According to the report, in 2022, the province's economy has recovered and grown rapidly, the growth rate reaches 12.84%; in which the index of industrial production increased by 10.4%, the value of construction production rose by 37.15%, the value of commercial production - services increased by 19.45%, the agriculture - fishery maintained its growth rate at 2.87%. The economic structure: Industry and construction account for 63.7% - Trade and services account for 28.75% - Agriculture and fishery account for 7.55%. GRDP per capita is 101.8 million VND. Total social development investment capital has reached VND 58,293 billion, up 47.24% compared to 2021. Budget revenue has attained VND 51,410 billion; in which, domestic revenue is 46,984 billion VND, import and export tax is 4,426 billion VND...

In the first 4 months of 2023, the Provincial People's Committee has directed all levels and branches to make efforts and focus on implementing tasks and solutions according to Resolution No. 01/NQ-CP dated January 6, 2023 of the Government on the tasks services, solutions for socio-economic development, state budget estimates, and improvement of the business environment and national competitiveness in 2023 (Resolution No. 01). In the first quarter, the province's gross domestic product (GRDP) is estimated to increase by 8.14% over the same period in 2022. Total social development investment capital has reached VND 13,898 billion, up 72.4%. The whole province has received and adjusted to increase capital for 79 projects with newly and additionally adjusted capital of VND 8,781.7 billion and USD 169.8 million. The number of newly registered enterprises is 537 enterprises, seeing an increase of 12.3% over the same period in 2022 with a total newly registered capital of VND 15,746 billion, seeing an increase of 127%.

Regarding the situation of public investment and implementation of key projects, in 2023, the capital plan assigned by the Prime Minister is VND 12,006.4 billion. Up to now, the province has allocated 8,676.7 billion VND in detail. The province has disbursed VND 1,348.2 billion in the first 4 months of 2023, reaching 11.2% of the plan assigned by the Government, seeing an increase of 1.1% over the same period in 2022. Along with that, the key projects in the 2021 -2025 period continue to be promoted by the province and have a lot of positive changes, in which the site clearance work has achieved good results...

At the meeting, the province proposed and recommended to the Government, ministries and central branches a number of specific contents. Accordingly, the province requested the Ministry of Natural Resources and Environment to speed up the appraisal and approval of the results of the evaluation of the environmental impact assessment report of the component project 1.2 of the Ring road No. 4 construction investment project – Hanoi Capital region, the section through Hung Yen province for the province to soon implement in order to speed up the disbursement of public investment capital in 2023; soon submit to the Prime Minister for promulgation of a plan on surface water quality management for inter-provincial rivers and lakes, including the Bac Hung Hai system; at the same time reporting to the Prime Minister to direct the People's Committee of Hanoi city, Bac Ninh province to properly treat wastewater up to standards before discharging into the Bac Hung Hai irrigational system; propose to coordinate with the province in appraising the feasibility of the project on flood drainage and dyke so that the province can implement the project of building a road connecting cultural heritage, tourism and economic development along the Red River to ensure progress; assume the prime responsibility for, and coordinate with ministries and central branches in, considering giving specific instructions to help the province change the objectives of migration and resettlement projects into the form of auction of land use rights for the People to build houses; report to the Government to allow the province to use 10% of the area of ​​the Red River and Luoc riverbanks to build new works and houses; advise the Government and the Prime Minister to allow the province to continue implementing the infrastructure construction project of the service area in Phung Cong commune (Van Giang) on the Red River bank with an area of ​​about 20.5 hectares to soon hand over the land to people in the project area. The province requested the Ministry of Transport to study, pay attention to direct the formulation of investment projects to build overpasses over nine intersection locations on the road connecting the Hanoi - Hai Phong highway and the Gie Bridge - Ninh Binh highway; advise the Government to invest in the project of the Ben market -Yen My expressway and deploy the project in the period of 2021-2030. The province requested the Prime Minister to allow the People's Committee of Hung Yen province and the Ministry of Education and Training to finish and close the project to build Pho Hien University Area.

Delegates and provincial leaders, leaders of provincial departments and branches focused on exchanging advantages, difficulties and obstacles in implementing tasks and solutions according to Resolution No. 01 such as: The access to capital of enterprises faces many difficulties, so the cash flow put into production and business is interrupted. Housing development projects and new residential area projects face many difficulties because the legal system for this type is not synchronous. The process of appraising and submitting for approval to change the purpose of using rice land over 10 hectares to another purpose takes a long time. The land acquisition and ground clearance for economic and social development for national and public interests according to Article 62 of the Land Law face many difficulties, affecting the progress of the socio-economic development projects of the province. Legal documents related to regulations and standards on fire prevention and fighting are constantly changing, making it difficult for enterprises to apply and implement… The province's proposals, recommendations and difficulties and problems were answered by representatives of the leaders of ministries and central branches, suggesting solutions.

Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Huu Nghia said that from the beginning of the term until now, the Provincial Party Committee and the Standing Board of the Provincial Party Committee have always united, closely followed the direction of the Central Committee to focus on leading, directing the implementation of programs and resolutions proposed; thanked for the attention and creating favorable conditions for the support of ministries and central branches for the province to successfully implement comprehensively the socio-economic development goals. Comrade Secretary of the Provincial Party Committee Nguyen Huu Nghia received suggestions and solutions to solve the difficulties and problems of the delegates to the province; at the same time, he affirmed that in the coming time, the province will focus heavily on leading and directing the implementation of the goals and tasks set out at the beginning of the term, ensuring sustainable economic development, well implementing the social security policies, improving the people's life in all aspects.

Concluding the meeting, General To Lam, Politburo member, Minister of Public Security highly appreciated and praised Hung Yen province for achieving comprehensive results in socio-economic development in 2022 and the first months of 2023. Analyzing the potentials, opportunities, advantages, difficulties and challenges faced by the country, the provinces and cities, General To Lam requested, Hung Yen province needs to try harder, proactively forecast situations to make development solutions suitable to the situation and conditions of the province. General To Lam suggested a number of specific solutions to create motivation for the province to develop strongly in 2023 and the following years. Accordingly, Hung Yen province continues to concretize and focus on effectively implementing the guidelines and policies of the Party and State, the goals and tasks of the province set out at the beginning of the term; continue to innovate growth model, take digital transformation as a breakthrough for development, focus on innovation-based, increase labor productivity, apply advanced science and technology, prioritize develop a number of strong industries and fields. The province strengthens support for enterprises to develop production and business, create jobs and livelihoods for people; have mechanisms and policies to connect enterprises with scientific research centers. Regarding the disbursement of the public investment capital plan, the province must resolve to disburse 100% of the public investment capital within the financial year; focus on allocating all the capital allocated by the Government. The province strengthens leadership, directs, supplements and completes the planning on the basis of inheriting the previous planning and updating and supplementing it in accordance with the new situation and new conditions; at the same time, promoting the development of strategic infrastructure, focusing on traffic connections, including the project to build Ring Road No. 4 - Hanoi capital region through the province. To continue to review the medium-term public investment plan for the 2021-2025 period, resolutely cut back on projects that are not urgent, not really necessary, and have low efficiency in order to transfer and focus capital for implementing key projects. Along with that, the province is interested in spending a lot of resources to invest in cultural development to ensure commensurate with economic development so that culture is really the spiritual foundation of society and the driving force of development.
