The socio-economic situation in Hung Yen in October and 10 months of 2019

 1. Agriculture and fishery

The key task in agricultural production over the past time in the province is to focus on quickly harvesting the seasonal rice, taking advantage of the favorable weather to urgently cultivate the winter crops and prevent and control African swine fever, protect the herds of cattle and poultry safely.

   1.1 Agriculture

   a. Crop

   For the summer-autumn rice production: This year's summer-autumn rice covers an area of 30,973 ha, down 6.14% (down 2,027 ha), of which the high quality rice area is more than 18 thousand ha, accounting for 60% of the total area, including such rice varieties as Bac Thom 7, Huong Thom 1, Hung Yen sticky rice, ... High yield rice covers an area of about 10 thousand ha, accounting for 33% of the area, including such rice varieties as KD18, Thien Uu 8, TBR1, TH 3-3, ...

   This year's weather is favorable for rice to grow and develop, rice pests and diseases only come scatteredly at the end of the crop in some areas. By October 15, 2019, the whole province basically has harvested the ​​winter rice. Based on the preliminary evaluation and survey results, this year's crop yield is estimated to reach at 60.5 quintals / ha, seeing an increase of about 2 quintals / ha as compared to the previous year and it is considered as a bumper crop, farmers are excited, confident and assured in production.

   Regarding the cultivation of winter crops: together with the urgency of harvesting winter rice, localities in the province also actively direct the cultivation of winter crops. This year's weather is less rainy, more sunny, creating favorable conditions for farmers to harvest and plant winter crops. According to the progress report to October 21, the whole province has planted 6,807 ha of vegetables, reaching 62% of the plan, of which: maize: 1,875 ha; potato: 70 ha; groundnut, soybean: 328 ha; pumpkins of all kinds: 880 ha; medicinal materials, ornamental flowers: 727 ha; vegetables of all kinds: 2,927 ha; ...

   b. Breed

    Since the beginning of the year, the province's livestock industry has faced many difficulties and challenges when the African swine fever outbreaks and impacts widespread. In the the epidemic situation, the prevention and control of epidemic have been conducted drastically throughout the province. The province has provided disinfectant chemicals, lime powder and supported for spraying disinfectant chemicals: 99,702 liters of chemicals, 7,402 tons of lime powder and 1,549.8 million VND of spraying money. In particular, the province has supported 51,636 liters; the district level: 10,539 liters, 345 tons of lime powder and VND 1,012.8 million VND of spraying money; the commune level: 5,762 liters, 2,004 tons of lime powder and 537 million VND of spraying money; breeders: 31,765 liters, 5,053 tons.

   As a result, to spray disinfectant chemicals and sprinkle lime powder to date: 99,702 liters of disinfectant chemicals, 7,402 tons of lime powder corresponding to over 58.0 million m2 of breeding facilities and the environment (In which: disinfectant chemicals of the province: spraying 25.4 million m2; district and commune and farmers: over 32.6 million m2).

   Epidemic situation: There are 151 communes, wards and towns of 10 districts, towns and city announcing the outbreak, including: Hung Yen city (13/17 communes and wards); Yen My (17/17 communes, town); An Thi (21/21 communes, town); Kim Dong (16/17 communes, town); My Hao (13/13 communes and wards); Van Giang (10/11 communes and town); Tien Lu (15/15 communes, town); Phu Cu (14/14 communes, town); Van Lam (11/11 communes, town); Khoai Chau (21/25 communes). As of September 27, 2019, 131 communes and wards of 10 districts, towns and city have announced the ending of the outbreak, including: Hung Yen City (13/13 communes, wards); An Thi (20/21 communes, town); Yen My (15/17 communes, town); My Hao town (13/13 communes and wards); Kim Dong (12/16 communes and town); Khoai Chau (17/21 communes, town); Van Lam (9/11 communes and town); Phu Cu (13/14 communes, town); Tien Lu (11/15 communes, town); Van Giang (9/10 communes and town)

   During the week of 21-27 / 9/2019, to continue to detect sick and dead pigs and destroy them as prescribed: 502 pigs (9,852 kg) in 4 households, in 4 communes of 2 districts and city, specifically as follows: Khoai Chau district: 490 pigs (9,164 kg) in 3 households in 3 communes; Kim Dong district: 12 pigs (688kg) in 1 household in 1 commune.

