The Regulation on determining the governance and public administration performance index of the People's Committees of districts, towns and city in the province

On 23/11/2020, the People's Committee of Hung Yen province issued the Decision No. 2742 / QD-UBND promulgating the Regulation on determining the governance and public administration performance index of the People's Committees of districts, towns and city in the province.

The scope and object of application of the Regulation are: To regulate the monitoring and evaluation of the results of improving the Governance and Public Administration Performance Index (hereinafter referred to as the PAPI Index) of the People's Committees of districts, towns and citiy in Hung Yen province.

Accordingly, the content and scale of the assessment are defined as follows: The determination of the PAPI Index is done according to the component criteria and criteria with specific scores as specified in the governance and public administration performance index set issued together with the Decision (hereinafter referred to as the PAPI Set). The contents of the PAPI set include 9 criteria corresponding to the evaluation contents, such as: the direction and administration; citizen’s participation at the grassroots level; transparency; accountability to people; control of corruption in the public sector; public administrative procedures; provision of public services; environmental governance; electronic management.

Scores are calculated as 100 points (corresponding to 100%). The score level is determined specifically for each criterion and component criterion according to the provisions of the PAPI set. For units by functions and tasks that do not have to perform all the criteria of the PAPI set, the assessment scale is calculated corresponding to the percentage (%) of the score of the evaluated contents and criteria.

The assessment methods include:

- The self-assessment of the district-level People's Committee: The units self-monitor, evaluate and score the results of the implementation of the tasks to improve their governance and public administration performance according to the criteria and component criteria as specified in the respective set of indicators under the guidance of the Department of Home Affairs. The self-assessment scores are shown in the column “Self-assessment score”. The self-assessment scores of units are presided over by the Department of Home Affairs in coordination with relevant agencies to appraise and shown in the column "Appraisal score".

- Determine PAPI: Total score of the unit = Total appraisal score of each criterion, component criterion. PAPI is determined by the percentage (%) between the total achieved score and the total maximum score (100 points). The PAPI is shown in the last row of the index table. The component index by domain and criterion is determined by the percentage (%) between the achieved score and the maximum score of each field or criterion.

In addition, the Regulation also specifies the assessment process for determining PAPI set; the data closing time and execution time; solutions; responsibilities of heads of departments and branches are assigned as focal points by the Provincial People's Committee and the People's Committees of districts, towns and city.
