On June 4, the Provincial People's Committee held a conference to summarize Hung Yen state administrative reform overall Program for the period 2011-2020 and build the overall Program on state administrative reform for the period 2021 - 2030.

In the 2011-2020 period, the public administration reform (PAR) in the province has gained many outstanding results. The PPC has issued a lot of directing and operating documents and strictly performed the PAR inspection. PAR in the units is concerned and improved; the satisfaction rating of people and organizations has increased. The province's institutional reforms have achieved certain results in recent years and highly appreciated by the Ministry of Justice.

To date, 100% of administrative agencies have a modern one-stop shop; 99% of job records are processed on network environment; the province has provided 527 online public services at level 3 and 284 online public services at level 4. The streamlining of payroll and clues and simplification of administrative procedures have been carried out drastically. The recruitment, training and retraining of capacity and qualifications for the contingent of cadres, civil servants and public employees are carried out regularly. Especially, the Center for Public Administration in Hung Yen has come into operation, which has contributed to increasing the publicity and transparency in the process of handling administrative procedure files for people and organizations.

However, the direction and administration work in some units have not been really drastic. The administrative reform results of these units have not changed positively over the years; the number of administrative procedures files generated by online public services at level 3, level 4 and public postal services has not yet met required rate; the percentage of public non-business units that self-guarantee regular or partial recurrent expenditures is still low.

The overall Program of state administrative reform in Hung Yen for the period 2021 - 2030 will focus on the following main tasks: Institutional reform, administrative procedure reform, reform of state administrative apparatus organization; build and improve the quality of cadres, civil servants and public employees, reform public finance and modernize the administration. In particular, focusing on renovating and perfecting the leadership of Party committees and authorities from the district to grassroots levels; innovating methods, improving the efficiency of law dissemination and education; strengthening the control of administrative procedures, one-door mechanism, one-stop shop; urging departments and branches to speed up the construction process, submiting to the Chairman of the Provincial People's Committee to promulgate internal procedures for settlement of administrative procedures; continuing reviewing and reorganizing administrative agencies, organizations and public non-business units; strictly implementing payroll management regulations in association with the performance of payroll streamlining; carrying out training and retraining programs for cadres, civil servants and public employees according to quotas; improving online working skills for staff; raising the spirit of serving the people, taking the satisfaction of the people and organizations as a measure to evaluate the task completion of organizations and individuals; applying information technology in directing and managing activities of agencies, units and handling documents and administrative procedures ...

Speaking at the conference, Mr. Nguyen Van Phong, Chairman of the Provincial People's Committee, asked units and localities to seriously evaluate and recognize the shortcomings so as to give a timely solution. In which, focusing on effective implementation of the state administrative reform plan in the period of 2016 - 2020; enhancing the propaganda of advanced examples and criticizing branches and localities for occurrence and restriction; improving the responsibility of advising on the development of legal documents and systematizing documents to ensure the simplicity and transparency; strengthening the control of administrative procedures, promoting the application of online public services and public postal services, reducing the time to implement administrative procedures; rearranging and consolidating the whole machine, training and improving skills and qualifications for cadres and civil servants to meet the requirements of serving the people in new conditions with increasing demands on capacity, qualifications and service attitude, contributing to the successful implementation of socio-economic development tasks and maintaining national security and defense.

On this occasion, the Chairman of the Provincial People's Committee awarded the Certificates of merit to 30 collectives and 26 individuals with outstanding achievements in the implementation of Hung Yen state administrative reform overall Program for the period 2011-2020.
