The Provincial People's Committee on June 2, held a conference to review the progress of implementation and disbursement of public investment capital in 2023. According to the report of the Department of Planning and Investment, in 2023, the public investment capital plan assigned by the Prime Minister is more than 12 trillion VND, up to now, the province has allocated in detail of more than 8.4 trillion VND. The remaining capital plan that has not been allocated in detail due to the incomplete investment procedures is more than 3.6 trillion VND. By May 25, the province has disbursed more than 1.7 trillion VND, reaching 14.4% of the plan assigned by the Prime Minister. In which, the disbursement of capital managed by the province has reached 6.3% of the plan; the disbursement of district-level capital at 11% of the plan; the disbursement of commune-level capital at 53.7% of the plan assigned by the Prime Minister...
The reason for the slow implementation and disbursement of public investment capital in the province is due to the slow progress in the process of appraising and approving investment policies, submitting for appraisal and deciding on project investment; the price of construction materials is still high, especially iron, steel, petroleum, sand, stone, gravel..., at the same time, the supply is limited; some projects still face many difficulties in site clearance because there is no consensus on land price for compensation and resettlement; a number of works and projects have been completed but have not been disbursed because the investor concentrates the volume to prioritize the disbursement of the capital plan approved by the Provincial People's Council to last from 2022 to 2023...
At the conference, the delegates focused on discussing solutions to speed up the disbursement of public investment capital in the last months of 2023.
Concluding the conference, Chairman of the Provincial People's Committee Tran Quoc Van emphasized that the disbursement of public investment capital in the province is behind schedule compared to the plan assigned by the Prime Minister. Therefore, in the last months of the year, sectors and localities need to focus drastically, synchronously implement solutions to overcome difficulties, speed up disbursement of public investment programs and projects. In which, focusing on removing difficulties and obstacles to speed up the site clearance for project implementation; quickly handling administrative procedures on investment, land, construction, planning, especially investment policy, project approval, valuation of assets on land, approval of compensation, support, resettlement plans, approval of K-coefficient, arrangement of resettlement land fund, determination of specific land prices... To implement the motto of having a cleared ground, handing it over immediately to contractors there to support speeding up the construction of works and projects. To make detailed disbursement plan for each project and strictly follow the plan monthly and quarterly. To strengthen the inspection and supervision of the site, urge contractors and consultants to speed up the progress. To assign specific leaders responsible for monitoring implementation progress; closely, promptly removing difficulties and taking responsibility for the disbursement results of each project, considering this as a basis for evaluating and ranking the completion of assigned tasks in 2023. To review, detect, handle quickly, promptly and effectively legal difficulties and problems, proactively handle them according to their competence, if they are beyond their competence, they shall report them to their immediate superiors; in which, choosing the right bottlenecks to focus on solving, ensuring the focus, bringing efficiency and obvious impact...