   From February 1, 2019 to September 27, 2019, the province has destroyed 197,157 pigs (11,160,476 kg) at 11,091 households, 774 villages, 156 communes, wards and towns of 10 districts, towns, city.

   Commenting on the epidemic situation: In Hung Yen province, the disease has tended to slow down, the number of sick and dead pigs to be destroyed has gradually decreased.

   Through the review, listing and collection of information at the livestock survey area on October 1, the districts, towns and city have assessed the production situation, showing that the buffalo and cow herds in the whole province develop stably. Pigs are estimated to reach at 374,590 ones, down 41.15% over the same period last year.

2. Industrial production

   Industrial production index in October increased by 11.84% over the same period last year. In which: mining industry increased by 7.82%; processing and manufacturing industry increased by 11.78%; electricity production and distribution rose by 9.86%; water supply, waste management and treatment saw an increase of 18.72%. Some industrial products in the month increased over the same period last year such as noodles, vermicelli, instant porridge increased by 8.10%; poultry feed rose by 36.57%; non-carbonated mineral water up 15.08%; clothes of all kinds increased by 14.49%; carton boxes up 8.03%; paint and varnish soluble in water rose by 12.83%; construction clay bricks (except for ceramics and porcelain) with the norm of 220x105x60 mm increased by 13.76%; iron and steel of all kinds rose by 10.88%; integrated electronic circuits up 12.19%; other circuit protection devices used for voltage not exceeding 1000 V, not yet classified, up 28.49%; other spare parts of motor vehicles increased by 22.47%; commercial electricity rose by 9.33%;...

   Generally for the first ten months of 2019, the industrial production index increased by 11.43% over the same period in 2018. Of which: Mining industry (sand) increased by 5.86%; processing and manufacturing industry rose by 11.38%; electricity production and distribution up 9.10%; water supply, waste management and treatment activities, saw an increase of 16.73%. Some industrial products increased over the same period in 2018 such as: poultry feed up 34.3%; non-carbonated mineral water rose by 12.59%; clothes of all kinds up 13.36%; wooden windows and doors increased by 5.45%; carton boxes up 7.44%; paint and varnish soluble in water rose by 15.45%; plastic products increased by 10.15%; iron and steel of all kinds up 5.03%; integrated electronic circuits increased by 14.21%; DC / AC motors with a capacity of over 37.5W rose by 18.53%; mono wire in roll up 13.12%; other spare parts of motor vehicles increased by 9.53%. African swine fever has been developing and spreading widely, so the demand for animal feed has dropped sharply, making the index of cattle-feed production in ten months decrease by 16.5% over the same period last year.

   3. Investment activity

   The investment capital in local budget in October is estimated to reach at 235,400 million VND, up 16.80% as compared to the same period in 2018. Of which, the provincial budget capital reached 99,360 million VND, up 25.08%; the district budget: 70,150 million VND, up 27.76%; the commune budget: 65,890 million VND, down 1.93%.

   Generally in the first ten months of 2019, the investment capital in local budget is estimated to reach at VND 1,928,722 million, up 13.93% over the same period in 2018 and reaching 76.22% of the plan. In which: the provincial budget capital is VND 886,315 million, up 16.86% as compared to the same period in 2018 and reaching 69.35% of the plan; the district budget: VND 587,359 million, up 24.62% over the same period in 2018 and reaching 77.81% of the plan; the commune budget: VND 455,048 million, down 1.76% as compared to the same period in 2018 and reaching 91.47% of the year plan.

