To strongly awaken resources for the socio-economic recovery and development

Welcoming the Independence Day on September 2 this year, the Party Committee, government and people in the province are excited with the socio-economic development achievements of the province after the first half of the term of implementing the Resolution of the 19th Provincial Party Congress. To promote the tradition of solidarity, determination and creativity to overcome difficulties and challenges, the province has strongly aroused resources for the socio-economic recovery and development.

Implementing the Resolution of the 19th Provincial Party Congress for the 2020-2025 term, the Provincial Party Committee and Standing Committee of the Provincial Party Committee have focused on leading, directing, and building programs of the Provincial Party Committee and projects of the Standing Committee of the Provincial Party Committee to concretize and implement the Resolution of the Provincial Party Congress in accordance with the practical situation. The province has highly focused on overcoming difficulties, successfully transitioning to a state of safe and flexible adaptation, effectively controlling the Covid-19 epidemic, urgently reopening the economy, consolidating major economic balances, enhancing investment attraction, quickly restore and develop socio-economic development.

Over the past 2 years, the Party committees and authorities at all levels have closely followed the socio-economic development orientation: Accelerating economic development with modern industry, highly efficient commodity agriculture, and a harmonious combination between economic development with social stability, improving people's lives. Accordingly, the province's economy has recovered and developed rapidly, growing quite well as compared to the national average, with improved growth quality, increased economic potential and scale. The average from 2020 to June 2023: the economic growth rate is estimated to reach 9.3%/year (target: up from 7.5 to 8%/year).

The province's industry has shifted towards restructuring. That is to increase the proportion of processing and manufacturing industries, high-tech industry, supporting industry, environmentally friendly, and economical use of energy and land resources. To gradually shift from assembling to manufacturing synchronous products, capable of spreading, supporting, and boosting the formation of links with businesses along the value chain, attracting other satellite projects to continue investing. To focus on developing green industry and a number of key telecommunications and information technology enterprises to play a leading role in technology infrastructure, contributing to promoting the development of the digital economy and digital society. Therefore, the province's industrial production continues to change positively, increasing by 8.8%/year. In the period from 2021 to June 2023, the province has received the approval from the Prime Minister to invest in 6 more industrial parks and adding 2 industrial parks to the Planning of Vietnam's industrial parks; bringing a total of 17 industrial parks in the province with an area of 4,395.43 hectares (of which, six industrial parks have been put into operation and are ready to receive investment projects; three industrial parks have been started on construction (The expanded Thang Long Industrial Park II, Industrial Park No. 05, Clean Industrial Park), eight industrial parks are being implemented). 26 industrial clusters have been established, with a total area of 1,256 hectares and total registered investment capital of 12,409 billion VND; three industrial clusters have been started on construction and eight industrial clusters are being focused on site clearance, other industrial clusters are conducting infrastructure investment procedures.

The province bolsters the implementation of tasks and solutions to improve the investment environment and enhance competitiveness associated with digital transformation; organizes investment promotion delegations in Japan, Korea, and Singapore to call for and attract large economic corporations to invest in industrial zones and clusters. The Provincial Competitiveness Index (PCI) has made a spectacular breakthrough, rising to rank 14/63 provinces and cities in 2022, up 29 levels compared to 2020, reaching the highest ranking ever. From the beginning of the term until now, the province has added 214 new investment projects (152 domestic projects and 62 foreign projects) with a total registered investment capital of over 82.6 trillion VND and over 660 million USD; bringing the total number of valid projects in the province to 2,165 investment projects with a total registered capital of over 318 trillion VND and nearly 6.5 billion USD.

Agriculture continues to develop, apply technical advances and new technologies. The agricultural production structure is actively shifting towards modernity, sustainability, producing quality, efficient and highly competitive goods on the basis of developing high-tech agriculture, smart agriculture, clean agriculture, organic agriculture, forming large-scale specialized agricultural production areas. Key agricultural products, typical products with potentials and advantages of each region are given attention for development such as: Hung Yen’s Trung litchi, longan, Dong Tao chicken, Chi Tan turmeric,... The construction of advanced and model new-style rural areas is promoted. In the period from 2021 to June 2023, the whole province has had 70 more communes meeting advanced new-style rural standards, 24 communes meeting model new-style rural standards, bringing the total province to 98 communes meeting advanced new-style rural standards and 24 communes meeting model new-style rural standards. The material and spiritual lives of people in rural areas are increasingly improved, and many traditional cultural activities are aroused and promoted.

The "highlight" in the province's socio-economic picture in the past half term is the strongly developed transport infrastructure. The province has deployed and completed a synchronous, modern, pervasive transportation network connecting regions and inter-regions, such as: The route connecting Hanoi - Hai Phong expressway with Gie bridge - Ninh Binh expressway (at stage 2 and lateral line); Horizontal trunk road connecting National Highway No. 39 (Km22+550) with the provincial road No. 376; the provincial road No. 382B, right branch (Km0+00 - Km14+420 intersects with National Highway No. 39); the project to upgrade and expand the prolonged inter-provincial route Hanoi - Hung Yen, the section through Hung Yen province... To actively implement steps to prepare for investment in projects: the Ring Road No. 4 - Hanoi Capital region; the route connects cultural heritage, tourism and economic development along the Red River; Tan Phuc - Vong Phan road (intersection with the provincial road No. 378); the road connecting the provincial road No. 387 with Hanoi - Hai Phong Expressway (Km31+100);... To newly build, renovate and upgrade 681km of district, commune, village and hamlet level roads to complete the transportation network in the province, contributing to building advanced and model new-style rural areas at commune and district levels.

Budget and financial work complies with regulations and achieves a lot of outstanding results. From 2021 to June 2023, total budget revenue reaches 86,647 billion VND (of which domestic revenue accounts for nearly 80%), 1.32 times higher than the entire period of 2016-2020. Especially in 2022, budget revenue reached 51,410 billion VND (2.63 times higher than the estimate and 2.69 times higher than 2021, ranking in the top 10 provinces and cities with the highest revenue in the country)...

The cultural and social field has changed positively, the education and training career continues to develop, people's health care is invested in, the medical network is expanded, the Covid epidemic -19 is under control. Cultural activities, arts, fitness, sports, festivals, and important events are guaranteed to be safe, creating a joyful and exciting atmosphere, strengthening trust, and arousing traditional pride of homeland, country, strengthening solidarity among the People. Telecommunications technical infrastructure is widely developed throughout the province. Digital transformation is accelerated in three main areas: digital government, digital economy, and digital society. Administrative procedure reform has had good results, creating favorable conditions for people to transact business with agencies and units. Social issues continue to be addressed, creating more jobs for workers. National defense, political security, and social order and safety are maintained. People's lives are improved.

It can be affirmed that, implementing the Resolution of the 19th Provincial Party Congress, in the first half of the term, despite facing many difficulties and challenges, with proactive and flexible direction and control, strongly mobilize resources, the province has made efforts to overcome obstacles, soon recover and develop socio-economic situation, creating an important premise for the whole province to successfully implement the targets of the Resolution of the 19th Provincial Party Congress.
