The Provincial People's Committee on September 12, organized an inspection and meeting to listen to reports on the work of ensuring waterway traffic safety; situation of inland waterway wharf operations; loading and unloading operations, temporary storage of supplies and materials on the riverbank and the situation of mineral exploitation in the province. According to reports from departments, branches and localities, Hung Yen currently has two rivers managed by the Central Government: the Red River and the Luoc River with a total length of 92 km. Besides, in the province there are 5 locally managed river routes with a total length of about 113 km, including: Sat river, Chanh river, Cuu An river, Dien Bien river and Tam Do river. Locally managed river routes are located in the Bac Hung Hai irrigational system, providing both irrigation for agricultural production and combined exploitation of water transportation. Currently, the province has planned 11 inland waterway ports, including 6 cargo ports and 5 passenger ports. According to Decision No. 3353/QD-UBND dated December 29, 2017 of the Provincial People's Committee on approving the adjustment of transportation planning for 2011-2020 and the orientation to 2030, the province has planned 46 locations for cargo wharves and 21 cross-river passenger wharves (on centrally managed rivers) and the Provincial People's Committee agreed to add 2 cargo wharves, bringing the total number of planned cargo wharves in the province to 48 wharves; on the river, the locality manages the planning of 3 passenger wharves across the river and 9 cargo wharves. The Department of Transport has directed the traffic inspection force to carry out the inspection and examination plan in accordance with regulations. From the beginning of the year until now, the traffic inspection force has inspected 47 stations, sanctioned 4 cases of violation with a total fine of 16 million VND; made 4 records for violations, suspended 17 violating vehicles due to expired technical and environmental protection registration; suspended operations of 4 wharves due to failure to ensure safety conditions according to regulations...
Currently in the province there are 47 loading and unloading yards, temporarily storing supplies and construction materials on the banks of the Red River and Luoc River. Of these, there are 15 yards licensed by the Provincial People's Committee, 32 yards without licenses. Currently, some licensed yards still have not been guaranteed according to the content in the licensing decision of the Provincial People's Committee; many yards operating illegally also lead to oversized and overloaded vehicles traveling on dikes and causing traffic insecurity...
Regarding the mineral exploitation situation, currently, in the province there are 4 licensed river sand mines with exploited sand reserves of about 1.1 million m3. However, these mines' licenses are currently about to expire.
Speaking at the conclusion of the meeting, Mr. Nguyen Hung Nam, Vice Chairman of the Provincial People's Committee, requested branches and localities to increase the effectiveness and efficiency of State management in the fields of land management, dykes, and inland waterway traffic and traffic order and safety in the province. To review and reassess the current status of operations of inland waterway wharves, loading and unloading yards, temporary storage of supplies, construction materials, and mineral mines in the province, and report to the Provincial People's Committee on management plans. To bring inland waterway business and mineral exploitation activities of organizations and individuals into order and in accordance with the law; at the same time, strictly and completely handle violations and completely handle wharves that are not in the planning, do not have a license but are still operating. Districts and city with dikes urgently organize the handling and clearance of unlicensed and illegally operating yards; the Provincial Police and Department of Transport strengthen the inspection of inland waterway wharf operations and strictly handle illegal wharf operations and anchoring of boats in accordance with the law, especially anchoring boats to illegally load and unload construction materials. The Department of Natural Resources and Environment coordinates with relevant departments, branches and localities to review mineral mines in the province and report to the Provincial People's Committee on exploitation plans; urgently organize the auctions of mineral mines that are eligible for exploitation. The Department of Planning and Investment reviews and reports to the Provincial People's Committee to grant licenses to qualified wharfs and yards to operate. The Department of Industry and Trade, Department of Agriculture and Rural Development review and report to the Provincial People's Committee on management plans for gasoline, oil lines, power lines, bridges, and sewers across rivers...