    Foreign investment activity: As of October 21, 2019, the province has had 459 foreign-invested projects registering for operation, with a total capital of 4,573,628 thousand USD, of which from the beginning of the year up to now, there are 37 newly registered projects with a capital of 290,175 thousand USD. The countries with the largest number of projects and investment capital are as follows: Firstly, Japan has 162 projects with the registered capital of USD 2,821,494 thousand, accounting for 61.69% of the total capital; secondly, South Korea has 138 projects with the registered capital of 677,249 thousand USD, accounting for 14.81% of total capital; the third is China with 97 projects and a registered capital of 519,505 thousand USD, accounting for 11.36% of total capital.

4. Trade and services

   Retail of goods and services

   Total retail sales of consumer goods and services in October are estimated to reach at VND 3,266,121 million, up 1.81% over the previous month and up 10.71% over the same period in 2018. Generally for the first ten months of 2019, total retail sales of goods and services are estimated to attain at VND 31,483,164 million, up 11.60% over the same period in 2018.

   By industry, the retail sales of goods in ten months are estimated to reach at VND 22,960,247 million, accounting for 72.93% of the total retail sales of goods and services and up 11.67% over the same period last year. Some main groups increased as follows: food and foodstuff rose by 7.14%; garments increased by 11.03%; home tools and appliances up 13.13%; wood and construction materials increased by 12.26%; gasoline of all kinds rose by 43.22%; other goods up 29.64%; ...

   The turnover of accommodation and catering services in ten months is estimated to attain at 1,568,015 million VND, accounting for 4.98% of the total retail sales of goods and services and up 14.31% over the same period in 2018. Of which: Accommodation service: VND 56,996 million, up 0.96%; catering service: 1,511,019 million VND, up 14.89%.

   Revenue from tourism and travel services in ten months is estimated to reach at 6,464 million VND, up 12.30% over the same period in 2018.

   Other services’ revenues in ten months are estimated to attain at 6,948,938 million VND, accounting for 22.07% of total retail sales of goods and services and up 10.76% over the same period in 2018. Some service sectors in ten months have increased dramatically as compared to the same period last year as follows: real estate business service increased by 11.32%; education and training rose by 15.34%; health and social assistance activities increased by 12.59%; administration and support services up 10.2%; ...

   b. Transport operation

   Passenger transport in October is estimated to reach 1,486 thousand carriers and 81,030 thousand passengers, respectively increased by 4.97% in carriers and 6.74% in passengers over the same period last year; passenger transport revenue is estimated to attain at VND 64,060 million, up 8.31%. Generally for ten months, passenger transport is estimated to reach at 13,567 thousand carriers and 793,507 thousand passengers, respectively increased by 11.62% in carriers and 12.78% in passengers as compared with the same period in 2018; passenger transport revenue is estimated to attain at 616,313 million VND, up 14.8%.

   Cargo transport in October is estimated to reach at 3,135 thousand tons of freight and 110,760 thousand tons for rotational goods, respectively increased by 4.86% in tons of freight and 5.49% in tons of rotational goods over the same period last year; cargo transport revenue is estimated to attain at VND 248,225 million, up 4.19%. Generally for ten months, cargo transport is estimated to reach at 27,905 thousand tons for freight and 997,458 thousand tons for rotational goods, respectively increased by 12.09% in tons of freight and 11.79% in tons of rotational goods as compared to the same period in 2018; cargo transport revenue is estimated to attain at VND 2,240,917 million, up 12.01%.

   5. Price index

   a. Consumer price index

   The consumer price index (CPI) in October continues to increase as compared to the previous month, up 0.98%. In particular, there are 8/11 goods and services groups whose price indexes increased, including: restaurants and catering service up 2.25%; beverages and cigarettes increased by 0.26%; garments, hats and footwear rose by 0.08%; housing, electricity, water, fuel and construction materials up 0.53%; home appliances and equipment increased by 0.04%; transport service rose by 0.97%; culture, entertainment and tourism up 0.68%; other goods and services increased by 0.06%. There are 2/11 groups of goods and services with stable price indexes as compared to the previous month, including: medicines and medical service; educational service. Post and telecommunication services decreased by 0.04% as compared to the previous month.

