Prime Minister Pham Minh Chinh launches the program "Waves and computers for children"

On the evening of September 12, the program "Waves and computers for children" was launched at the Government’s Headquarter. The launching ceremony is connected online to the destination at the Ministry of Education and Training and 63 destinations in provinces and cities nationwide. The program "Waves and computers for children" is directly directed and launched by the Prime Minister, and the Ministry of Information and Communications chairs and coordinates with the Ministry of Education and Training to implement the Directive No. 24/ CT-TTg of the Prime Minister. The program is built and conducted with the aim of supporting computers and telecommunications services for students with difficult circumstances, especially the ones living in Covid-19- affected areas (under the performance of the Directive No. 16/CT-TTg) so that they can have effectively online learning conditions.

The program "Waves and computers for children" aims to ensure the mobile coverage of all 283 points without mobile Internet connection in localities implementing social distancing according to the Directive No. 16/CT- TTg and carrying out online learning. It is supposed to complete the program in September 2021. At the same time, the program will also cover all 1910 points that do not have mobile Internet connections across the country. The deadline is in 2021.

To provide computers for online learning. Accordingly, phase 1 in 2021: It is expected to mobilize 1 million computers for pupils and students from poor and near-poor households nationwide; in the immediate future, priority will be given to localities that are conducting social distancing according to the Directive No. 16/CT-TTg and carrying out online learning. Phase 2 from 2022 - 2023: To continue to launch the Program to mobilize all resources in society, towards the goal that 100% of pupils and students from poor households and near-poor households nationwide will be equipped computers for online learning.

Other support for localities implementing social distancing under the Directive No. 16/CT-TTg and organizing online teaching and learning. Specifically, it will be 100% free to use the published Vietnamese online teaching and learning platforms; 100% free mobile Internet charges when using published Vietnamese online teaching and learning platforms; supporting packages and information technology infrastructure for online teaching and learning, including: Server, server location, Internet connection line to ensure online teaching and learning.

Speaking at the launching ceremony, Prime Minister Pham Minh Chinh emphasized: The program "Waves and computers for children" is a temporary solution, but suitable in the context of social distancing and increasing social distancing so that pupils and students, especially those in remote and isolated areas, areas with special difficulties and disadvantaged households have access to learning conditions and equality in access to knowledge. However, this is a new learning method that requires teachers and psychologists to adjust the content, volume, teaching methods, and curriculum appropriately so that the children can absorb them well, especially for students at first and last grades. The program has profound humanistic meaning, contributing to the Internet coverage in areas where there is no signal and improving the quality of wave, realizing the goal of raising people's intellectual level, expanding social knowledge, and developing digital society. At the same time, the Prime Minister noted that because this is a new method, for the effective implementation, it is necessary to assess the multi-faceted impacts for long-term implementation, limiting the impact on equitable access and quality in education.

Right at the launching ceremony, sectors: Information and Communications; Education and Training; Bank; the Committee for Management of State Capital at Enterprises; provinces, cities, businesses and international organizations have supported more than 1 million computers, worthy of more than 2,500 billion VND; invested 3,000 billion VND to cover and respond to the program "Waves and computers for children".
