Chairman of the Provincial People's Committee Tran Quoc Van works with the Asian Development Bank

On February 26, at the Headquarters of the Provincial People's Council – the Provincial People's Committee, Mr. Tran Quoc Van, Deputy Party Secretary, Chairman of the Provincial People's Committee had an online meeting with the Asian Development Bank (ADB) on the proposals of calling for foreign-invested projects. At the Hung Yen provincial destination, the meeting witnessed the attendance of Mr. Dang Ngoc Quynh, Member of the Provincial Standing Committee, Standing Vice Chairman of the Provincial People's Committee; Mr. Nguyen Hung Nam, Vice Chairman of the Provincial People's Committee.

At the meeting, delegates heard an overview of the province's socio-economic development; the point of view and development orientation for the period of 2020 - 2025, with a vision to 2030. Based on the fact, the Provincial People's Committee proposes ADB to support the province in performing projects in the irrigational sector and urban and transport infrastructure in the period of 2021 - 2025, including: Investing and upgrading the system of irrigational works in the province; the centralized wastewater treatment area in My Hao town; the project on constructing the frontage road of the industrial zone in the south of the railway from Nhu Quynh to Luong Tai; the investment in the construction of La Tien passenger port; the investment in the construction of Binh Minh passenger port; the investment in the construction of Yen Lenh passenger port; Building the provincial road No. 377 from the intersection point between the district road No.53 (Thuan Hung junction) in Thuan Hung commune, Khoai Chau district to the intersection point with the provincial road No. 376 in Hong Quang commune, An Thi district; dredging, embankment and building sluice on Mo Qua river.

Next, delegates discussed and clarified a number of issues on the actual borrowing needs of Hung Yen province; the efficiency after investment; loan interest rate; borrowing limit; the feasibility of projects ... The representative of ADB would like to find out in detail the projects proposed by the province in the next working time.

Speaking at the meeting, Chairman of the Provincial People's Committee Tran Quoc Van said: Hung Yen is one of the provinces most affected by the impacts of climate change. At present, the economic conditions of the province are still facing many difficulties, and the infrastructure is inadequate to adapt to climate change. In the condition that local budget capital is still limited, ODA capital is always an important foreign resource to supplement the state budget to invest in developing many sectors and fields to facilitate upgrading the socio-economic infrastructure in the province. The province wishes to receive ADB's support to implement the socio-economic infrastructure development projects that are adaptable to climate change. The Chairman of the Provincial People's Committee expected that, on the basis of projects that the province proposed to borrow capital, ADB would study the interest rates and loan terms, thereby building priority plans to support each project; at the same time answering some issues that were of concern to ADB's representatives. Regarding the comments and questions raised by the representatives of ADB at the meeting, the Chairman of the Provincial People's Committee requested departments, branches and localities to study and explain to the bank's representatives in the next working sessions.
