The investment project to build Ring Road No. 4 - Hanoi Capital Region in Hung Yen province, the section through Van Lam district has a total length of about 6.54km, passing through 5 communes and towns. The total area of land recovered within the land clearance boundary is about 68.96 hectares; the total number of households whose land is recovered is about 1.3 thousand households; the number of enterprises with projects, land, and assets within the scope of land clearance is 13 enterprises with the expected area to be cleared of about 9.3 hectares; the number of graves that need to be moved is about 1.3 thousand graves... By October 31, the district has recovered 56.4/68.96 hectares, reaching 81.79% of the land area within the land clearance scope; the total amount of compensation and support paid reached nearly 210 billion VND.
Regarding the planning of resettlement areas for people who have to recover residential land to implement the project, the Provincial People's Committee has issued a notice approving 4 locations to build resettlement areas to serve land clearance work with a total area of 13.95 hectares. To date, the district has issued a notice to recover agricultural land from 244 households with a total area of 8.84 hectares to build resettlement areas; organized an inventory of land and assets on land for 231 households...
However, currently land clearance work in the district faces such a number of difficulties and obstacles as: The current land use status of households has many fluctuations compared to the cadastral map; the number of households with land in the area that must be recovered is large, while records and papers related to the origin of the land are incomplete; moving graves is difficult...
Speaking at the inspection, Vice Chairman of the Provincial People's Committee Nguyen Hung Nam requested Van Lam district to continue to coordinate closely with the Department of Transport and functional agencies to speed up the progress of project clearance. This includes promoting propaganda and mobilizing people to agree with the implementation of the project; urgently implementing payment and compensation for site clearance for the recovered land area, creating high consensus among the People. To urgently move graves and arrange resettlement for people in the project area. To strictly handle cases of intentionally opposing and manipulating people to cause difficulties in project implementation.
