The Directive to the Prime Minister on strengthening the direction of high school graduation examination and university and vocational education admission in 2021.

On 16/4/2021, the Prime Minister issued the Directive No. 11 / CT-TTg on strengthening the direction of high school graduation examination and university and vocational education admission in 2021.

According to the Directive, in order for the 2021 Examination and Admission to be carried out safely, seriously, objectively, with good quality and create the most favorable conditions for candidates, the Prime Minister asked the Ministry of Education and Training, the Ministries, ministerial-level agencies, Government-attached agencies, the People's Committees of provinces and centrally-run cities (hereinafter referred to as the provincial-level People's Committees) to focus on the following key tasks:

- The Ministry of Education and Training is comprehensively responsible for the exam, directly performing the following stages: Issue directing documents, regulations, guidance and implementation of the plan for the exam organization and university enrollment; take responsibility for exam questions; provide accurately, completely and timely the necessary regulations and information on the exam and admission; build an information technology system to serve the national examination unifiedly and computer-based scoring for multiple choice test, ensure the safety; carry out the inspection and examination.

- The provincial –level People's Committees, directly as the Chairmen of the provincial –level People's Committees: Take full responsibility for organizing the exam in the area, ensure the safety, seriousness and good quality, including: the registration for exam, printing and copying the exam questions, monitoring the exam, marking tests, inspecting, checking, publishing the results and re-examination of the tests, considering and recognizing high school graduation; fully preparing the conditions in human resources, material facilities and equipment for the organization of the exam in the locality; allocating funds from the local budget to organize the exam; ensuring the regulations on epidemic prevention, food hygiene and safety, security and order; creating favorable conditions for travel and accommodation for candidates and their relatives at all test sites; mobilizing and supporting candidates who are children of poor households, in remote areas, the ones with disabilities and living in natural disaster-affected areas to participate in the exam; not allowing any candidate to quit the exam because of economic or travelling difficulties; inspecting and examining the preparation and organization of the exam under the guidance of the Ministry of Education and Training and the Government Inspectorate, ensuring absolute safety, honesty, and preventing errors, nagativeness and violation of regulations.

- The Ministry of Labor, War Invalids and Social Affairs: To promulgate documents to direct and guide the enrollment of vocational education at all levels.

- The Ministry of Public Security: To direct the professional units and the Police of the provinces and centrally-run cities to take measures to ensure security and safety for the exam.

- The Government Inspectorate: To direct the Inspectorate of provinces and centrally-run cities to assign the participants of the Provincial Steering Committee and the local delagation for inspection and examination.

- The Ministry of Information and Communications: To direct the media and press agencies to promptly, fully and accurately inform the examination and enrollment.

- Ministries, ministerial-level agencies, Government-attached agencies, Vietnam Posts and Telecommunications Group, Military Industry and Telecoms Group, Vietnam Post Corporation according to their assigned functions and tasks, have responsibility to actively coordinate and actively participate with the Ministry of Education and Training and the provincial-level People's Committees to organize the exam; ensure conditions for electricity supply, posts and telecommunications, transportation, medical examination and treatment, food safety and hygiene, prevention of natural disasters and epidemics and well perform the tasks assigned by the Ministry of Education and Training, make proposals and recommendations in the coordination plan for exam organization.

 - The Central Executive Committee of the Ho Chi Minh Communist Youth Union: To direct all levels of the Youth Union of provinces and centrally-run cities to participate in the work of ensuring order and safety for the examination in the locality according to the general direction of the Provincial Steering Committee.

- The higher education and vocational education institutions publicly announce their schemes and methods of enrollment before candidates register for the exam; prepare conditions for enrollment to ensure fairness and transparency; mobilize and assign officials and lecturers of higher education institutions to participate in exam inspection and examination in localities under the direction of the Ministry of Education and Training.
