Speaking at the opening session, Deputy Minister of Planning and Investment Tran Quoc Phuong said: Hung Yen is the 9th/11 provinces and cities in the Red River Delta region to complete the planning document. This is an opportunity to create a new development space. In 2022, Hung Yen's GRDP ranked the 16th in the country, the 7th in the Red River Delta region. However, the province's socio-economic development still faces such a lot of difficulties and challenges as: The GRDP scale is large but per capita is low, the openness of the economy is still low, the infrastructure is not synchronized, and low labor productivity, inadequate investment attraction, lack of high technology; inefficient land use, environmental challenges, resource mobilization is still difficult. Therefore, the province needs a new approach, new thinking; socio-economic development needs focus. In the planning, Hung Yen province needs to make solutions suitable to the planning, integrating the contents of provincial planning with regional and national planning; in accordance with the Law on Planning in order to exploit the position and role of the province and the region; the implementation solutions, strategic environmental assessment.

Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Huu Nghia said: To carry out the planning task, Hung Yen province has implemented the provincial planning by the integrated method according to the Law on Planning with the coordination and support of ministries and central branches; provinces and cities in the region and inherited experience for many years. The development perspective of the province in the coming time is to develop based on exploiting the advantages of geographical location of the province; developing rapidly, creating a breakthrough on the basis of attracting large investors, forming large-scale, synchronous and modern functional zones; sustainable and inclusive development, linking economic development with social development, environmental protection, effectively taking advantage of opportunities of the Fourth Industrial Revolution with the process of international integration; developing Hung Yen in the direction of a green, smart city with synchronous and modern infrastructure, gradually developing harmoniously the sub-regions of the province; socio-economic development in association with ensuring national defense and security, maintaining political security stability and social order and safety. In order to achieve the goals in socio-economic development in the 2021-2030 period, Hung Yen province has identified three strategic breakthroughs, including: Improving the business and investment environment; promoting administrative reform, building e-government towards digital government; completing synchronous and modern socio-economic infrastructure; developing high-quality human resources, promoting the application of science, technology, and innovation in association with arousing development aspirations and promoting cultural values for development. At the same time, the province has identified six key tasks to implement the provincial planning.

Secretary of the Provincial Party Committee Nguyen Huu Nghia suggested that professional agencies and experts continue to support and consult with the province to complete the planning and submit it to the Prime Minister for approval.

Then, Chairman of the Provincial People's Committee Tran Quoc Van briefly introduced the content of the provincial planning. In which, emphasis is placed on the development and construction of three central urban centers. To promote advantages to build socio-economic development axes, in which there are three vertical axes including: The central axis is the route connecting Hanoi - Hai Phong highway with Gie bridge - Ninh Binh highway; the Eastern axis is the Tan Phuc - Vong Phan route connecting the Hanoi - Hai Phong highway intersection with Thai Binh province; the Western axis is a route connecting the heritage, culture, tourism and economic development along the Red River. In addition, the province builds eight horizontal axes to promote socio-economic development. By 2037, Hung Yen province will become a centrally-run city, including 3 districts, 2 cities and 5 towns.

At the meeting, members of the Provincial Planning Appraisal Council and experts proposed such a number of contents as: Requesting the People's Committee of Hung Yen province to continue to coordinate with other departments, ministries and branches that are organizing the formulation of national sectoral planning, the Red River Delta region planning to update the content of the planning, ensuring the synchronization and consistency of the planning system. To continue to review the integration content; handle interdisciplinary issues to ensure consistency between the viewpoints, goals, development plans, layout of development space, data and solutions to implement the planning with the content of the provincial planning. It is proposed to clarify the role of orientation and leading the process of economic restructuring and transformation of the growth model of Hung Yen for the Red River Delta, especially dealing with the issue of agricultural and rural labor and employment; the impact and influence on the specific factors and conditions of the connection between the Hanoi capital region on the province's socio-economic development. To review, supplement and analyze in detail the regional, national and international factors and conditions affecting the development of the province in the planning period; supplement the content of analyzing the trend of green transition and development of the circular economy in the current context; actively implement international commitments, including the commitment to achieve net zero emissions by 2050.

Regarding the assessment of the current state of socio-economic development, the land use and the urban and rural system, the members of the Appraisal Council and experts propose to supplement and clarify industrial growth, quality of industrial growth, modernity and localization of industrial production. To propose an in-depth analysis on the shift of agricultural labor to industries that do not have much impact on the structure of the agricultural sector in the economy; clarify the main "bottleneck" in restructuring the agricultural sector when it is required to develop the commodity production and concentrated agricultural industry, with the larger scale of the province. To supplement the current status of tourism activities in the northern tourism space and the southern tourism space of the province to have a basis for proposing development directions and solutions for the coming period. To supplement specific data and compare labor productivity in each industry, agriculture and service sectors. To review and update data for education and training in the province. To supplement information and assess the status of special education for children with disabilities. To supplement analysis of health service delivery capacity by each field. To suggest adding specific data for proof; at the same time, supplement the assessments of land potential for agricultural, industrial and service development. To propose an in-depth assessment of the connectivity between the system of national highways and provincial roads and the intra-provincial traffic system; the system of different types of transportation together for logistics activities; the connectivity of residential areas with concentrated services, tourism, commercial and production areas with main traffic axes...

In addition, the Appraisal Council proposes to omit and supplement a number of specific indicators in socio-economic development in the period of 2031-2050 such as the growth rate of GRDP, GRDP per capita, the rate targets of urbanization, human development index. To research and supplement authentic arguments for the proposal that Hung Yen province will become a centrally-run city by 2037.

For the strategic environmental assessment of the planning, the members of the Appraisal Council and experts suggest considering additional content to identify, evaluate and forecast the nature and extent of negative impacts of the planning activities of Hung Yen province to the current environmental status of historical, cultural relics, scenic spots recognized as cultural heritages, tourism areas and attractions to give an overall orientation on environmental protection, adapt to climate change in the planning period.

Speaking at the conclusion of the meeting, Deputy Minister of Planning and Investment Tran Quoc Phuong assessed Hung Yen's planning dossier for the period of 2021-2030, with a vision to 2050, basically meeting the requirements as prescribed by law on planning and legislation on environmental protection. At the same time, it is proposed that the province continue to implement the comments of the members of the council and the comments in the draft appraisal report of the Hung Yen provincial planning for the period of 2021-2030, with a vision to 2050.