   As compared to December 2018, the CPI in October increased by 3.18%. Of which: restaurants and catering services increased by 5.16%; beverages and cigarettes rose by 3.56%; garments, hats, footwear up 1.02%; housing, electricity, water, fuel and construction materials increased by 0.96%; home appliances and equipment rose by 1.8%; medicines and medical service up 2.52%; transport service increased by 2.86%; post and telecommunications fell by 0.32%; education service increased by 3.54%; culture, entertainment and tourism rose by 2.26%; other goods and services up 5.03%.

   As compared to the same period in 2018, the CPI in October increased by 2.33%. In particular, the group of restaurants and catering service increased by 3.31%; beverages and cigarettes rose by 4.1%; garments, hats, footwear increased by 2.01%; housing, electricity, water, fuel and construction materials decreased by 1.2%; home appliances and equipment increased by 2.91%; medicines and medical service rose by 8.74%; transport service decreased by 3.63%; post and telecommunication services declined by 0.72%; education service increased by 3.54%; culture, sports and entertainment rose by 2.74%; other goods and services up 5.06%.

   On average, in ten months, the CPI increased by 1.36% over the same period in 2018. Of which: restaurants and catering service increased by 2.22%; beverages and cigarettes rose by 2.31%; garments, hats, and footwear increased by 1.16%; housing, electricity, water, fuel and construction materials decreased by 0.51%; home appliances and equipment increased by 1.77%; medicines and medical service rose by 2.77%; transport service decreased by 1.36%; post and telecommunications declined by 0.56%; educational service increased by 2.19%; cultural, entertainment and tourism services increased by 0.91%; other goods and services rose by 1.91%.

   b. Gold price index and US dollar

   Gold price index in October decreased by 1.26% as compared to the previous month and at an average price of 4,167,000 VND / tael. The US dollar price index decreased by 0.12% as compared to the previous month, the average price is 23,236 VND / USD.

   6. Financial and banking activities

   a. State budget revenue

   The budget revenue in October is estimated to reach at VND 1,605,878 million, up 9.97% over the same period in 2018. Of which: domestic revenue is VND 1,325,878 million, seeing an increase of 8.23%; import and export tax: 280,000 million VND, up 19.02%. Some expected revenues in the month are as follows: Revenue from central state-owned enterprises: VND 20,443 million, down 24.4%; revenue from local state-owned enterprises: VND 3,827 million, up 16.89%; revenue from foreign-invested enterprises: VND 251,703 million, down 31.69%; revenue from non-state sector: VND 337,688 million, up 29.65%; registration fee: 33,378 million VND, down 0.85%; personal income tax collection: VND 89,373 million, up 21.92%; land and house revenues: VND 512,522 million, up 30.04%.

   Generally for ten months, the state budget revenue is estimated to reach at VND 11,910,283 million, up 21.03% over the same period in 2018 and reaching 92.58% of the year plan. In which: domestic revenue is VND 8,780,000, up 20.47% and reaching 91.79% of the plan; import and export tax: 3,130,283 million VND, up 22.64% and reaching 94.86% of the plan. Some domestic revenues are as follows: revenue from central state-owned enterprises: VND 171,000 million, up 1.21%; revenue from local state-owned enterprises: 30,000 million VND, up 22.68%; revenue from foreign-invested sector: 1,550,000 million VND, up 0.82%; revenue from non-state sector: VND 2,670,000 million, up 27.17%; registration fee: 295,000 million VND, up 21.02%; personal income tax: VND 730,000 million, seeing an increase of 16.90%; revenue from land and housing: 2,754,000 million VND, up 32.48%.

   b. State budget expenditure

   From January 1, 2019 to October 21, 2019, local state budget expenditure reaches 8,035,449 million VND, getting 91.2% of the year plan. In which: the expenditure on development and investment is VND 3,211,277 million, reaching 127.87% of the plan; regular expenditure: 4,824,172 million VND, reaching 76.58% of the plan. Some areas of recurrent expenditure are as follows: Expenditure on economic activities: 514,311 million VND; expenditure on education and training: VND 1,747,184 million; expenditure on health care services: VND 405,101 million; expenditure on cultural, physical training and sport activities: VND 88,384 million; social security spending: 469,311 million VND; administrative management expenses: VND 1,112,835 million; other expenses: VND 460,571 million.

   c. Banking activity

   As of September 30, 2019, the total capital of credit institutions reaches VND 81,113,598 million, up 11.23% as compared to December 31, 2018. In which: the capital mobilized from people and economic organizations reaches 72,427,968 million VND, up 12.99% and accounting for 89.29% of total capital.

