The Provincial People's Committee on May 26, held a conference to evaluate the results of 2022 and implement tasks and solutions to improve a number of administrative reform targets in Hung Yen province. Mr. Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee, First Deputy Head of the Provincial Steering Committee for Administrative Reform (PAR) chaired the conference.

In 2022, the Provincial People's Committee has implemented synchronously PAR solutions, especially the application of information technology in the management, administration and settlement of administrative procedures records of people and businesses. According to the results announced by the ministries, central branches and related organizations, the PAR Index of Hung Yen province has ranked the 12th out of 63 provinces and cities in the country, maintaining its position compared with the last year; the Satisfaction index of public administrative services (Sipas) ranked the 6th out of 63 provinces and cities in the country; the Governance and Public Administration Performance Index (Papi) ranked the 11th out of 63 provinces/cities, down 6 places compared to the previous year. Among the PAR component indexes, the points of management and direction increased by 8.12% compared to 2021; building and improving the quality of the contingent of cadres, civil servants and public employees increased by 6.65% points; administrative procedure reform increased by 5.95% points. However, there are a number of indicators that dropped points such as: Institutional reform decreased by 25%; organizational reform of the administrative apparatus decreased by 5.42%; building and developing e-government, digital government decreased by 20.26% compared to the previous year...

At the conference, a representative of the PAR Department (Ministry of Home Affairs) analyzed the results of the assessment of the province's Par, Sipas, and Papi indexes in 2022; compared the results in 2022 with the ones in 2021 and with the national average; recommended to the province the contents and solutions to improve the rankings and scores of the indicators in 2023 and the following years.

Concluding the conference, Mr. Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee asked the leaders of agencies, units and localities in the province to seriously evaluate the results of the PAR work in 2022, especially the shortcomings, limitations for timely and appropriate remedial solutions. To continue to organize the effective implementation of provincial directives, resolutions and plans on administrative reform, increase governance and public administration efficiency, in which the roles and responsibilities of the head of the administrative agencies at all levels are emphasized in directing and administering the implementation of PAR tasks. To expeditiously carry out the task of administrative procedure reform, improve the business investment environment; drastically implement the Provincial Digital Transformation Program and the digitization and settlement of administrative procedures records on the online public service portal at level 3, level 4, the non-cash payment for public services. To continue to streamline the payroll associated with the organizational arrangement and restructure the contingent of cadres, civil servants and public employees according to job positions to ensure the right schedule; reduce public non-business units. The localities seriously enhance the efficiency of governance and public administration, especially environmental governance and the quality of service to the people and businesses. To strengthen the inspection of administrative reform and official duties in order to improve administrative discipline. The province strives to maintain and continue to promote the results of PAR in the following years.
