The delegates attend the conference

The conference heard the announcement of the Decision of the Secretariat on the appointment of personnel to join the Provincial Party Committee, term 19, for the period of 2020 - 2025 for comrade Colonel To Thanh Quyet, Chief of the Provincial Military Command; introduced personnel to carry out the process of additionally electing member of the Standing Board of the Provincial Party Committee, term 19, for the period of 2020 - 2025, for comrade Colonel To Thanh Quyet, Chief of the Provincial Military Command.

Next, the delegates studied, considered and agreed on the policy of stopping the implementation of the pilot model of the Head of the Mass Mobilization Commision of the Provincial Party Committee concurrently as the Chairman of the Vietnam Fatherland Front Committee at the provincial and district levels; researched, passed documents, reports; the Conclusion on implementation of component projects of the Ring Road No. 4 Construction Investment Project - Hanoi Capital Region, including: the component project 1.2 - Compensation, support and resettlement (including: the system of highways, parallel roads (urban roads), technical infrastructure and national railway reserve corridors); the component project 2.2 - Construction of parallel roads (urban roads); the Conclusion on the adjustment and supplementation of the 5-year medium-term public investment plan for the period of 2021-2025; the Conclusion on the adjustment of the Hung Yen provincial master plan for the period of 2021-2030, with a vision to 2050;

At the conference, the Provincial Party Committee studied and considered the draft Plan of the Politburo's Conclusion No. 50-KL/TW dated February 28, 2023 on continuing to implement Resolution No. 18-NQ. /TW dated October 25, 2017 of the 12th Party Central Committee, "Some issues on continuing to renovate and reorganize the organizational apparatus of the political system to be lean, effective and efficient" (the Conclusion No. 50-KL/TW) for the period of 2023-2026; the draft Plan to continue implementing Resolution No. 19-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on continuing to renovate the organization and management system, improving the quality and efficiency of the operation of public non-business units (Resolution No. 19-NQ/TW) for the period of 2023-2026.

At the conference, under the direction of Mr. Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and Mr. Tran Quoc Van, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the delegates discussed the following contents: Arrange the organizational apparatus of the political system, streamline the payroll, develop a project of working positions; staff transfer and rotation; improve the quality and operational efficiency of public non-business units; invest in infrastructure construction and urban development; site clearance progress of the Ring Road No. 4 Construction Investment Project - Hanoi Capital Region; adjust and supplement public investment capital…

Concluding the conference, Secretary of the Provincial Party Committee Nguyen Huu Nghia emphasized: Through comments made at the conference, the Provincial Party Committee agreed to stop implementing the pilot model of the Head of the Mass Mobilization Commision of the Provincial Party Committee concurrently as the Chairman of the Vietnam Fatherland Front Committee at the provincial and district levels; agreed to approve documents and reports on the implementation of component projects under the the Ring Road No. 4 Construction Investment Project - Hanoi Capital Region; on adjusting and supplementing the 5-year medium-term public investment plan for the period of 2021-2025; on the adjustment of the Hung Yen provincial master plan for the period of 2021-2030, with a vision to 2050; the plans on implementing Conclusion No. 50-KL/TW and continuing to implement Resolution No. 19-NQ/TW.

Comrade Secretary of the Provincial Party Committee Nguyen Huu Nghia assigned the Organizing Commission of the Provincial Party Committee and the Party Personnel Committee of the Provincial People's Committee to urgently study, guide and respond to the recommendations and proposals of localities and units on mechanisms, policies to focus on solving difficulties and obstacles in the construction of the Party, political system and socio-economic development of the province. Comrade Secretary of the Provincial Party Committee called on the entire Party, people and army in the province to continue to unite, unify, uphold responsibility, maximize potentials and advantages, and strive to overcome difficulties and challenges, determine to strive to successfully implement the goals and tasks in 2023, creating a solid foundation for the successful implementation of the Resolution of the 13^th National Party Congress and the Resolution of the 19th Provincial Party Congress.
