the extended Hanoi - Hung Yen intercity road and the project to build a side road connecting the Hanoi - Hai Phong highway with Gie Bridge - Ninh Binh highway in Yen My district. Comrade Pham Minh Chinh, Politburo member, Prime Minister attended the ceremony. Comrade Prime Minister Pham Minh Chinh and delegates press the button to start traffic projects

The project of upgrading and expanding the extended Hanoi - Hung Yen intercity road (the provincial road No.379) has a length of 33.5km, which is invested by the Traffic - Construction Investment Project Management Board. It is located in the districts of: Van Giang, Yen My, Khoai Chau, Van Lam and My Hao town. The project has a total investment of nearly 2.9 trillion VND, of which the central budget is expected to allocate 2 trillion VND, the rest is funded from the local budget. It is supposed to carry out from 2021 to 2025. This is a project in group A, with a road surface width of 21m with 4 lanes for motor vehicles and 2 lanes for rudimentary vehicles.

The project to build a side road connecting Hanoi - Hai Phong highway with Gie Bridge - Ninh Binh highway is nearly 40km long (including both sides of the road), the first point is at the intersection with the branch to the toll station of Hanoi - Hai Phong expressway, Ly Thuong Kiet commune (Yen My), the end point is at Km19+640, intersecting with the National Highway No. 38B, in Trung Nghia commune (Hung Yen city). The scale of the project is according to the standard of the plain road at grade III. The project has a total investment of more than 1.4 trillion VND.

Speaking at the ceremony, Mr. Tran Quoc Van, Deputy Party Secretary, Chairman of the Provincial People's Committee thanked Prime Minister Pham Minh Chinh, ministries and central agencies for their interest in directing and creating favorable conditions for the province to implement key transport projects. The Chairman of the Provincial People's Committee emphasized that two projects are of great significance as a key transport route of the province connecting with a number of provinces, cities and regions. With the attention of the Central Government, the province has urgently implemented the phases of the project to execute the project as planned. The above two projects aim to concretize the Resolution of the 19th Provincial Party Congress to perform the province's socio-economic development goals and strategies. The Chairman of the Provincial People's Committee suggested the relevant departments, branches and localities, the investor pay attention to direct the performance of the project on schedule and good quality.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh appreciated the province's initiative in implementing the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress on 3 strategic breakthroughs, including transport infrastructure. The Prime Minister requested, Hung Yen province to build transport infrastructure connecting with Hanoi by highways to create breakthroughs in socio-economic development; determine the right focus and the key to invest in projects, which aims at building Hung Yen province to soon become a modern industrial province. The roads that have been performed are related to 3 subjects, including: The government needs to strengthen inspection, supervision, management, negative prevention and control, and strictly handle violations; the People, Party committees at all levels, authorities, mass organizations need to step up propaganda and advocacy work so that people understand the meaning and support the project, at the same time taking care of the lives of People, when relocating and resettling, the new residence must be the same and better than the old one. For contractors, the responsibility in construction is high, ensuring the progress and quality of the project. Ministries and central branches shall coordinate with the province so that the project is carried out quickly and effectively.

On behalf of the provincial leaders, Provincial Party Secretary Nguyen Huu Nghia sincerely thanked and received the direction of Prime Minister Pham Minh Chinh. At the same time, he wishes to continue to receive the leadership and attention of the Prime Minister, ministries and central branches. At the ceremony, in the presence of Prime Minister Pham Minh Chinh, leaders of the Ministry of Natural Resources and Environment and the Ministry of Construction handed over the decisions to approve investment policies for 5 projects; the leaders of Hung Yen province handed over the decisions to approve the investment policy for 4 projects. In which, 5 projects approved by the Prime Minister have a total registered capital of 3.3 billion USD. The Provincial People's Committee awarded the decision approving the investment policy for 4 projects with a total registered capital of 300 million USD.

Under the authorization of the Prime Minister, leaders of the Ministries of Natural Resources and Environment, Construction hand the investment decisions to investors.

At the ceremony, Mr. Dang Ngoc Quynh, Member of the Provincial Standing Committee, Standing Vice Chairman of the Provincial People's Committee presented a MoU of investment cooperation between the People's Committee of Hung Yen province and a number of foreign investors on research and survey investment projects according to model, good experience and application of high technology, modern management; supporting and providing consulting services in studying and making development strategies and foreign investors promotion and attraction...

At the ceremony, representatives of some investors expressed their wish that the Central Government and the province would continue to create favorable conditions for domestic and foreign investors to invest in Vietnam and Hung Yen province. Provincial leaders award investment decisions to investors

Speaking at the ceremony, Comrade Pham Minh Chinh, Politburo member, Prime Minister praised Hung Yen province for quickly concretizing the Resolution of the 13th National Party Congress in improving the business investment environment, administrative reform, attracting investors. When the investments under today's decisions and agreements are realized, they will contribute to promoting socio-economic development, improving the competitiveness of the country in general and Hung Yen province in particular, creating more jobs for workers.

The Prime Minister requested the Party committees and authorities at all levels of Hung Yen province to create all conditions, cut down on cumbersome administrative procedures, and avoid negative consequences in the process of carrying out investment procedures and projects; quickly hand over the premises; promote synchronous infrastructure projects, especially connected transport infrastructure, digital transformation infrastructure, climate change adaptation infrastructure, improve the quality of human resources, mobilize and create favorable conditions for people to support investors.

The Prime Minister requested investors to seriously carry out their commitments, express in actions and specific disbursements; contribute to attracting high-tech projects, train human resources, improve management capacity of Hung Yen province in particular and Vietnam in general, contributing to rapid, sustainable, in-depth development, green development ... at the same time, accompanying the locality, contributing to the effective prevention and control of the Covid-19 epidemic. Ministries and central branches shall direct to minimize administrative procedures, adjust and amend inappropriate regulations to create favorable conditions for investors.
