The Government implements the Resolution of the 14th National Assembly on the socio-economic development tasks in 2021

On December 28, the Government organized a teleconferences with localities to implement the Resolution of the 14th National Assembly on the socio-economic development tasks in 2021. Comrade Nguyen Phu Trong, General Secretary, State President attended and directed the conference. In the attendance were Politburo members: Mr. Nguyen Xuan Phuc, Prime Minister; Mrs. Nguyen Thi Kim Ngan, Chairwoman of the National Assembly; Mr. Tran Quoc Vuong, Standing member of the Secretariat.

Speaking at the opening of the conference, Prime Minister Nguyen Xuan Phuc said that 5 years ago, when the Government embarked on the performance of the socio-economic development plan, the economy faced many difficulties both within and out of the country. After 5 years of retrospect, the country has been really better, with high growth, people enjoy development achievements, the confidence is strengthened ... We have taken on many important roles in the international and regional arena and successfully organized many important international events.

By 2020, Vietnam has gained the dual goal of preventing and combating Covid-19 epidemic and maintaining economic growth. The Party building and anti-corruption work have been promoted by the Party and State. With the determination of the entire political system and the consensus of the people and businesses, Vietnam has generated more than $ 1,200 billion of GDP for nearly 5 years, on a stable macroeconomic foundation. According to the World Bank’s data, with an average economic growth of 6.8% / year in the 2016-2019 period, Vietnam is among the top 10 highest growing countries. Vietnam is not only successful in the economy but also made rapid social progress. More than 8 million jobs have been created, the income and living standards are increasing day by day. The targets for 2021, of which GDP growth will be about 6%, have been balanced and calculated on many factors. The situation has faced many challenges, but the Government is determined to increase GDP growth by 0.5 percentage in 2021. The Prime Minister emphasized that Vietnam has not stood in the top group in the world in term of income, but completely able to take the lead in some areas.

At the conference, delegates listened to the Politburo member, Standing Deputy Prime Minister Truong Hoa Binh presented a brief report on the performance of the socio-economic development plan in 2020 and the period of 2016 - 2020; the expected directions and tasks in the coming time. To carry out the Resolutions and conclusions of the Party and the National Assembly on the socio-economic development in the 2016-2020 period and annually, the Government has actively issued resolutions and specific action programs; formulated the operating plans and scenarios and drastically directed all levels, branches and localities to focus on synchronous and effective implementation of tasks and solutions. In 2020, before the complicated and serious development of the Covid-19 epidemic, the Government and the Prime Minister promptly issued many conclusions, resolutions, directives and directed all levels and branches to perform the "dual goals": Both drastically prevent and fight epidemic with the spirit of "fighting against the epidemic like fighting the enemy", while focusing on the socio-economic recovery and development and ensuring people's lives. To focus on directing the performance of specific tasks and solutions to remove difficulties for production and business, and support employees and people in difficulty. To accelerate disbursement of public investment capital, speed up the progress of national important projects. At the same time, to attach importance to directing the implementation of tasks of cultural and social development, ensure national defense, security, and social order and safety; flexibly and effectively deploy foreign affairs and international integration, promote the image of a safe, humannism and good country of Vietnam.

Thanks to the fierce determination of the entire political system, all levels and sectors, and the unanimity and outstanding efforts of the business community and the people of the country, Vietnam has overcome many difficulties and challenges and gained important and comprehensive achievements in almost all fields, making many outstanding marks in 2020 and the 2016-2020 period. The growth rate in the period of 2016 - 2019 reaches an average of 6, 8% / year; in 2020: 2.91%. GDP scale increased by about 1.4 times as compared to 2015; GDP per capita in 2020 is estimated to reach about 2,750 USD. The consumer price index (CPI) decreased from 18.6% in 2011 to less than 4% in the period of 2016 - 2020. The State budget revenue in 2020 has reached 96% of the estimate. The total social investment capital as compared to GDP is about 33.4%. Total export and import turnover in 2020 is estimated to gain at 543.9 billion USD. The rate of poor households according to multidimensional standards has decreased from nearly 10% in 2015 to less than 3% by 2020. National defense and security have been strengthened, national sovereignty is maintained; foreign relations and international integration have attained many important results ...

The year 2021 is of special importance, which is the year that holds the 13th National Party Congress, the election of deputies to the 16th National Assembly and the People's Councils at all levels for the term of 2021-2026 and the first year of performing the socio-economic development plan for the period of 2021 - 2025 and the 10-year socio-economic development strategy (2021 - 2030). Specific targets are set for the year 2021 with 12 main targets, of which: the gross domestic product (GDP) increases by about 6%; the average consumer price index (CPI) is about 4%; the proportion of total factor productivity (TFP) to growth is about 45-47%; social labor productivity increases by about 4.8%; the rate of trained workers is about 66% (in which the rate of trained workers with degrees and certificates is about 25.5%); the health insurance coverage is about 91%; the rate of poor households decreases by 1-1.5 % as compared with 2020; the forest coverage rate is about 42% ...

To successfully carry out the 2021 goals and tasks and create a solid foundation for the realization of the national development strategy goals and orientations for the next 5 years, the next 10 years, the year 2021 and the coming time, all levels, sectors, business community and people nationwide need to continue to renew their thinking, act more drastically and effectively, overcome difficulties, turn challenges into opportunities, make good use of achievements of the Fourth Industrial Revolution and the trend of shifting investment, commerce, digital transformation, the development of new business models, the changes in production methods, consumption and communication around the world…

The conference spent a lot of time for ministries, branches, Government members and localities to contribute their opinions to reports and draft resolutions of the Government that were presented by the Deputy Prime Minister. At the same time, to discuss, present recommendations and suggestions as well as respond, explain and clarify some opinions and recommendations directly at the conference.

Speaking at the conference, General Secretary and State President Nguyen Phu Trong emphasized that 2020 is a year with many difficulties, great challenges, unexpected appearance, with bad impacts, which heavily influenced on the country, however, the country has completed quite comprehensively the goals, with many outstanding marks. The General Secretary and State President affirmed that, in recent years, the Party building, anti-corruption and negative activities have been promoted, deepened and effective. Corruption and negativity continue to be curbed, tend to decrease, many cases have been investigated and strictly judged, and highly appreciated and supported by people.

With the achievements in 2020 and the 12th term, the General Secretary and State President expressed his confidence that, after this conference, with new beliefs, new spirit, new motivation, the Government and local authorities, together with the entire Party, the entire people and the entire army continue to strengthen solidarity, strive with the determination to make higher efforts, more dynamic and creative to successfully realize their objectives and tasks set for the year 2021 and term 13.

On the occasion of entering the new year of 2021 and welcoming Tan Suu spring, on behalf of the leaders of the Party, State, General Secretary and State President wishes the Government and local authorities to continue to promote achievements, results and lessons, overcome limitations and weaknesses, lead, direct and operate activities in a more drastic manner; higher effect and efficiency; fulfill the responsibilities entrusted by the Party, State and people.
