At the meeting, the delegates heard and discussed as follows: the draft Regulation on support policies for voluntary drug addicts at home, in the community, at drug rehabilitation establishments and support regimes to persons assigned the task of psychological and social counseling, management and support for subjects of voluntary drug addicts at home, in the community, and post-drug addiction management at the commune level in Hung Yen province; the draft Decision promulgating 10 economic - technical norms on primary-level training applied in the field of vocational education in Hung Yen province; the draft Regulation on support for cadres and civil servants under the management competence of the Provincial People's Committee to quit or transfer jobs in the period of 2023 - 2026; the draft Regulations on policies to support preschool teachers and primary school teachers when they are recruited into public educational institutions in Hung Yen province.

The Department of Planning and Investment submitted the following proposals: on the additional assignment of the 5-year medium-term public investment plan for the period 2021 - 2025 in Hung Yen province; the allocation of the public investment capital plan in 2023 that the source of land use levy is under the management of the province.

At the meeting, the delegates commented on such issues as: The necessity and significance of promulgating support policies for voluntary drug addicts at home, in the community and at drug rehabilitation establishments; post-drug addiction management; the necessity of promulgating economic-technical norms on primary-level training applied in the field of vocational education in the province; the recruitment and support policies for preschool teachers and primary school teachers; the progress of appraisal and approval of investment policies, submission for appraisal and investment decision on a number of projects in the province...

Concluding the meeting, Chairman of the Provincial People's Committee Tran Quoc Van requested the Department of Labor, War Invalids and Social Affairs to absorb the opinions of the participants at the meeting, develop clear and specific regulations on the subjects who are beneficiaries of policies to complete the report and draft resolution to submit to the Provincial People's Council for consideration and promulgation of a Resolution regulating support policies for voluntary drug addicts at home, in the community, at drug rehabilitation establishments and support regimes to persons assigned the task of psychological and social counseling, management and support for subjects of voluntary drug addicts at home, in the community, and post-drug addiction management at the commune level in Hung Yen province. Regarding the promulgation of economic - technical norms on elementary-level training applied in the field of vocational education, it is agreed to promulgate economic-technical norms for 9 primary-level occupations and less than 3 months. The Department of Home Affairs received comments from participants at the meeting; reviewed policy beneficiaries to complete the report, draft resolution, submitted to the Provincial People's Council for promulgation of a resolution on the regulation supporting cadres and civil servants under the management of the Provincial People's Committee to quit or transfer jobs in the period of 2023 - 2026.

Comrade Chairman of the Provincial People's Committee emphasized: Over the past time, the recruitment of preschool teachers and primary school teachers in many localities has faced difficulties. Therefore, the promulgation of regulations on policies to support preschool teachers and primary school teachers when they are recruited into public educational institutions in Hung Yen province creates conditions for localities to recruit a sufficient number of teachers and ensure quality. It is expected that the support level for primary school teachers is 1 time of the base salary/month x 60 months; the support level for preschool teachers is 1.5 times of the base salary/month x 60 months.

In order to speed up the implementation and disbursement of public investment capital for projects in the province, Chairman of the Provincial People's Committee Tran Quoc Van requested the Department of Planning and Investment to coordinate with units and localities to review implementation progress of investment projects in the province.
