On 02/3/2023, the Provincial People's Committee issued Plan No. 39/KH-UBND on the implementation of the National Target Program on building new- styled rural areas in Hung Yen province in 2023.

Accordingly, the plan aims to be proactive in leading, directing, inspecting, supervising and implementing the National Target Program on building new- styled rural areas in Hung Yen province; effectively carry out the contents of new rural construction, complete the targets in 2023 according to the approved roadmap and plan.

The plan clearly states the requirements for the implementation of the program as follows:

- Departments, agencies, branches, mass organizations of the province and the People's Committees of districts, town and city shall develop specific plans for the implementation of the National Target Program on building new- styled rural areas in 2023 within their scope, fields and management area; put the targets of building new- styled rural areas, newly advanced rural areas and newly model rural areas into the working program and socio-economic development plan in 2023 under the management competence of agencies and units;

- Departments, agencies, branches, mass organizations and the People's Committees of districts, town and city organize the implementation of new rural construction to ensure the completion of the planned targets assigned by the province; synchronously deploy solutions to effectively and sustainably carry out the new rural construction program within the scope, fields and management area.

The objectives of the implementation of the National Target Program:

- To continue to conduct the New- styled Rural Area Construction Program in association with the effective implementation of agricultural restructuring, rural economic development, in depth, efficiency and sustainability; step by step improve the material and spiritual life of rural people, promote gender equality; build rural socio-economic infrastructure synchronously and gradually modern, ensuring a bright, green, clean, beautiful, safe and rural landscape, rich in traditional cultural identity, and adapting to climate change and sustainable development;

- To maintain the standard level of criteria for the construction of newly advanced rural areas and newly model rural areas in localities that have been recognized as meeting the standards as required by the set of criteria for the period of 2021-2025; strive to have 25-30 more communes meeting the newly advanced rural standards and have 10-15 communes meeting the newly model rural standards; there is one district that fulfills the criteria of the newly-advanced rural district in the 2021-2025 period.

The plan sets out eight methods of implementing the Program, including: To propagandize on building new countryside; complete the machine; foster and train in new rural construction; resource mobilization; on reviewing and promulgating mechanisms and policies; synchronously implement solutions for production development associated with agricultural restructuring, economic restructuring, income improvement and poverty reduction for rural people; on science and technology; inspection and supervision.
