The Official Telegram on continuing the drastic, timely and effective implementation of solutions to promote the real estate market to develop safely, healthily and sustainably

On 17/12/2023, the Prime Minister issued the Official Telegram No. 1376/CD-TTg on continuing to drastically, promptly and effectively implement solutions to promote the safe, healthy and sustainable development of the real estate market.

Accordingly, to continue promoting the real estate market to develop safely, healthily, and sustainably, contributing to bolstering the socio-economic development, the Prime Minister requests as follows:

- Ministers of Ministries, Heads of ministerial-level agencies, relevant agencies, Chairmen of the People's Committees of provinces and centrally-run cities and businesses are more determined, more responsible and proactive to organize the drastic and effective implementation of tasks and solutions assigned by the Government and the Prime Minister in the Government's Resolutions, Official Telegrams, decisions and guiding documents of the Prime Minister. Ministries, branches and localities must consider this as one of the urgent and important tasks that need to be focused on solving according to the principle that problems falling under the authority of any level must be resolved by that level, absolutely not avoid or push back, fear of mistakes, fear of responsibility.

- Minister of Construction:

+ To urgently develop and complete draft documents detailing and guiding the implementation of the Housing Law (amended) and the Real Estate Business Law (amended), especially regulations on order and procedures to continue to implement commercial housing projects, social housing, and new urban areas to ensure simultaneous effect of the Laws, avoiding legal gaps.

+ To continue to promote the role and responsibility of the Prime Minister's Head of the Working Group, the Working Group's activities will be more drastic, stronger, more comprehensive, and promptly guide and remove difficulties and problems related to the legal procedures, speed up the implementation progress of real estate projects, especially housing projects, urban areas, large industrial parks, with spillover effects; accelerate decentralization and authorization and cut unnecessary administrative procedures. To strengthen inspection and examination of the handling of administrative procedures related to real estate projects, resolutely handle cases that cause difficulties, troubles, and roundabout handling that cause delays for people and businesses.

+ To actively speed up the progress of resolving administrative procedures under authority related to real estate projects, especially the procedures for establishing, appraising, and approving construction planning, urban planning, and procedures of appraisal of design documents and acceptance of inspection procedures.

+ To continue to monitor, direct, urge and guide localities and businesses to promote social housing development, further beef up the implementation of the Project "Investment and construction of at least 1 million Social housing apartments for low-income people and industrial park’s workers in the period 2021-2030".

+ To propose new, more effective solutions to strongly boost the disbursement for social housing, report to the Prime Minister before December 31, 2023.

- The Chairmen of the People's Committees of provinces and centrally-run cities:

+ To direct the authorities to focus on further accelerating the progress of investment procedures; land allocation, land lease; determine land prices, soon carry out real estate projects, with priority given to accelerating the progress of industrial real estate projects, social housing, and worker housing. To urgently thoroughly grasp each unit, cadre, civil servant and employee to seriously implement the Prime Minister's instructions in the Official Telegram No. 280/CD-TTg dated April 19, 2023; resolutely not let the fear of making mistakes, avoiding or shifting responsibility, affecting the progress of real estate projects.

+ To review, compile statistics and synthesize the list of real estate projects being implemented in the area; focus on classifying and identifying legal difficulties, causes and competent authorities to resolve; direct the authorities to focus on thoroughly handling and immediately consider and decide problems within their authority, especially the problems related to land allocation, land lease, and determination of specific land prices;

Every quarter, summarize the results of handling and removing difficulties and obstacles for projects in the area according to authority and the problems beyond authority and send them to the Prime Minister's Working Group, and the Prime Minister to direct consideration and resolution.

+ To direct the Department of Natural Resources and Environment, the Department of Finance and relevant agencies to organize land valuation according to their authority and take responsibility to the Prime Minister if delays occur, affecting the progress of investment projects. In case of problems, send a document to the Ministry of Natural Resources and Environment for timely guidance and resolution.

+ To accelerate the preparation and approval of plans, especially construction plans and urban plans as a basis for implementing projects, especially commercial housing projects at reasonable prices, in which planning for the development of social housing projects and worker housing. To publicize and introduce land funds for investment in social housing construction, publicly announce the list of real estate projects that must select investors in the form of bidding so that businesses have full information and actively research, register to participate, and propose investments in an open and transparent manner.

To focus on effectively implementing the Project "Investment and construction of at least 01 million social housing apartments for target groups in the period 2021-2030" and the VND 120,000 billion credit program for construction project of social housing, housing for workers, renovating and rebuilding apartments. If there is a legal problem, whose jurisdiction is it? Which agency? Then propose to that level and the responsible person to handle it.

In addition, the Prime Minister also assigned specific tasks to the Minister of Natural Resources and Environment; Governor of the State Bank of Vietnam; Goverment office.