   Total outstanding loans to the economy reach VND 59,461,750 million, seeing an increase of 6.41% as compared to December 31, 2018. Of which: the short-term loans: 41,450,681 million VND, seeing an increase of 4.86%; medium and long-term loans: VND 18,011,069 million, up 10.16%. Outstanding loans in local currency: VND 57,050,119 million, up 6.6%; outstanding loans in foreign currency: 2,411,631 million VND, up 2%. Credit quality: Bad debts (in group 3,4,5) are VND 965,177 million (accounting for 1.62% of total loans), down 19.01% as compared to December 31, 2018.

7. A number of cultural and social activities

   a. Cultural activity

   In the past month, the whole province has organized many cultural, artistic and sports activities to celebrate the 89th founding anniversary of the Vietnam Women's Union (20/10/1930-20/10/2019) and Vietnamese Women's Day, October 20.

  On September 25, at the Provincial Cultural Center, the "The Mass Performance of Typical Villages, Cultural Civil Groups of Hung Yen province in 2019" took place. The festival saw the participation of nearly 300 amateur actors and musicians from 10 art clubs of the outstanding and typical villages and cultural civil groups, representing nearly 800 villages and cultural civil groups in the province. Each club participated in the festival with 03 performances such as: singing, dancing, solo, concert, animation ... The performances focused on praising the Party, Uncle Ho, the local socio-economic development achievements; the movement to build the cultural family; cultural villages and civil groups, new rural areas construction, the environmental protection; criticizing backward habits, vices, bad practices in weddings, funerals and festivals...

     b. Medical activity

   The epidemic surveillance is carried out regularly, there is no disease occurring in the province. To ensure the guard and report on the epidemic in accordance with regulations. No infectious diseases causing dangerous epidemics such as: cholera, Japanese B encephalitis, dengue... are detected. A number of other infectious diseases appear sporadically in the districts. To distribute expanded vaccines and supplies as planned for grassroots to deploy the vaccinations for children every month. During and after the vaccination, no complications occurr. The number of pregnant women who have been examined more than 3 times before giving birth reaches 98%, the rate of deliveries by medical staff is 100%.

   Food safety and hygiene: Food safety and hygiene is regularly implemented. In the first nine months of the year, there are no cases of food and collective poisoning in the whole province.

   HIV / AIDS prevention: The cumulative number of people living with HIV / AIDS by the end of September is 1,746 people. Of which: The number of people living with HIV / AIDS is 889 people; the number of patients died of AIDS is 857 people.

   c. Environmental protection and fire and explosion prevention

   From September 16, 2019 to October 15, 2019, a decision has been issued to sanction administrative violations of seven environmental violations, the total amount of the fine is about 427 million VND. The main cause of violation is the discharge of waste water and exhaust gas causing environmental pollution in excess of the permitted technical standards, in addition, there is a violation of illegal land exploitation.

    In the past month (from September 16, 2019 to October 15, 2019), no fire or explosion occurrs in the province.

   d. Traffic Safety

   According to the data from the Traffic Safety Board of Hung Yen province, from September 15, 2019 to October 14, 2019, there are 14 traffic accidents, all of which are road accidents, 10 people killed, 10 people injured. As compared to the previous month, the number of accidents decreased by 1 case, down 6.67%; the number of deaths is the same as last month; the number of injured people reduced by 14 people, decreased by 58.33%. From the beginning of the year to the end of October 14, 2019, there have been 129 traffic accidents, 101 people killed, 90 people injured. As compared to the same period in 2018, the number of accidents decreased by 3 cases, down 2.27%; the number of deaths rose by 4 people, up 4.12%; the number of injured people decreased by 11 people, down 10.89%.
