A meeting of the Standing Government members to work with State-owned enterprises on September 14, was held to give solutions to bolster the production, business and investment development at the Government Headquarters. Comrade Pham Minh Chinh, Politburo member, Prime Minister chaired the meeting. The meeting drew the attendance of Deputy Prime Ministers. It was held online and connected with 63 provinces and cities. At the bridge point of Hung Yen province, in the attendance were comrade Nguyen Le Huy, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee; leaders of a number of boards, departments and branches of the province.

In his opening speech, Prime Minister Pham Minh Chinh clearly stated: The innovation and improvement of the operational efficiency of State-owned enterprises (SOEs) is of great concern to the Party and State and identified as one of the key tasks of all levels and sectors in implementing the socio-economic development. In order for SOEs to truly become "an important material force of the State economy" and lead other economic sectors, the Prime Minister proposed to focus on evaluating the situation, achievements and contributions of SOEs, the shortcomings and limitations, analyzing subjective and objective causes, clarifying difficulties, obstacles, and bottlenecks in mechanisms and policies for this business sector, thereby providing directions, innovative solutions to improve the efficiency of resource use at SOEs. The Prime Minister emphasized that in the current context, it is necessary to focus on boosting the three growth drivers (investment, export, consumption); continue to consolidate and promote the agricultural and service sectors; revitalize the industrial sector, focus on the processing and manufacturing sectors, solve market difficulties, overcome supply chain disruptions... Along with that, it is necessary to properly and closely identify and evaluate current position and role of SOEs, thereby clarifying the goal of arranging and reforming the SOE sector in accordance with the actual situation of Vietnam.

According to a report by the Ministry of Planning and Investment, the whole country has nearly 680 SOEs (of which, 478 enterprises whose 100% of charter capital are owned by the State, accounting for nearly 6% of the country's enterprises and 198 enterprises whose shares are held by the State, accounting for nearly 2.4%) with total assets of more than 3.8 million billion VND (of which, State capital investment is nearly 1.7 million billion VND; alone, 478 enterprises whose charter capital is held 100% by the State with a total capital of over 1.55 million billion VND, accounting for about 7% of total assets and 10% of equity, accounting for about 25.78% of total production and business capital and 23, 4% of the value of fixed assets and long-term financial investment of all businesses nationwide).

At the meeting, representatives of State-owned enterprises reported on the production and business activities of their enterprises in recent times; at the same time, proposed and recommended solutions to support production and business promotion in the coming time. In particular, it is necessary to focus on the mechanisms and policies to support the promotion of production, business and investment development.

Speaking at the meeting's conclusion, Prime Minister Pham Minh Chinh proposed many key tasks to improve operational efficiency, innovate the SOEs sector, and beef up the production, business and investment development. In which: Continue to improve institutions and legal systems, including laws, decrees, and circulars to remove difficulties, mobilize resources, and promote State resources to lead all social resources for investment development. State-owned enterprises must strengthen the development of programs and plans to implement the goals according to the Resolution of the 13th Party Congress, the 10-year strategy, and the 5-year plan; at the same time, based on their functions, tasks, and powers, they can be concretized with specific projects and schemes. Restructuring SOEs needs to be close to the actual situation, not only focusing on capital restructuring, but also on improving labor productivity, capital use efficiency, and improving the material and spiritual lives of workers. State-owned enterprises must participate more actively and effectively in major programs and projects of the State, especially the three strategic breakthroughs in institutions, infrastructure, human resources, and major programs and projects that are under deployment…

In addition, the Prime Minister requested ministries, branches, and Chairmen of the People's Committees of provinces and cities to focus on directing administrative reform, decentralization, creating favorable conditions for businesses, and focusing on solving difficulties, overcoming challenges, truly sharing, encouraging those who do right, do well and resolutely handle those who violate, harass, negative, avoid, push responsibility...
