Cooperatives and cooperative economic forum in 2024

Comrade Pham Minh Chinh, Member of the Politburo, Prime Minister on February 2, chaired the 2024 Cooperatives and Economic Forum with the theme "To complete support policies of the State according to the Resolution No. 20-NQ/TW dated June 16, 2022 - Motivation to promote collectives and cooperative economic development in the new period". Co-chairing the forum was Mr. Le Minh Khai, Secretary of the Party Central Committee, Deputy Prime Minister, Head of the Steering Committee for Innovation and Development of Collectives and Cooperative Economy. The forum was streamed online to access points of 63 provinces and centrally-run cities. At the Hung Yen’s bridge point, the conference drew the attendance of comrade Nguyen Le Huy, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee.

Speaking at the opening of the forum, Prime Minister Pham Minh Chinh affirmed that the collective economy and cooperatives are one of the four important economic sectors. In recent years, the Party, State, Government, all levels, sectors and localities have always paid attention to and promulgated and implemented a lot of guidelines, mechanisms and policies to develop the market economy and cooperatives, contributing to helping the cooperative economy, cooperatives develop in both quantity and quality; better support for members, create jobs and increase income for workers. However, the cooperative economy sector of the country has not yet developed as expected and required. Therefore, new thinking, methods, and approaches are needed to help solve difficulties, limit inadequacies and weaknesses, and overcome challenges.

According to a report at the forum, it is estimated that by 2023, the country has had more than 31,700 cooperatives, 158 cooperative unions and 73,000 cooperative groups. In 2022, the average revenue of cooperatives has reached nearly 3.6 billion VND/year, an increase of 35% compared to 2021; the average profit is about 366 million VND/year, an increase of 71% compared to 2021; the average income of a regular worker in a cooperative in 2022 was 56 million VND/person/year. The Government has implemented many policies to support the collective economy and cooperatives; cooperatives make efforts to find markets and increase production; the training and fostering of cooperative officials and members is of concern; the policies on capital, infrastructure support, trade promotion, and market expansion have been amended and supplemented in accordance with the international situation, helping the cooperative economy and cooperatives develop...

At the forum, representatives of cooperatives, unions of cooperatives, businesses, ministries, branches and localities exchanged and discussed the achieved results, existing problems and limitations in the cooperative economy and cooperative areas; current policies to support the development of the cooperative economy and cooperatives as well as proposed directions, solutions, and support policies for the cooperative economy and cooperatives areas that are more practical and effective in the coming time.

Speaking at the conclusion of the forum, Prime Minister Pham Minh Chinh acknowledged the opinions and contributions of cooperatives, ministries, branches and localities. The Prime Minister emphasized that, thanks to the mechanisms, policies and attention of all levels and sectors, the collective economy and cooperatives have basically overcome the long-term weakness, contributing to building new-style rural areas, ensuring welfare, security and order, social safety, gradually affirming its important position and role in the national economy. The Prime Minister pointed out a number of shortcomings and limitations in cooperatives and cooperative economic activities and proposed that in the coming time cooperatives, ministries, branches and localities focus on implementing such a number of contents and solutions as: Promoting propaganda and awareness raising about the Cooperative Law 2023; soon issuing documents guiding the implementation of the Cooperative Law in 2023; soon completing documents on capital, land... for the field of cooperative economy and cooperatives; improving the quality of human resources in cooperatives; building support mechanisms and policies to ensure openness and focus, consistent with market mechanisms; strengthening coordination between ministries, branches and localities; continuing to effectively implement Directives and Resolutions of the Party and the Government, especially the Resolution No. 20-NQ/TW, dated June 16, 2022, the 5th Conference of the 13th Party Central Committee on continuing to innovate, develop and improve collective economic efficiency in the new period.
